4 FOREWORD This instruction manual gives instructions and recommendations to let a good and safe use of the unit. Any deviation from safety prescription and operating procedures can cause heavy lesions, even death. Further to that, all standard and regulation, national and International with reference to this matter and safety, have to be strictly observed. Any use and operation on the unit has to be allowed to skilled and competent personnel only. Read carefully this instruction manual before start up and use. Instruction manual Use and Preservation Users This manual has to be assigned to all personnel installing, using, maintaining, moving the unit. Preservation This instruction manual is part of the unit. It has to be preserved and kept in a safe place close to the unit or inside the unit itself. In case of loss and damage request a copy to the manufacturer. Revision Any further revision of this instruction manual do not oblige the manufacturer to inform the user or replace previous editions. 5 1 GENERAL INFORMATION 1.1 Intended use AT Series substations realised in mono-block self-supporting containers, are particularly suitable for the use in the building sites of civil engineering big works. Totally self-contained and heavy-duty in their mechanical structure, they are suitable for open-air mobile and semi-fixed installations and are able to work in difficult environmental conditions. Due to characteristics of strength and reliability, they can be also installed inside galleries. Electrical substations can take different plant configurations that, in general, are the result of the assembly of transformers and high and low-voltage components such as empty and loaded isolators, automatic switches, power starters, protections, control and energy distribution equipments. 1.2 Warranty The product is guaranteed for 12 months from the date of delivery Notwithstanding the fact that the quality and performance of WE WALTER products are outlined in the supply documents, the products are guaranteed as much as concerns the repair or replacement of parts that, entirely at the manufacturer s discretion, are deemed to suffer from original defects or shortcomings. The guarantee also covers the labour needed for any repairs, while any costs incurred for the transport of goods and the travelling, board and lodging of the manufacturer s personnel will be charged to the customer. Any materials that are replaced remain the property of WE WALTER or, if they are not returned, the manufacturer reserves the right to charge the customer for them. The guarantee does not cover any damage incurred in transport or during the improper storage of the products before their use and/or installation. The guarantee does not apply to faults, failures and/or inefficiencies deriving from the following causes: - not correct installation and/or poor maintenance; - voluntary and involuntary manhandling; - unauthorized modifications or repairs; - negligence and/or improper use, or uses unsuited to the place of installation; - not respect of the procedures and instructions here detailed; - use for any purposes other than, or beyond the scope of those for which the product was designed and manufactured. In addition, the guarantee does not cover parts liable to wear and tear during the normal use of the product. The equipment that is made by third parties, or is the property of the customer, and that is delivered to us for processing, is incorporated in our product subject to the terms of warranty established by the corresponding manufacturers. 7 2 PRODUCT CHARACTERISTICS 2.1 Description AT Series substations realised in mono-block self-supporting containers, are particularly suitable for the use in the building sites of civil engineering big works. Totally self-contained and heavy-duty in their mechanical structure, they are suitable for open-air mobile and semi-fixed installations and are able to work in difficult environmental conditions. 9 2.3 Mechanical data The cabinet is totally enclosed type, water proof for outdoor installation. Base frame and roof are particularly reinforced along angles and the most stressed areas. Roof is provided with cubes for an easy handling. Walls are manufactured by 2.5 mm thick steel plate corrugated The transformer is installed into the transformer-cubicle which is accessible crossing an air grating door. All the doors are mounted by inox steel hinges. Bolt, screws and mechanical devices are anti-corrosion treated. ( External view ) AT SERIES instruction manual rev.5 9 / 28

11 3 SAFETY AND PREVENTION 3.1 General prescriptions All works have to be performed by expert technicians only. All prescriptions and warnings for safety purposes have to be strictly respected. Unit can run only when safety devices are active. Any modification that can compromise safety is strictly forbidden. WE WALTER decline responsibility for every modification done by the user without its written authorization. Stop immediately the unit in case of anomalous event. Read carefully the instruction manual before any operation. Before any operation on electric components open the MV switchgear and close the MV earth switch disconnector. In case of maintenance and reparation switch-off the whole unit. Any defect on electrical connections and cables have to be immediately removed. Works on electric components have to be performed by qualified and expert technicians. Maintenance has to be regularly performed, following instructions given in this manual. 3.2 Safety prescriptions Electrical substations can make risk for operators. 15 5 INSTALLATION The integrity of the equipment and the possible packages, is checked until the loading on the means of transport has been completed when it is shipped from the WE-WALTER S.r.l. factory. To preserve the substation state before installation, the user must respect the precautions contained in this chapter. The quantity and the state of the equipment and possible accessories must be checked, if clear damages are present In case of damages, besides accepting with reservations the material delivered, you are recommended to contact us for an identification of the effective state and the possible equipment restoration 5.1 Storage Storage must be carried out in conditions suitable for electrical equipment; the normal environment limits are the following: - Min. temperature : - 10 C - Max. temperature + 50 C - Umidity 90 % not condensing Possibly the storing must occur in dry environments, with no corrosive pollutants and dusts, appropriately aerated and possibly heated or, however, not subject to excessive thermal excursions and condensate. If these requirements are not satisfied, the user must take alternative measures by making covers, impermeable barriers and anything is necessary to safeguard the equipment. If the substations are not immediately put in operation or if they must be carried to another destination, we recommend to disconnect batteries or any continuity groups, both for safety reasons and to avoid the discharge. In the case of batteries, disconnect the connection conductors of external poles (+) and (-) while in the case of continuity groups, set the switch on zero (OFF). The storing responsibility, unless differently agreed in a written form, is upon the user 5.2 Handling Handling before the start-up operation must be carried out by using the driving systems provided for normal operations and defined during the project phase. If necessary, to perform lifting operations on board a truck, an adequate harness or beam should be provided using the point provided for the purpose. Before performing these operations consult the supplied technical documentation to identify both the lifting points and the information on size and weight. Before lifting the equipment verify the suitability of the means, also checking the capacity and the rope length, which must guarantee an angle of lifting which shall never exceed 60 ; this will protect the ropes and the structure from excessive stress. 17 5.3 Positioning The positioning must be performed on a base suitable for the whole weight of the substation and must be fitted with rests and/or fixings in accordance with the constructive drawings. The surface must be perfectly horizontal to guarantee the appropriate operation of the mechanical blocks and doors, both external and internal. The substation must be appropriately connected to the equipotential system, in the points appropriately provided and clearly identified. Minimum distance from ground 450 mm 5.4 Electrical connections These activities must be performed by skilled personnel only provided with at the least the minimum professional training requirements. In addition to the implementation of these earth connections, the installer must connect both all power cables and auxiliary ones, which come into and out of the substation. The cables must be connected in accordance with the system diagrams, checking that the contact surfaces are clean and have appropriate section The connections must be performed at the state of the art to avoid anomalous mechanical stress on the equipment terminals and not to alter the suitable electrical distances of the relevant insulation class. Restore the connections which may have been removed for the transport or for the long period stocking, respecting the numbering of the supplied diagrams. Also remove the possible stopping devices of mobile equipment used for transport 5.5 Checks before start up All AT Series substations are tested before delivery but, as a manufacturer, WE WALTER cannot take the responsibility of the efficiency and safety of the whole installation therefore, after the connection implementation and before starting operation, an accurate check must be performed to verify if the whole installation is suitable for use. Do not start up the unit if initial tests have not been performed. For what concerns the measures and the compulsory checks, remember the following: - Measure of the failure loop impedance - Measure of the continuity of the protection conductor - Measure of the total earth resistance - Check of the protection coordination and the selectivity levels for the failures both upstream and downstream the substation - Check of the suitability of the earth system and the relevant connections, including the mass and foreign mass equipotentiality (external to the substation) AT SERIES instruction manual rev.5 17 / 28

18 For what concerns checks, verify the following points: 1) Presence and readability of danger, obligation and instruction notices 2) Presence of all accident prevention protections: barriers and auxiliary fittings 3) Appropriate operation of all mechanical interblocks, of the return levers and the control rods. 4) Appropriate operation of safety systems and efficiency of the auxiliary supply, including the emergency lighting. 5) Operation of all doors for access to the substation and to the internal equipment, and the relevant near by areas which must be free from obstacles 6) The baffles and the air grids must be free from obstructions and possible occlusions which prevent the free air circulation 7) Appropriate tightening of all electrical connections 8) Check of the cleaning of insulating surfaces 9) Absence of loss and the correct level of possible insulation or operation fluids 10) Appropriate operation of fans and/or conditioning equipment (if any) 11) Intervention of differential switches and /or protection to earth 12) Measure of insulation resistance: M.V to earth, M.V. towards l.v and l.v to earth (the measured values must be higher than 200 MΩ by using a MEGGER with 5.00Vdc on the M.V. side and 500 Vdc on the l.v. side) 13) Appropriate setting of the adjusting transformers, especially if they are fitted with switchable voltage Transformer check: - Open door, enter the transformer section and check any damage due to transport. - Check low and medium voltage cables connection - Remove any residual and dust Umidity check - If the unit has been stored for a long time, heat for almost 24 hours the low and medium voltage cubicle to remove humidity. 19 5.6 Start up Only after completing the initial checks (refer to 5.5), the substation can start operation At the start-up, the person in charge of the system must check and coordinate the various phases to be performed in accordance with the following procedure: Earthground the unit through two connections Earthgrounf of the unit All mechanical components and equipment are connected to the earthground system. Unit has to be earthgrounded through two opposite sites. Connection to be performed with a copper conductor having section >= 50 mmq Earthgrounf of the electrical circuit. Connect the groundbar to the plant earthground system using a yellow-green cable having section no less than 95mmq Distribution system Neutral of transformer (star connection to the low voltage winding) has just been connected to the earthground bar. Neutral bar (N) and earthground bar (PE) have been installed inside the LV distribution panel. Systems can be different SISTEM TN-S AT SERIES instruction manual rev.5 19 / 28

20 SISTEM TN-S / TN-C - Start operation on the medium voltage side, up to the primary of the transformer (if any) observing the operation sequences indicated on the instruction plates placed on each panel - Check voltage devices, reading of tools and absence of vibrations and anomalous noisiness - Close the LV main switchgear - Close all the LV outgoing switchgears - Check the readings of tools of the low voltage section - Check that all measurements (thermal, electric etc.) are within the expected value fields. - With fire detecting system check UPS system has been connected to control panel and control panel is in ON position Power transformers temperature is usually under control; relevant alarm values, which depend on type of transformer, are clearly indicated on the transformer data sheet. When PLC is present, an appropriate instruction manual is supplied together with the main one. All these activities must be performed by skilled personnel only. 21 6 RUNNING General precautions have to be observed: - the access to the substation is not allowed to unauthorized people - operations must always be performed in accordance with instructions - do not perform unauthorized operations - do not remove or force safety blocks When a substation is accessed for normal service operations, it is a good rule to verify and soon signal the authorized operator on the possible anomalous situations, such as: - excessive environment temperature - abnormal noise level - water leaks and /or spots of insulation fluids leaks - excessive dust deposit and /or environmental pollution - operation of lighting equipment - anomalous values of mean measurements If during the normal operation electrical or thermal protections trip, before restoring check the relevant cause to exclude or remove the possible failures. Furthermore, in case of A.C.R. fuses, both medium voltage and low ones, we recommend to replace all the fuses failed even if only one is broken (refer to IEC ). WE WALTER S.r.l. decline responsibility for any damage due to tampering or improper use of safety devices or not correct operations performed by not skilled and/or unauthorized personnel. 22 7 MAINTENANCE 7.1 Ordinary maintenance Ordinary maintenance is defined as the combination of all actions aimed to keep the equipment in the original condition; instead, extraordinary maintenance is defined as all the restoring operations after an accidental event, or an overload after a long operation period. Maintenance operations take into consideration only the aspects relevant for safety excluding those one relevant for components, for which you may refer to the operation and maintenance manuals of each product Maintenance must be performed by skilled personnel only and using original spare parts. Maintenance manager must check that personnel in charge of maintenance have a specific and updated knowledge. Moreover, he must define the operational responsibilities and the procedures for power supply de-activation, the earthing of the system parts concerned and the subsequent operation. Switch Off ( Out of service) - Switch off all low voltage circuit breakers and all outgoing fused protected,supplying field. - Switch off Main low voltage circuit breaker. - Open Line Load break switches and Circuit breakers on Medium Voltage section (whenever swithboard is compose by many load break switches on Incoming and Ougoing side, all of them should be switched off) Earthing Operation If on Main Incoming Panel located on Main Distribution/Transformer Switchboard earthing operation (Supplying Side) is available, then: - Go to Main Distribution/Transformer switchboard which is normally supplying Series AT-ADR Switchboard. - Switch off Circuit Breaker/ load break switch which is supplying Series AT-ADR switchboard ( Incoming). - Close cable side earthing switch on board of Outgoing Panel ( Main Distribution / Trasformer switchgear ), feeding Series AT_ADR switchgear. - Come back to Series AT-ADR switchgear and close all earthing switches on Medium Voltage Section. (Whenever Swithboard is compose by many Earthing Switches on Incoming and Outgoing side, all of them should be closed to earth) AT SERIES instruction manual rev.5 22 / 28

23 making all energy-keeping devices inert - pre-charged springs - control fluid accumulation devices - electrical accumulator batteries and /or continuity groups - wait for complete condensator charge of power factor correction. All maintenance interventions must be recorded 7.2 Recommended plan The frequency of the checks and maintenance interventions must be determined in accordance with the environment pollution conditions and operating conditions of the substation but, essentially, we recommend at least the following program : - after the first three months of operation check the tightening of nuts, distribution bars and the main cable connections - at least every six months perform the checks indicated in points from 1 to 10 of paragraph 5.5 and the lubrication of controls and of moving parts - at least every year perform the controls indicated in points from 1 to 13 of paragraph 5.5 Moreover, the maintenance service must soon activate following a signalling of anomalous situations caused by operators WE WALTER S.r.L. do not take any responsibility for substations which are kept in operation with no regular check and maintenance regimen AT SERIES instruction manual rev.5 23 / 28

24 7.3 Spare parts Recommended spare parts at start-up : For the appropriate substation operation we recommend to supply the following spare parts, in the same quantity as supplied with the unit: - medium voltage fuses - low voltage fuses - signalling lamps - horns fan, which is is an essential equipment for the substation operation. In case of breakage, the substation cannot supply the full power for which it has been manufactured - differential relays - low voltage auxiliary transformers - temperature control device Recommended spare parts for two years working time: Recommended spare parts, in a quantity equal to 20% of that one supplied with the unit, are those ones that can end their normal mechanical/electrical life, further to damage or normal consumption.
