The City of Laguna Beach has authorized Wilbur Smith and Associates to conduct a study of parking characteristics and ascertain existing parking needs within downtown Laguna Beach. The study area includes the downtown shopping area, beaches adjacent to the downtown, and the three festival areas (Festival of the Arts, Sawdust Festival and Art.A.Fair). The analysis was to consider individual and cumulative parking supply and demand from the three activities described above. The study consisted of an inventory of parking supply, a description of parking demand, and an analysis of parking space surpluses and deficiencies. Several alternative sites were studied for possible development of parking facilities, and development costs and parking revenues for each site were evaluated. The following paragraphs summarize the analyses and conclusions of the study. The parking space inventory revealed a total of 2,581 spaces in the study area in This is a 29 space decrease from 1971 (Tables 1 and 2). A majority of spaces (56 per cent) were public on-street or off-street supply, and the remainder (44 per cent) were off-street private supply. The total supply included 396 off-street metered spaces, 1,136 off-street private spaces, 484 on-street metered spaces and 592 on-street unmetered spaces. 3 Mr. Stanley Scholl March 28, 1975 Page 2 The total parking supply was adjusted to reflect loss of usable spaces from operational deficiencies and private parking. An efficiency factor of 90 per cent was applied to on-street supply, 85 per cent to off-street municipal supply, and private supply was adjusted to reflect only the parking demand permitted to use the supply. Total study area parking demand was determined from an analysis of building square footage and an inventory of parking accumulation on peak and off-peak weekdays and weekends. Land uses were determined by analysis zone as shown in Table 4, and parking demand factors were applied to each land use to obtain average parking demand in each zone. Inventories of parking accumulation were undertaken to determine seasonal and weekly variation in average demand. These inventories were compared to monthly parking meter revenues, traffic volumes, and quarterly sales tax receipts to determine the seasonal and weekly variations in demand. Demand for parking from beach use and festival activities were determined from inventories of parker accumulation and discussions with festival organizers. Areal photographs were also taken during peak festival and beach use to determine maximum vehicle accumulation. Seasonal and weekly variations in parking demand are shown in Tables 5 and 6. The greatest demand for parking in Laguna Beach occurs during August at the peak of festival season. During this month almost 2,600 parking spaces are required, an 85 per cent increase over off-peak months. During the peak month of parking demand, 1,580 spaces are required for shopping, 330 spaces are needed for beach use and 670 spaces are used for festival parking during a peak season weekday. During an off-peak season weekday, only 1,300 spaces are required for shopping and 50 spaces are needed for beach use. Variation in parking demand occurring during a peak and offpeak week are shown in Table 6. During the weekdays, shopping demand is the most predominant with approximately 1,300 spaces in winter and 1,550 spaces during summer. Weekend requirements during winter are approximately 50 per cent to 30 per cent of

4 Mr. Stanley Scholl March 28, 1975 Page 3 the weekday demand, while in summer the weekend demand is almost 90 per cent of the weekday demand. To determine blocks having the most critical deficiency of parking supply, parking demand and supply were compared to known parameters of walking distance for each use. Thus, parking supply located within a maximum desirable walking distance were assumed available for each use. These walking distances are: 600 feet for commercial uses, 1,000 feet for beach demand, and 1,200 feet for festival parking. Using these parameters, the resulting available supply for parking during a peak season weekday is shown in Table 7. The most critically deficient blocks are those close to the beach which contain significant amoun~of commercial activity. Parking demand exceeds available parking supply in these blocks (Analysis Zones 5, 6, 14, IS, 16, 19, 20) by almost 400 spaces during a peak season weekday. Even without demand from beach uses, commercial demand exceeds supply by 170 spaces in these analysis zones. Our analysis of sites for potential new parking supply have indicated that the Glenneyre surface parking facility would provide the most improvement in parking supply at the least cost. Other sites studied in this analysis are too far removed from areas of critical demand to encourage a significant increase in the number of spaces available to shoppers or are expensive to develop. We are now preparing a cost/benefit analysis of each site which includes development costs, and probable peak season and average parking revenues.
