Background and Rationale: The current edition of CSA Standard C includes a requirement specific to Canada that a TLED Type A device is not allowed unless the ballast or driver in combination with the LED lamp is approved for the application. This Informs announces publication of Technical Information Letter (TIL) No. B-81 which provides interim certification requirements of Tubular LED lamps (TLED) specified as Type A which are intended to replace fluorescent lamps and operate from the ballast that would be provided for the fluorescent lamp, without modifying the original lamp circuitry. These requirements will apply until they are incorporated into a future edition of CSA C22.2 No See TIL No. B-81 as Attachment 1 of this Informs. Background CSA Standard C22.2 No has a requirement specific to Canada that a TLED Type A device is not allowed unless the ballast or driver in combination with the LED lamp is approved for the application. Rationale Leading industry groups have expressed the need for specific testing and certification requirements for TLED Type A lamps which are directly interchangeable with fluorescent lamps without modifying the lamp circuitry of a luminaire installed in the field. Presently, there are no certification requirements for these products in Canada, as the standard does not specify how to evaluate and test TLED Type A lamps with the luminaire. Evaluation of the TLED Type A lamp by using a reference ballast as specified in NEMA ANSI C82.3:2002 provides the basis for acceptance of a TLED Type A lamp in this TIL. Page 2 of 6

3 Requirements 1 Scope 1.1 This Technical Information Letter (or TIL) shall be used in conjunction with CSA Standard C22.2 No , and contains construction, marking and test requirements for Type A Tubular Light-Emitting Diode (TLED) devices that have the general appearance, length and base types of a conventional fluorescent lamp, and are intended to directly replace a fluorescent lamp that complies with ANSI NEMA ANSLG C78.81 and NEMA C without additional modifications to the lamp, lampholder and ballast circuits. 1.2 The physical dimensions and base configurations of the Type A TLED lamps shall be in accordance with NEMA ANSI ANSLG C78.81 or NEMA ANSI C Clause SA1 of CSA C22.2 No applies, except as amended by this TIL. 2 Reference publications This Standard refers to the following publications, and where such reference is made, it shall be to the edition listed below, including all amendments published thereto. In addition to the reference publications listed in CSA C22.2 No , the following are applicable: CSA C22.2 No Self-Ballasted Lamps and Lamp Adapters ANSI/ANSLG C Electric Lamps - Double-Capped Fluorescent Lamps - Dimensional and Electrical Characteristics NEMA ANSI/IEC C78.901:2005 Electric Lamps - Single Base Fluorescent Lamps - Dimensional and Electrical Characteristics NEMA ANSI C82.3:2002 Reference Ballasts for Fluorescent Lamps 3 Definitions The definitions listed in CSA C22.2 No apply with the following addition: Reference Ballast for Fluorescent Lamps A special inductive-type ballast for fluorescent lamps which meets the essential design features and operating characteristics as given in NEMA ANSI C General Requirements The requirements of Clause 4 of CSA C22.2 No apply. 5 Construction 5.1 A TLED Type A lamp shall comply with the mechanical construction requirements of Clause SA5 of CSA C22.2 No Page 3 of 6

4 5.2 A TLED Type A lamp shall comply with the electrical construction requirements of Clause SA6 of CSA C22.2 No , except as amended by this TIL. 5.3 For the purposes of this TIL, Clause SA6.13.1a) of CSA C22.2 No is amended by the deletion of, In Canada, a Type A device is not allowed unless the ballast or driver in combination with the LED lamp is approved for the application. 5.4 A TLED Type A lamp shall comply with the test requirements of Clause 7 of this TIL. 6 Marking 6.1 In addition to the requirements of Clause SA10.2 of CSA C22.2 No , a TLED Type A lamp shall comply with the marking requirements of Clauses 6.2 to 6.3 of this TIL. 6.2 A TLED Type A lamp shall be marked with the identification of the lamp types and wattages it is intended to replace, as follows, verbatim in format S28-L1: a. DIRECT REPLACEMENT FOR LAMPS, ONLY, REMPLACEMENT POUR DES LAMPES DE TYPE, SEULEMENT, or b. DIRECT REPLACEMENT FOR THE FOLLOWING LAMPS ONLY, REMPLACEMENT POUR DES LAMPES DE TYPE SUIVANT SEULEMENT. Where the shall be replaced with the lamp type abbreviated as per NEMA ANSI C78.81 or NEMA ANSI C as applicable. Note: A 30W/36T8/PH-B is an example of an abbreviated lamp type, with reference to a 30-watt, 36-inch T8, preheat-start, bactericidal lamp type. 6.3 The following markings shall appear on the product and in the instruction manual, verbatim in format S28-L1 and S28-L2: a. The following caution in English and French: CAUTION - RISK OF FIRE. DO NOT INSTALL THIS LAMP IN A PRE-HEAT LUMINAIRE, and ATTENTION - RISQUE DE FEU. N'INSTALLEZ PAS CETTE LAMPE DANS UN APPAREIL D'ÉCLAIRAGE de PRÉCHAUFFAGE, or CAUTION - RISK OF FIRE. DO NOT INSTALL THIS LAMP IN LUMINAIRE EQUIPED WITH STARTER, and ATTENTION - RISQUE DE FEU. N'INSTALLEZ PAS CETTE LAMPE DANS UN APPAREIL D'ÉCLAIRAGE ÉQUIPÉ DE DÉMARREUR Note: A TLED Type A lamp shall not be used to replace a pre-heat type lamp, as the removal of the starter would be considered additional modification of the fluorescent lamp circuit and therfore not applicable to the Type A lamp definition. b. If a TLED Type A lamp is intended to operate with only an electronic ballast, the following statement, or equivalent: THIS LAMP ONLY OPERATES ON ELECTRONIC BALLAST. IF LAMP DOES NOT LIGHT WHEN THE LUMINAIRE IS ENERGIZED, REMOVE LAMP FROM LUMINAIRE AND CONTACT LAMP MANUFACTURER OR QUALIFIED ELECTRICIAN., and, CETTE LAMPE Page 4 of 6

The following caution in English and French: CAUTION - IF THE LAMP OR LUMINAIRE EXIBITS UNDESIRABLE OPERATION (BUZZING, FLICKERING, ETC), IMMEDIATELY TURN OFF POWER, REMOVE LAMP FROM LUMINAIRE AND CONTACT MANUFACTURER., and ATTENTION - SI LA LAMPE OU LE LUMINAIRE MONTRE DES SIGNES D'OPERATION INDESIRABLE (BRUIT, VIBRATION, CLIGNOTEMENT, ETC.), ALORS COUPER IMMÉDIATEMENT LE COURANT ET ENLÈVER LA LAMPE DE L'APPAREIL D'ÉCLAIRAGE ENTRER EN CONTACT AVEC LE FABRICANT. 7 Tests 7.1 The requirements of Clause 8.1 of CSA C22.2 No apply. 7.2 A TLED Type A device shall comply with the following tests in CSA C22.2 No : 1) Drop Impact Test of Clause SA8.8 2) Mould Stress Relief Conditioning of Clause SA 8.9 3) Humidity Conditioning of Clause SA 8.13, for a device intended for damp or wet locations 4) Water Spray Test of Clause 8.14, for a device intended for wet locations; and 5) Cold Impact Test of Clause 8.15, for a device intended for wet locations. 7.3 A TLED Type A lamp shall comply with the following tests of CSA C22.2 No using reference ballast as specified by NEMA ANSI C82.3. The voltage, current and power of the ballast shall be in accordance with NEMA ANSI/ANSLG C78.81 and NEMA ANSI C for the corresponding fluorescent lamp type. 1) Input Measurements of Clause SA8.2 2) Leakage Current of Clause 8.4 3) Temperature Test of Clause SA8.5 4) Dielectric Voltage-Withstand Test of Clause SA 8.6 5) Lamp Fault Conditions of Clause SA8.16 6) Risk of Electric Shock - Relamping of Clause SA ) Isolation of Lamp Pins of Clause SA8.20 8) Misapplication of Lamp Supply Connections of Clause SA8.21; and 9) LED Lamp and Driver Abnormal Condition Tests of Clause SA A TLED Type A lamp intended for use with only an electronic or magnetic ballast type shall be evaluated per Clause 7.3 with both a 25kHz and 60Hz reference ballast, unless the following occurs when the lamp is connected to the non-intended reference ballast tuned to the corresponding fluorescent lamp type: a) There is no illumination of its light source, arrays, or modules; b) The input current and power does not exceed 10% of the corresponding ratings of the fluorescent lamp intended to be replaced; and c) The TLED Type A lamp does not induce a DC component to the reference ballast or a cathode transformer exceeding 1% of the V rms value of the waveform during input measurements. 7.5 In addition to the compliance criteria in the tests specified in Clause 7.3, the following shall apply: Page 5 of 6

6 1) Input Measurements (Clause SA 8.2): a) The current, power or cathode current of a TLED Type A lamp shall be limited to the corresponding ratings of the fluorescent lamp intended to be replaced as specified in ANSI/ANSLG C78.81; and b) A TLED Type A lamp shall not induce a DC component to the reference ballast or a cathode transformer exceeding 1% of the V rms value of the waveform during input measurements. Note: If more severe test results can occur with a lower reference ballast input voltage, the test shall be performed with the voltage that produces the most severe results. 2) Dielectric Voltage Withstand Test (Clause SA 8.6) Same as in Clause SA8.6, except the value of V used in the test potential shall be equal to the open circuit voltage specified on the corresponding ballast. 3) Misapplication of Lamp Supply Connections (Clause SA8.21) Same as in Clause SA8.21, except a TLED Type A lamp does not require testing with 120, 277, or 347V ac at either lampholder. 4) LED Lamp and Driver Abnormal Condition Tests (Clause SA8.22): a) Same as stated above for Input Measurements 1) a), except the input limitations do not apply within the initial 5 seconds of the test; and b) Same as stated above for Input Measurements 1) b), except the waveform limitation does not apply within the initial 5 seconds of the test. Note: If more severe test results can occur with a lower reference ballast input voltage, the test shall be performed with the voltage that produces the most severe results. Page 6 of 6
