1 M/s,, Dear Sir, Dated: 6 th August 2015 TENDER FOR SUPPLY, INSTALLATION, TESTING & COMMISSIONING OF 125 KVA DIESEL GENERATING SET FOR LAXMI ROAD, PUNE PREMISES. Sealed quotations are invited for supply, installation, testing and commissioning of DG Sets of ratings as given above and as per project information and technical specifications enclosed. The last date for receipt of technical bid is by 2.00 p.m. and the technical bid shall be opened on same day at 3.30 p.m. in the presence of bidders or their authorized representatives. Envelope containing TECHNICAL BID should be superscribed with subject, our reference No. and date of opening. Sealed quotations should be delivered at Bank of India, Corporate Services Department, Zonal Office, 1162/3 Ganeshkhind Road, Shivajinagar, Pune The offer shall be unconditional and submitted in the enclosed format only. However, in case the tenderer wishes to include any condition /stipulation/ clarification in the tender document, she/he should submit the same in writing on or before the , 1200 hrs in the Bank of India, Corporate Services Department, Zonal Office, 1162/3 Ganeshkhind Road, Shivajinagar, Pune and the tender will be opened on same day at hrs. The offer shall include all technical details in original enclosed format of the DG Set quoted and any other information that will be of use to us shall be separately indicated. The final amount (Rate quoted) shall include excise, service tax, sales tax, all duties, LBT, transport, transit, insurance, loading, unloading, testing charges and other taxes of the offer shall be worked out and to be quoted. The offer shall also include all interconnecting cables and accessories from mains supply to DG Set, DG Set to batteries, AMF panel remote indication units, and between the vendors equipment. Please note that TDS and other taxes as applicable will be deducted from, your bills. The Bank reserves its right to accept / reject in part or full any or all quotations, without assigning any reason thereof. The Bank reserves its rights to place or cancel the orders for DG Sets during the tender validity without assigning any reason thereof. 1

2 Terms & Conditions i) The consignment shall be door delivered at the DG Set Room of the Bank s branch/office; ii) iii) Delivery period shall be one week from the date of the supply order & the system shall be commissioned within 3 days thereafter; All vendors are advised to visit the site of Installation before quoting rates. PAYMENT TERMS: i) Our payment terms shall be 95% on completion of the work and on verification of the unit at the site by Bank. The test certificates in original must be enclosed with the invoices. 5% balance of the cost will be released after the defect liability period of one year from the date of commissioning of the system or 15 months from the date of delivery, whichever is earlier or against a suitable Bank Guarantee (at the discretion of the Bank) for an equal amount involved, from any Nationalized Bank other than Bank of India and valid for the Defects liability period. Warranty shall be applicable to entire set including acoustic enclosure supplied by the vender. Penalty: - A 0.5% per week subject to a maximum of 5% of the work order value shall be levied for delay in supply and completion of the work attributable to DG Set supplier. The penalty clause for delay in DG Set delivery shall be applicable after 25 days from the date of supply order. Maintenance during defect liability period: The DG Set shall be maintained during defect liability period of one year. All failed part or parts exhibiting unusual wear and tear during guarantee period shall be replaced without any cost to the owner and such replacement shall be factory approved, new, equal or better than original. All labour, tools, materials, transportation etc. required in performance of guarantee works shall be at the contactor s expense the rate also includes all consumables except fuel oil. Routine preventive maintenance shall be carried out and DG Set history card giving full details of equipment and frequency of checks and overhaul to be submitted to the Bank. Vendors also required to give monthly status report. TESTING: - The DG Set shall be tested individually by the vendor at their site. In case vendor do not have the in-house testing facilities / expertise, then the same shall be carried out by any authorised agency at vendor s site or at the supply point. In either case satisfactory test report shall be submitted along with the bill. The quoted price of the DG Set shall be inclusive of testing charges. No payments shall be released unless the satisfactorily test certificate are produced. All the tests given in the specifications shall be carried out and brought out in the test certificates. The bank reserves its right to witness all of the testing arranged at vendors work place or at site after installation at the cost of the DG Sets vendor who will be required to arrange for all requisite variacs, meters, load or any other equipment s required for onsite testing etc. and test shall be carried out by vendor or other institutions mentioned above in the 2

3 presence of the Electrical Engineer or as directed by the Bank and test certificates obtained as aforesaid; One set of pamphlets and operations and instructions manual shall be submitted to the branch and our office. Duly laminated instruction for smooth running of the DG Set in the form of DO s and DONT s shall be attached to the front of the Control Panel; else a suitable amount shall be deducted from the vendor s bill as per the decision of the bank. The agency shall train the authorized person of the bank in the operations and Minor trouble shooting of the DG Set. Service calls should be attended within 12 hours. Also details shall be entered in the Bank s log book at the Branch by the service personal then and there. If the rectification is not done within a considerable time the same shall be reported to our office concerned with due reasons immediately. Quantities contained in the schedule are only indicative and approximate. The work as actually done will be measured up and paid as per terms and conditions of the contract. Each page of the tender documents should be signed by an authorised person in token of having acquainted with the General conditions of contract, specifications, as laid down. The bank reserves its right to place the order on any of the bidder, if the lowest bidder do not have established service centre in Pune. Vendors have to submit list of own service centre in Maharashtra state with clear postal address, contact person, phone/fax nos. etc. along with the offer. All disputes are subject to Pune Jurisdictions only. Guarantee/defect liability period:-. The DG Set should be guaranteed for one year from the date of commissioning or fifteen months from the date of supply whichever is earlier. 4 OTHER TERMS &CONDITIONS: The bidder shall not involve himself or any of his representatives in price manipulation of any kind directly or indirectly by communicating with other bidders. The bidders shall not divulge either his bids or any other exclusive details of BOI to any other party. BOI s decision on award of contract shall be final and binding on all the bidders.boi can decide to extend, reschedule or cancel any auction. Any changes made by BOI after the first posting will have to be accepted if the bidder continues to access the site after that time. BOI shall not have any liability to bidders for any interruption or delay in access to the site irrespective of the cause.boi is not responsible for any damages, including damages that result from,but are not limited to negligence.boi will not be held responsible for consequential damages, including but not limited to systems problems, inability to use the system, loss of electronic information etc. The above terms and conditions are acceptable to us. 7 PROJECT INFORMATION SCOPE OF WORKS: Design, manufacture, supply, erection, testing and commissioning of Diesel Engine Driven Generating set in conformity with specifications, conditions of contract and local regulations. The scope shall cover: a. 125KVA D.G. Set Kirloskar/ Cummins/ Greaves /Ashok Leyland/ Mahindra make complete in all respects. b. Cooling arrangement Water/Air cooled c. Exhaust piping with heavy duty Residential silencer, insulation of exhaust piping, etc. Height of piping as per pollution control regulation/ decarbonisation unit. d. Maintenance free, dry type, Lead acid batteries with battery charger static control with Auto Boost/ trickle. e. Self starting. f. Fuel tank, fuel oil piping, etc. g. All power and control wiring between DG set, control panel, batteries, safety controls, pumps, etc. h. Earthling of DG sets. i. First fill of fuel oil piping, etc. j. Fuel & oil, for testing, trial run till commissioning. k. Obtaining, all licenses, approvals of pollution board, fire brigade, electricity board, electrical inspectorate, etc. where ever applicable. l. Cables from DG Set to AMF panel, AMF control panel to L.T. panel. m. Acoustic weather proof container, lighting and ventilation. n. Foundation for DG Set. 7

8 EXCLUDED ITEMS OF WORK: The following items of work are excluded from the scope of this contract: a. Any construction work of DG Set room. SHOP DRAWINGS: The supplier shall prepare and submit to the Bank for his approval, detailed shop drawings depicting the general arrangement of DG Sets, its accessories, fuel tank, fuel oil piping, pumps, control panel, exhaust piping, chimney / Scrubber unit, Acoustic container, etc. Within 7 days of award of work. The supplier shall also furnish the detailed foundations drawing for DG Sets. LOCAL REGULATIONS, BYE-LAWS, IER, ETC.: The diesel generator installation is generally governed by the following regulations: a) Indian Electricity Rules 1910 b) Local Regulations c) Pollution control rules (State /Union Govt. Rules) d) Electricity board (State / Union Govt. Rules) The supplier shall be responsible for preparation of all applications, submission of applications, follow-up, inspection and obtaining & delivering to the Bank of India, NOC from various authorities concerned. The payment of demand notices of the various statutory bodies shall be made by the Bank of India. The original payment receipt shall be logged with Bank of India. Bank of India, will only affix signatures and furnish fees to be paid for local authorities inspection, etc. It must be clearly understood that the installation will not be taken over by Bank of India even after commissioning unless all NO OBJECTION CERTIFICATE or APPROVAL CERTIFICATES from concerned authorities are furnished. OPERATION & MAINTENANCE MANUALS SPARE PARTS, TOOLS, ETC.: The tenderer shall furnish a list of spare parts recommended for one year maintenance after successful completion of the guarantee period. The supplier shall furnish operation and maintenance manuals in triplicate after installation of the DG Set with As-built Drawings. 8

9 OPERATION OF THE SET AFTER INSTALLATION: The supplier shall arrange to depute a Senior Operator to the site of works to operate the DG Set for a minimum period of one week after successful installation & approval of the installation by the local authorities. The operator shall impart training to the Branch s operator s /Technicians in proper operation & up-keep of the DG Set. AFTER SALES SERVICE: The tenderer shall furnish the details regarding their after sales services set up. The Service facility shall be preferable within 12 hours emergency call-back type. The tenderer shall submit their offers for all-in-service maintenance for 4 years starting from the expiry of the guarantee period. COMPLETION DRAWINGS: On successful completion of the installation and before issuance of certificate of virtual completion, the supplier shall prepare and submit to the Bank As built completion drawings of the entire installation. The completion drawings shall include:- a. Layout of DG Set & accessories. b. Exhaust piping arrangement / Decarbonisation unit. c. Fuel oil tank & piping. d. Electrical schematic, control schematic, cable layout, panel GA drawings, etc. e. Acoustic container. 9

The diesel engine shall be robust heavy duty construction air-cooled & multi cylinder. It shall deliver the required bhp at the shaft of the coupled alternator to deliver the rated output of required 125 KVA. The speed Governor shall be auto controlled, adjusting automatically to the desired load conditions. The Engine shall be fitted with all standard accessories as detailed above. It shall be possible to start the engine from the AMF Panel & locally. The operation of the DG set shall be on Automatically on Mains Failure with a preset time. The Engine will be shut down automatically on resumption of mains power with a preset time delay through AMF Panel. The DG set shall be mounted on a resilient foundation with anti-vibration pads. 12 h) Terminals Suitable box on stator-frame for receiving required size of cable. i) enclosure Degree of protection-ip 23 The alternator shall be of brush less type design self excited of robust construction. The alternator shall be suitable for continuo s rating with ambient temperatures of 45 degrees centigrade. The voltage control shall be through automatic voltage regulator unit (AVR). The AVR unit shall de-excite the alternator in case of short circuit. It shall withstand 10% overload for every 12 hour duration on operation. The bidder shall furnish the duration calculation for alternator and engine for 45 degree centigrade. The regulation from no-load to full load shall not exceed 2.0 %. The alternator shall confirm to BS: 2613 and IS: 4722 and of drip proof construction. C) AUTOMATIC MAINS FALITURE PANEL: AMF control panel for auto starting of the DG set shall be fabricated from the MS sheet steel 14 gauge and shall be of compartmental design. The main supporting framework shall be of angle iron or of heavier gauge sheet metal. The panel shall be self-supporting design, dust and vermin proof, dead front and fully interlocked with isolating switches. The panel mounted switches shall have defeat interlocks for testing and inspection. The panel shall be designed so as to facilitate inspection, cleaning and repairs. The clearance between phase to phase and phase to earth or metal parts shall be as per relevant IS standards. The metering instruments like volt meter, ammeter, etc. shall be flush mounted and shall be of 1.0 class accuracy and of standard design size shall be 96 mm x 96. All indication lamps shall be of neon type / digital. The panel shall have separate cable ally and a bus bar chamber. The bus bars shall be rigid hard drawn tinned electrolytic copper. The current density shall not exceed 1.3 amp per sq.mm and the neutral bus shall be rated for capacity of phase bus unless otherwise stated in schedule of quantities / drawings. The bus bars shall be sleeved taped for insulation. The panel shall be treated for rust protection comprising of de-greasing and de-scaling in sulphuric acid, baked and powder coated for smooth finish. The colour of paint shall be battle ship grey or as approved by the Bank. The Panel shall be tested at site before commissioning. The Panel drawings shall be got first approved from Bank Engineer before taking up for fabrication. All wiring inside the panel shall be done with switch board copper conductors / cables solid copper links. The insulators for supporting the Bus-Bars shall be epoxy based cast resin. All the hinge doors shall be earthed with flexible braided copper earth. An earth bus of copper shall be fixed along the breadth of the panel at the lower section. Adequate ventilation for the panel shall be provided. Logic diagram of operation of switches shall 12

13 be painted on the panel. The name plates for each feeder shall be of engraved design and pasted to the respective switch gear. The letters shall not be less than 5 mm size for individual feeders and not less than 10 mm for the main feeders. 14 The operation of the AMF panel shall be as follows: In the event of mains failure or failure of any one phase of incoming mains voltage / frequency beyond the specified limits, signal will be given to start the generator set after a preset time. On firing of DG Set and built up of voltage which if within the specified limits of voltage & frequency, the output breaker / contractor shall be energized and power connected. Thus the AMF panel shall continuously monitor the quality of the incoming power and outgoing power of DG Set. Once the Mains power resumes/ stabilized within the set limits, the AMF panel shall trip the DG Set after disconnection of the DG output with the present time. The AMF panel shall have facility to operate the set under test, Auto, Manual mode. ACOUSTIC CONTAINER FOR D.G.SETS The container shall be weather proof housing the D.G. Set, fuel tank & AMF Panel. Fresh air will enter from the alternator end. Blowers of adequate capacity will be provided, if necessary to provide sufficient air for cooling & ensure operating temperature is within prescribed limits specified by engine manufactures. Hinged / Sliding door will be provided on either side. Sufficient maintenance access shall be provided in the design of the acoustic enclosure. The construction would be bolted type facilitating dismantling of all side panels top, at time of overhaul. Two coats of red oxide followed by two coats of enamelled paint will be applied. The main frame of the enclosure will be made heavy gauge steel sections. The outer covers and doors will be fabricated out of sheet steel. Acoustic insulation shall be of glass / mineral wool lining/pu Foam on the inside of the container. The Enclosure shall have its own lighting system. The sound level shall be as per CPCB norms. a) Factory tests: TESTING: 1.DIESEL GENERATOR SET: The factory tests shall incorporate the following & the test results shall be submitted. If the client desires to witness the test, then the same shall be carried out in their presence. The rates quoted shall be inclusive of all such testing. 14

15 i) Routine tests ii) High Voltage tests iii) Insulation resistance test iv) Load test These tests shall be conducted as per the requirements of BS: 2613 or IS: 4722 and the original test certificates shall be furnished. The vendor shall produce the test reports for the following tests: i) Short circuit current test ii) Instantaneous short-circuit withstand test. b) Site tests: After the erection and wiring and Earthing of D.G. Set, the following tests shall be conducted: i) Insulation resistance of the generator ii) Speed, no load voltage and full load voltage regulation iii) Frequency at no load, half load and full load. The reading shall be observed with calibrated meters. Only one meter shall be used for the test. The readings shall be properly tabulated submitted in triplicate. C) Testing of controls: All the safety controls and protective devices of the D.G. Set shall be tested for correct calibration and operation. The results of the tests shall be tabulated and submitted in triplicate.
