3 Introduction This is the first amendment to the Indianapolis 2035 Long Range Transportation Plan (LRTP) adopted in early 2011 (USDOT approval on April 11, 2011). This amendment incorporates the following: New Motor Vehicle Fleet Mix data; New air quality modeling software (MOVES); Updated Planning Assumptions; Changes in projects schedules. It is important to note that no new local projects are being added to the cost-constrained list of projects approved last year; and, any movement of projects between Time/Funding Periods will not affect the remaining projects in the cost-constrained LRTP. Current Air Quality Status Under the standards set forth in the Clean Air Act Amendments in 1990, the 9-county region of Hancock,, Hendricks, Johnson, Morgan, Madison, Marion, Boone, and Shelby Counties is currently a Maintenance area under the annual National Ambient Air Quality Standard (NAAQS) for the current eight-hour ozone standard 0.08 parts per million (ppm). The counties of, Hendricks, Johnson, Marion, and Morgan counties are currently a Non-Attainment area for Particulate Matter of 2.5 microns or less in size (PM2.5). Planning Assumptions The socio-economic data sets used in the LRTP adopted last year were from This was the best available data at the time. Since then, the results from the 2010 U.S. Decennial Census have been released. In addition, the MPO has acquired a data set that contains local employment values at specific sites for 2010, our current base year. Finally, last summer the MPO updated our Traffic Analysis Zone geography in preparation for the 2010 CTPP data set release which will be occurring sometime during the next months. The MPO has made these planning assumption changes to be in closer compliance with national best practices. Interagency Consultation Group (ICG) Process As prescribed in the Interagency Consultation Group, Conformity Consultation Guidance document, this consultation process is intended to guide Metropolitan Planning Organizations (MPOs) and other interagency consultation group parties through the Transportation Conformity Process. On March 21, 2012, the MPO held the conference call with members of the ICG and discussed the projects proposed for change in the LRTP, and the travel demand modeling and air quality modeling process to represent those changes. The meeting summary can be found in Appendix A. 1

4 Project List Changes US 31 (#2001 and #2013): Due to schedule change, the US 31 Corridor project (96 th Street to 216 th Street) will be open to traffic in two phases. Project #2001 (146 th St. to 216 th St.) will be open to traffic before December 31, 2014, and is being moved to the 1 st Time Period. The remaining piece (#2013), from 96 th Street to 146 th Street, will remain in the 2 nd Time Period. 96 th Street (#2211 and #2216): In the existing LRTP, this project is shown in two phases: #2216, added lanes between Haverstick and Priority Way West, 2 nd Time Period; and #2211, new roundabout interchange, 3 rd Time Period. Due to funding assistance from INDOT, the added travel lanes project and roundabout interchange at Keystone Parkway is being moved to the 1 st time frame. This amendment will combine the majority of both projects into the 1 st time frame under project #2211, with the remaining intersection improvements (#2216) in the 2 nd Time Period. Illinois Road / 103rd Street in Carmel (#2205 and #2206): Related to the upgrade of the US 31 Corridor, these two projects are being moved from the 2nd Time Period to the 1st. E. Northfield Drive (#4304): Project has moved to an earlier open to traffic date. In the existing LRTP, this project is in 2 nd Time Period. This amendment will move it to the 1 st Time Period. I-65 New Interchange at Worthsville Road in Greenwood (#5204): This project is in the existing LRTP as an illustrative project. Due to funding availability, INDOT has requested this project be moved to the cost-constrained plan with an opening to traffic date early in the 2 nd Time Period. I-65 Interchange Modification on south side of Indianapolis (#6029): The only change to this project regards the added travel lanes which were not modeled in the existing LRTP conformity determination. Northbound to Eastbound Improvements: On I-65, one lane will be added NB from Southport Road to the interchange; one lane added to the existing NB ramp to EB I-465 and continuing on I-465 to Emerson Avenue. Westbound to Southbound improvements: on I-465 one lane added from Emerson Avenue to the interchange, a new two-lane directional fly-over ramp at the interchange, and one added lane on I-65 from the interchange to Southport Road. 38 th Street (#6162): Project is now anticipated to open after December 31, 2014, and is being moved from 1 st Time Period to 2 nd. Ameriplex Parkway/Camby Road Connector (#6162): This project is being added to the illustrative list in the event that Indianapolis moves forward with development of this corridor. This project was originally part of the Ameriplex Parkway development plans and some right-of-way has been preserved for the new road. Recent studies have altered the connection at SR 67 and the alignment between SR 67 and Camby Road. Speedway Projects: Due to funding assistance from INDOT, this group of projects have schedule changes. #6401, #6403, and #6405 are either changing Time Periods or updating costs. Project #6406, the new roundabout at Crawfordsville Road and 16 th Street, is projected to be open to traffic before the end of The new roundabout is represented in the existing #6401 project description, but will now be a standalone project (#6406) with this amendment. 2

5 Fairland Road Extension in Shelbyville (#8001): Shelby is not part of the Indianapolis urbanized area, but is considered non-attainment (maintenance) for ozone. With this amendment, our travel demand model and AQ analysis will include this new road. Conformity Analysis Results The following tables show the emissions budgets and forecasts for the model years 2015, 2025, and The results of the air quality conformity analysis indicate the area is under the allowable budgets* for both pollutants. 6 future years within the prescribed budgets (existing and proposed) and therefore conforms to federal air quality requirements. Fiscal Constraint is maintained in the LRTP 2012 Amendment through the assistance of State Surface Transportation Program (STP) funding for high cost projects on the local system. 4

Shawn Seals, IDEM, was not able to attend but indicated they had no notable concerns or comments based on the materials (List of Projects and memo/narrative) provided prior to the call. Larry Heil began the meeting referencing the recent work being done for the MOVES transition and recently submitted Ozone SIP submission. The new Ozone SIP being submitted is based on MOVES analysis and has been submitted to IDEM and EPA. Approval is anticipated early this summer. Currently for PM2.5, the SIP submittal (submitted but not yet approved) was based on MOBILE. However, since we included PM2.5 in our MOVES transition work, the MPO is comfortable moving forward using MOVES-based analyses for both pollutants. The MPO does have the technical capacity to conduct the PM2.5 analysis using MOBILE since the option is open to us (EPA extended the grace period for MOVES to 2013). Planning Assumptions Discussion Assumptions were discussed as outlined in the memo provided prior to the meeting. Andy Swenson noted that we have updated the demographic information to include new K-12 school counts as well as university populations. Both of these counts are now significantly higher than those used in the previous model and have more consistent coverage over the Metropolitan Planning Area. Discussion of Projects to be Amended (See Project Listing and Narrative) 96 th and Keystone grade-separated roundabout : The project s timetable (see attached Project List, # s 2001 and 2013) has been moved forward for completion by the end of The goal is to have this facility open to traffic in time for the closure of US 31 between 96 th St. and 146 th St. This amendment will provide consistency with current press 5

8 release information regarding the US 31 Corridor and this project. It was also mentioned that the MPO needs to receive the updated TIP amendment for this project as well. MPO staff will make sure that Carmel provides the needed TIP amendment. MPO staff must receive the amendment request before April 2 nd. US 31 project Phase 1 and Phase 2: The first phase of this project (146 th Street to 216 th Street) has been moved into the timeframe and is scheduled to be complete by December The second phase (96 th Street to 146 th Street) will require the closing of US 31 south of 146 th Street with traffic using Keystone Parkway. The description for this project includes a modernization of the I-465 / 106 th Street interchange and also new US 31 interchanges at 116 th St, 131 st St, and 136 th St. Larry mentioned that the MPO should run the list of LRTP amendments past Mike McBride to make sure there is consistency. He also said that all projects need to be listed in the conformity plan even if the project is being done with all local money. In Carmel, this includes some roadways parallel to the US 31 project like the new portion of Illinois Street. They need to be run through the model to assure accuracy in modeling future travel patterns. Proposed Amendment Schedule: Travel Demand Modeling: March Draft AQ Analysis to ICG: March 30 Public Comment April 9 22 IRTC Policy Board Approval May 2 Federal approval of conformity is anticipated during in June or July Larry asked Laura Sheridan about Madison s schedule for air quality meetings. There was concern about making sure all approvals could be completed in time with the Indianapolis MPO s schedule. MPO staff will follow-up w/laura and Jerry Bridges for scheduling their Policy Board endorsement of the new air quality conformity determination for the 2012 Amendment. Follow-up and Travel Demand Model Notes: Catherine Kostyn said she would make sure all new projects including those being paid for with all local funds would be included in the model. Catherine requested new project maps for the US 31 Corridor as it was indicated that the maps on the website are not current. MPO staff will also follow-up w/project sponsors for US 31 and Keystone & 96 th Street. 7
