15 Introduction 1.0 INTRODUCTION Traffic volume and traffic classification data are required for the planning and operation of an efficient highway system. Traffic data are of interest to Transportation Division management, transportation engineers, safety organizations, commercial enterprises, other government departments, and the general public. Traffic forecasts used in conjunction with other engineering data allow the Transportation Division to properly predict the measures required to accommodate road user needs. In 1988/89 an expanded traffic count program was established in the Yukon. Because traffic information was lacking in many areas, new counter locations were established. The objective was to obtain traffic counts on all primary highways. Traffic count statistics are now available for all primary highways. In addition, mechanical counters are installed and monitored on a seasonal basis on some secondary roads. This report is a summary of the analyses based on traffic counts collected by the Transportation Division and others. The report also includes historical traffic information. Part 2 displays general information about the Yukon highway network including traffic count site locations. Part 3 shows the average monthly daily traffic (AMDT), average summer daily traffic (ASDT), and average annual daily traffic (AADT) (where available) for each highway. Traffic trend charts for selected locations accompany some tables. Trend lines may be either interpolated or extrapolated. The linear regression tool (Excel) is used to generate the trend line and growth estimate. The volume summaries for Part 3 may include information from mechanical, manual or electronic counts. Part 4 shows miscellaneous data collected by manual count. The manual counts include classification counts, and a few data on other transportation modes collected by Canada Customs. Some special purpose counts are recorded in this part. Part 5 tabulates historical information for sites where the traffic count has been discontinued. Readers unfamiliar with this subject are encouraged to review the glossary in Part 6. The glossary may help to explain some of the jargon, acronyms, and technology used in traffic engineering. 1.1 READING THE TRAFFIC VOLUME TABLES Typically the calculated values in the month columns show the average monthly daily traffic (AMDT) as indicated in the table caption. For the individual border counts, the actual one way counts are shown rather than the monthly two way average. The border counts from the two customs offices at each border crossing are combined and calculated to show the AMDT table for the crossing. The count type (i.e. mechanical, manual or electronic) is indicated near the table caption. This report provides an indication of missing data or suspect data right in the table. If the number of days of recorded data for a month is fewer than the actual number of days in that month, then the daily traffic is estimated. The estimate is made by dividing the total traffic volume for the period recorded, by the number of days of recorded data. The number of days of recorded data is indicated in brackets beside the average daily traffic value. If the number of days of recorded data is fewer than 365 days (or 366 days in a leap year), then the average daily traffic volumes (ADT) are calculated and shown in the right hand column. ADT and AADT values are the same if a full year of data is available. Yukon Traffic Count Summary Page 1 of 169

16 Introduction If an entire month is missing but the remainder of the calendar year is recorded then the average daily traffic for the missing month may have been estimated. The estimated values are either highlighted or indicated by the symbol (e). Months not estimated are shown with an asterisk *. Average summer daily traffic (ASDT) is the summer traffic count from May 1 to September 30 inclusive, a total of 153 days. If some data is missing for the summer period then ASDT is calculated based on the number of days of recorded data. The number of days of recorded data is shown in brackets if the period is less than 153 days. In 2002, and in 2005 the Department reposted part of the Alaska Highway. A correspondence table showing the new Kilometer locations vs. the old kilometer locations is shown in table TRAFFIC DATA COLLECTION SYSTEM Traffic data is most practical when it is collected over a period of time sufficient to establish the nature of the traffic volume trend. Short term traffic counts are accepted practice for turning movements at intersections, for determination of traffic type by vehicle classification, and other counts of a local nature. Short term counts are useful in examination of local traffic occurrence, but will often distort traffic forecasts used to determine general infrastructure capacity needs. Major expenditures on highway reconstruction projects warrant long term traffic counts that can be analyzed to establish traffic volume trends. The Transportation Engineering Branch collects traffic information from over twenty permanent traffic counting stations located around the Yukon. These stations are strategically located to represent an overview on the amount of traffic utilizing the major highways. Traffic information is also collected from a number of seasonal pneumatic (mechanical) counters. Pneumatic counters are located on some Yukon secondary roads. Figure 1 shows permanent counter locations. Figure 2 shows relative traffic volumes (Average Daily Traffic) on a schematic Yukon highway network drawing. Table 1 lists the counter sites monitored by the Transportation Division. Counter sites or locations may be altered from time to time depending on construction and resurfacing activity, or in response to a need for traffic information. The electronic counters record traffic volumes on a 24 hour basis for the year. Some data are field collected but most are now recorded with a data logger and communicated by satellite. Engineering personnel process the data. Traffic count data from permanent counter sites may be subject to installation and hardware/software bugs; data collection mistakes or communication failure. Known irregularities are indicated in the report. Where inaccurate prior data has been discovered, corrections are made together with notations for the table. Traffic trends based on information provided by the electronic counters are used for setting maintenance priorities, and for making budget forecasts on rehabilitation work for the primary highways. The mechanical traffic counters used here record each axle that passes over the tube. The raw data are field collected and processed by Transportation Division personnel. Raw data is converted to a nominal vehicle count by dividing the count by two. Traffic trends based on information provided by the pneumatic counters are used for setting maintenance priorities, and for making budget forecasts on rehabilitation work for the secondary roads. Border crossing counts from Beaver Creek/Alcan, Fraser/Skagway, Pleasant Camp/Dalton Cache, and Little Gold/Poker Creek are collected manually by the Customs Services. The data sheets show the total monthly traffic volumes and the corresponding traffic split for the two directions. Border Crossing counts may be recorded by Yukon Traffic Count Summary Page 2 of 169

17 Introduction categories: cars, buses, pedestrians, trains, planes, and number of travelers. Traffic counts are manually collected at the Dawson City, Ross River (Pelly Barge), and Peel River (NWT) ferry crossings. These counts record the total number of vehicles from the date of ferry opening to ferry closing on a monthly basis. The counts are converted to average monthly daily traffic volumes and average daily traffic volumes for the entire operating period. Yukon Traffic Count Summary Page 3 of 169
