1 Minutes of the Prebid meeting Technical Clarifications Regarding DG set Tender Pre-bid meeting was held on in connection with Design,Manufacture, Supply, Installation, Testing & Commissioning of Silent type DG set 500 KVA capacity alongwith AMF panel & Accessories etc. Members present : I) Prof. Manoj Pandey : Direcr, BMHRC II) Shri Atul Jain : Dy. With reference the above subject the agencywise technical clarification/deviation were discussed and the clarification from BMHRC are detailed as under: A: M/s Sudhir Gen set Ltd :- S.N. Clause No. Tender Requirement Tender Clarification Needs Reply from BMHRC 1 5(4) Providing Comprehensive warantee for three years and thereafter non comprehensive warantee of two years 2 5(5) Full load testing shall be conducted at the suppliers risk & delivery of equipment will be done only after satifacry testing clearance and approved by owner. 3 Annexure 'A' Diesel Engine : 1. No. of Cylinders : 12 Cylinders 4 Annexure 'A' DieselEngine: 1. Capacity : RPM under NTP conditions 5 Annexure 'A' Diesel Engine: 3. Fuel consumption : At 75% of rated load, fuel consumption is 78 Ltrs/hour. The same shall be seperate contract be entred directly with cummins. Request you please let us know the duration of facry testing. No. of Cylinders : 6 in line as per Cummins std design. BHP shall be 587 prime. Fuel 75% load shall be ltrs/hour lerance of + 5% shall apply. The tenderer have quote the price inclusive of warantee for three years and non comprehensive warantee for two years. L1 will be calculated based on the price inclusive of above. 24 hours full load testing will be done at the manufacturer's premises with 10% overloading for one hour in any 12 hours in presence of BMHRCs authorised representatives. 1. no. of cylinders : minimum 6 Capacity : 575 BHP and 1500 RPM under NTP conditions Fuel Consumption : At 75% of rated load the bench mark- fuel consumption is 78.0 ltrs/hr. ± 5%. The fuel consumption indicated by the supplier shell be guaranteed for first 600 hrs of operation / first one year whichever is earlier. Suppliers offering equipments with higher

2 fuel consumption shall be disqualified. 6 Annexure - 'A' 5.Alternar self regulated band of voltage regulation % of rated voltage. 7 Annexure - 'A' 8.Fuel Tank. Inbuilt fuel tank capacity :850 Ltrs (min) 8 Annexure 'A' 9.Battery. The battery pack shall be minimum 24 V, 180 AH lower capacity battery pack will not be accepted. 9 Annexure 'A' 14. The supplied DG set should be CPCB compliant & certified by both FCRI and ARAI. B: M/s G.D. Anklesaria & Co. : Voltage Regulation shall be + 1% Inbuilt capacity of fuel tank shall be 700 ltrs. We shall offer you 990 ltrs daily service tank mounted outside the enclosure. Battery shall be of cummins pulse lite make 2x12 V, 100 AH as per cummins recommendations. DG sets approved by ARAI. 5 Altenar : Alternar confirming BS:5000/IS:4722 with standard design with IP 23 protection, suitably rated at 400KW/ 500KVA at 0.8pf, 415 volts, 3 phase, 4 wires, 50Hz, 1500 RPM, self excited (brushless excitation) and self ragulated, band of voltage ragulation ± 1% of rated voltage (from no load full load) and class "H" insulation. Alternar should be mounted on a common single base frame and coupled directly the engine. 8. Fuel Tank : In built fuel tank with capacity: 700 ltrs & above. Daily service tank of 990 Ltrs mounted outside the enclosure is acceptable and indicated in the DG room layout also. The supplied DG set should be CPCB compliant and certified by either FCRI or ARAI. The equipment parameters and porformance guarantee should be certified by the Competant Testing Authority. S.N. A per recent norms of CPCB II w.e.f , Engine BHP has been changed, Hence engine will be as per Manufturer's Standard 604 BHP. It should be 600x600x3mm as per IE Rule. Manufacturer will provide undetaking as per their standard draft attached. Capacity : 575 BHP and 1500 RPM under NTP conditions. A) Supply, fixing and laying of 600 mm x 600mm x 3mm copper plate as per IS-3043 The type test approval certificate The supplied DG set from Authorised Agencies of CPCB should be CPCB compliant shall be provided. Any specific and certified by either permission for the offered DG set is FCRI or ARAI. We are M/s Greaves Cotn Ltd's Authorised Agent/Vendro and shall furnish their Authorisation letter for above tender. Tenders on behalf of companies by authorised agents will be accepted.

Shed Since the DG is in acoustic Enclosure and hence no need of shed. Please confirm and delete this shed. BMHRC is exempted from cusm duty under notification no. 148/94 cusm dated as amended by notification 173/94 cusm dated However the tenderer must indicate seperately the cusm duty (percentage & amount) if applicable BMHRC shall provide the cusm duty exemption certificate (CDEC) with purchase order.however as mentioned by IGMA, Govt of India notification no. 10/97 Central excise & 51/96 of cusms is not applicable for Scientific & Industrial Research Organisation who is engaged in activities falling within the definition of Hospital.

The agency was supposed visit the site and based on DG set room layout including the location of AMF panel the calculation of the same were be done at the agency's end. The scope is very clear about design, manufacture, supply, installation, testing and commissioning of 500 KVA DG set which is a turnkey work as per the price bid at Annexure 'D' in tender document.the distance between DG set & AMF panel is less than 10 mtrs. 8 Length of exhaust piping Already clarrified corrigendum, Sr. No 3, clause 5.1 (1). It would be different from Manufacturer Manufacturer. Capacity : 645 BHP Deviation Please note that BHP would be different from manufacture manufacturer for example BHP in Cummins Make would be 587 BHP, in Kirloskar Make Engine it would be 608 BHP. The fuel consumption indicated by the supplier shall be guaranteed for first 600 hours of operation/first one year whichever is earlier. Query regard. Please confirm whetjher the bidders has make power house (The DG set room) also under Civil Work. However we have noted the Civil work foundation of the DG set shall be in scope of bidders. Please confirm. Query Please mention approx Annual Running hours enable bidders quote for spares. Bidders shall be providing you the type approval certificate for 75 dba issued by the respective Govt. Nadal Agency nominated by CPCB. As the 75dBA at distance of 1 mtr under free field condition may not possible comply at site or works, due non availability of free field conditions. The free field conditions are arranged and available in the nodal agency laborary nominated by CPCB. It may or it may not be possible that a site or at works 75dBA level could be comply. Query As you say "Desirable maximum ambient temperature without derating : Base level 48 deg C but not less than 45 deg C" please note that if DG set shall be design for 45'C (without deration) than there would be price implication of 1 Lacs. As you are aware about that this tender is for DG set that so we hereby inform you that "Shed Drawing" will not provided by Bidders as they have not good experience in these type of work and such type of drawing provided by a architecture. Hence foundation drawings shall be submitted by Bidders. Kindly issue a suitable amendments in this regard. Certificate for Noise Level outside the enclosure: 75 db A at distance of 1 meter under free field condition and adhere the guide lines of MOEF (Ministry of Environment and Forest) and CPCB (Central Pollution and Control Board) norms.
