5 1. BACKGROUND In 2008, the Auditor General s office for the City of Ottawa conducted an Audit of the Parking Function. The resulting audit report identified a potential discrepancy between the city-wide revenue collected from on-street paid parking spaces and the utilization of those spaces. The Auditor General identified that the City is collecting, on average, revenues that represent two to three hours per weekday per on-street paid parking space. Of note, the City has reviewed this calculation and concurs with this finding. The Auditor General also notes that the paid utilization rate of two to three hours, may be low, especially given the past occupancy studies and our understanding that there is a general lack of availability of onstreet metered spots in commercial areas during regular business hours. There are implications if there is indeed a gap between the amount of revenue collected from on-street operations and the paid utilization of on-street paid parking. If the amount of revenue being collected is low relative to the city-wide paid utilization rate, this would infer lost revenue by some form of fraud or theft. In order to properly assess whether there is an actual discrepancy, the Auditor General notes that, Parking Operations should conduct a review of parking occupancy rates against revenue generated. The City of Ottawa concurred with this suggestion, noting in the Management response to the audit report that we agree that undertaking a comprehensive study on this matter as part of our overall strategy is very beneficial. In this regard, Consulting Inc. has undertaken surveys of all on-street paid parking spaces and calculated the utilization rates of those spaces on behalf of the City of Ottawa, Parking Operations Maintenance and Development Branch. The methodology, guidelines and the outcome of this study are presented in this report. October

6 2. STUDY OBJECTIVE This study s intent was to measure the levels of utilization at all on-street paid parking spaces within the City of Ottawa. Although the study represents a snapshot in time, the ultimate intent was to provide a city-wide paid utilization rate that is representative and can be used to accurately assess whether the revenue being collected from on-street paid parking is at an expected level. The following results were obtained from this study (at both the City-wide and area/zone levels): Total Parking Utilization Rate (the proportion of operational paid parking spaces with a parked vehicle) Paid Parking Utilization Rate (the proportion of operational paid parking spaces with a parked vehicle where there is paid time remaining on the meter) Unpaid Parking Utilization Rate (the proportion of operational paid parking spaces with a vehicle where there is no paid time on the meter) Rate of Out-of-Service metered Parking devices (the proportion of out-of-service metered parking spaces to the total number of paid parking spaces) October

STUDY DESIGN / METHODOLOGY In order to ensure an accurate calculation of the city-wide parking utilization rates, all onstreet metered spaces were surveyed, where operational, during the data collection period in June. The demand for parking varies throughout the year. For example, in 2008, monthly revenues from on-street parking ranged from a high of $783,615 (May) to a low of $517,420 (February). In order to ensure that the snapshot acquired through this study was representative of general parking conditions, it was important to undertake the survey at an appropriate and representative time of year. Table 1 illustrates the on-street gross revenue from 2007 and 2008 by month in ranked order (highest to lowest). In addition, the revenue for June is no more than 1.3% off of the average monthly revenue for each year. As such, it was determined that the month of June would be the most appropriate time to conduct the study. In any given year there are likely to be streets with paid parking that undergo significant construction work. That was the case in June 2009 as portions of Bank Street and Preston Street were shut down for this purpose. In these locations, the affected and adjacent meters were not surveyed as part of this study. Table 2 contains a list of the locations where construction was on-going during the survey period. There were approximately 390 spaces affected. October

The data collected during these surveys were used to determine the city-wide occupancy rates of metered parking spaces. These surveys are referred to hereafter as Short Day Surveys". Short Day Surveys were carried out by having a surveyor walk a data collection route, recording the status of each metered parking space s occupancy once during the period. Two Short Day Surveys were undertaken to capture the parking space occupancy for each metered parking space during the weekdays. Where paid parking was in effect on, two Short Day Surveys were carried out as well. Sunday data were also collected along Ruskin Street within the Miscellaneous West Survey Group area. During the course of data collection, some metered parking devices were recorded as out-ofservice in the first survey and operational in the following survey at the same location (or vice versa) which might have caused some discrepancies between the total numbers of recorded meters. Issues as such were noted by data collectors and verified by consulting. 3.1 Data Collection Guidelines In order to ensure that the parking surveys were conducted at appropriate days/times and that the resulting data represented typical/average conditions, the following guidelines, provided by the City of Ottawa, reviewed and deemed reasonable by Consulting, were used to guide the scheduling of the surveys: October

9 Weekday surveys were conducted in the morning (between 9:30am and noon) and afternoon (between 1pm and 3:30pm) periods; and Sunday surveys were conducted in the morning (10 AM to 12 PM), the noon (12 PM to 2 PM) and the afternoon (2 PM to 4 PM) periods; The two weekday surveys for each metered location took place on different days of the week and at different times (i.e. once in the morning and once in the afternoon); Each metered location was not surveyed more than once on a Monday or Friday (i.e. if the first survey was conducted on a Monday or Friday, the second survey was carried out on a Tuesday, Wednesday or Thursday); The two or Sunday surveys for each metered location took place at different times (i.e. once in the morning and once in the afternoon or once in the morning and once at noon or once at noon and once in the afternoon); Each metered location was not surveyed twice during inclement weather conditions; and A survey did not take place if there was a special event taking place in close proximity. 3.2 Survey Groups, Times and Locations The paid parking locations within the City of Ottawa were broken down into 13 distinct Survey Groups that were defined by specific geographic boundaries. The survey groups covered a large area and so each Survey Group was further broken down into Sub-groups to ensure that data collection for each Sub-group could be accomplished within the timeframes of the AM, noon or PM collection windows. The data are summarized at both the Sub-group and Survey Group levels Short Day Surveys Weekday Short Day Surveys were carried out between Tuesday, June 2 nd 2009 and Friday, June 19 th Short Day Surveys were conducted on June 6 th, 13 th, 20 th and 27 th Sunday Short Day Surveys (sub-group 1-10am and 12pm) were undertaken on June 14 th 2009 for applicable meters on Ruskin Street (where paid parking was in effect). In addition, a supplementary study was carried out on By-ward Market counts on June 27 th 2009 (survey sub-group 10B) during the AM counts as one of the data collectors could not locate the parking lot (compound). Table 3 summarizes the locations, dates and times of data collection for each of the survey groups. October

14 3.2.2 Control Surveys Additional day-long surveys were undertaken for weekday and s for a selected number of Survey Groups to determine the time-of-day occupancy trends and to be used to adjust any Short Day Survey data that were significantly different from the typical. During these day-long surveys, referred to hereafter as Control Surveys, the occupancy status of each metered parking space was recorded on an hourly basis. It should be noted that data were collected for a sub-set of the total meters within the Survey Group. Data collected during the Control Surveys were not used in the City-wide occupancy rate calculations other than when used to factor atypical Short Day Survey data. Weekday and Control Surveys were undertaken between Friday, June 9 th 2009 and, June 20 th Table 4 summarizes the Control Survey locations and data collection times. October

15 Was the meter in service / operational? Was the meter malfunctioning or was it hooded? Was there paid time on the meter? 3.4 Control Survey Adjustments Short Day Survey results were compared to Control Survey results to determine if Short Day Surveys were representative of typical parking patterns or if adjustments were required to account for variations. In most cases the Short Day Survey data corresponded to the findings of the Control Survey data. A factoring method was developed to adjust the Occupied Paid and Occupied Unpaid parking values of the Short Day Surveys that were found to be inconsistent with other Short Day Survey and the Control Survey data. In the following two cases, the number of occupied metered parking spaces (Occupied Paid + Occupied Unpaid) was significantly higher than observed during the other weekday or weekend Short Day Survey conducted: Survey Group 10/11 - Friday June 5, 2009, 13:00 to 15:30; and Survey Group 12/13 - June 20, 2009, 14:00 to 16:00 The following adjustment factor was developed and applied to the Short Day Survey data mentioned above: Adjustment Factor = (Occupied Paid + Occupied Unpaid) Control Survey (Occupied Paid + Occupied Unpaid) Short Day Survey Table 5 shows the survey results for the weekday Short Day Surveys and the Control Survey for Survey Group 10/11. The number of occupied metered parking spaces (both paid and unpaid) in the weekday Short Day Surveys for Survey Group 10/11 were compared to the occupied metered parking spaces in the weekday Control Survey. The number of occupied metered spaces (Occupied Paid + Occupied Unpaid) was found to be significantly higher for the Friday June 5 th Short Day Survey ( = 85 occupied spaces) than it was for the Thursday June 4 th Short Day Survey (9 + 5 = 14 occupied spaces). The data from the Friday Short Day Survey (13:00 15:30) were also evaluated versus the Control Survey data for the comparable time of day (13:30-14:30). The Friday data were also found to be high (21 occupied spaces in the Control Survey vs. 85 occupied spaces in the Friday Short Day Survey). October

17 The Friday data were therefore adjusted to a more typical parking level by applying the adjustment factor calculated as per the above equation. For Survey Group 10/11, the adjustment factor of was applied to Occupied Paid and Occupied Unpaid numbers for the Friday Short Day Survey. The number of Out-of-Service (1) and Hooded (0) meters were assumed to remain as observed during the Short Day Survey and the number of Empty spaces was recalculated (Operational Meters Occupied Paid Occupied Unpaid = = 138). The adjusted Friday Short Day Survey numbers were used in the occupancy calculations. The same procedure was used to adjust the June 20 th Survey Group 12/13 data. 3.5 Utilization Rate Calculations The adjusted results obtained for each Survey Group were consolidated and average rates were calculated. For Survey Groups with only weekday data collections, the data were simply averaged to come up with a single number for the Survey Group. Where data were collected on weekdays and /Sunday, the data were averaged using weighting factors to account for the distribution of paid parking days throughout the year. October

19 Weekend weights were calculated as per the following: 104 weekend days = Paid Parking Days 4( for = four weekend surveys) Weekend data were collected for only a select number of the Sub-Groups within Survey Groups 1 and 2. The numbers were therefore averaged by Sub-Group as per the methodology described above (i.e., weighted averages were calculated for Sub-Groups for which weekend data were collected and simply averaged for Sub-Groups for which only weekday data were collected) and then summed to determine the total Survey Group parking numbers. Occupied Paid = any metered parking space with a parked vehicle and paid time remaining on the meter. Occupied Unpaid = any metered parking space with a parked vehicle that had no time remaining on the meter. Empty = the total number of operational metered parking spaces that were not occupied by a vehicle during the survey period. Out-of-Service = any metered parking space with a defective meter or rendered unusable due to construction activities, maintenance activities or vendor activities. Hooded = any metered parking space with a meter fitted with a parking meter hood - a bag or other covering for a parking meter that is placed over a parking meter by the General Manager to indicate that a parking meter is not to be used. 4. RESULTS A total of 3,791 metered parking spaces were surveyed during this study. Table 6 summarizes the data by Survey Group and Table 7 summarizes the findings of the utilization rate calculations.
