1 Subject: DES Update on Parking Meter Tour FY 2017 Proposed Work Session Follow-Up April 4, 2016 The following information is provided in response to a request made by Mr. Vihstadt via on March 7, 2016 regarding actions taken (or planned) as a result of a staff tour taken by Mr. Vihstadt and Mr. Fisette last summer where locations were reviewed to either add or subtract parking meter placement. Response to Expansion Please find attached a visual information package that illustrates the locations that staff toured with Mr. Vihstadt and Mr. Fisette last summer. For each location staff provided the following response to meter expansion. Location #1a and #1b - 9th Street South: Location #1a is adjacent to an office building and location #1b is adjacent to residential. In this area there are a number of large off-street parking lots and structures which are generally underutilized, including the County supported Penrose parking garage. Meters at location #1b (residential) could push most parkers to other unmetered parking areas and would generate little revenue. Location #1a (office building) has a No Parking area in the middle of several single head metered spaces, which take up the remainder of the block on this side of the street. Staff recommendation Location #1a: Eliminate No Parking area and convert entire section to multi metered spaces, which could be handled with a single multi-space meter (pending receipt of new equipment). Location #1b: Leave unchanged. Location #2a George Mason Drive & #2b Arlington Hall West Park: Parking demand appears tied exclusively to Arlington Hall Station and National Foreign Affairs Training Center employees. Installation of meters would likely push demand into adjacent residential neighborhoods. Staff were contacted by several residents of the area that are opposed to the idea. The lot adjacent to Arlington Hall West Park is owned/operated by the Federal Government. Staff recommendation - No new meters. Location #3 Arlington Blvd. Service Road: Installation of meters would likely push parkers into residential area. This location is not contiguous to other meters and would increase enforcement workload. Staff recommendation - No new meters Location #4 Arlington Ridge Road: Location adjacent to existing 12-hour parking meters. Though staff has considered expanding the meter program, this location is under consideration for tour bus meter parking. Staff recommendation - Install tour bus meter pending receipt of new equipment. Location #5 Campbell Avenue in Shirlington: Location is Main Street in a high density and mixed use development. Streets adjacent to Campbell Avenue are metered. Staff have worked with Federal Realty to expand the supply of curbside spaces and introduce metered parking. 2 Subject: DES Update on Parking Meter Tour performance study in October of 2015, staff discovered considerable abuse of the two hour limit in terms of use by long-term parkers (i.e., employees of office and retail businesses). Multi-space meters and pay-by-cell service were introduced on March 5, Location #6 North Quinn Street between Key Boulevard and Lee Highway: This section of North Quinn Street is very steep and is partially metered with single head meters on one half and unrestricted parking on the other half. We observed that the free section on North Quinn Street was consistently full of vehicles, maybe as an overflow to the adjacent apartments on Key Boulevard where there is a combination of residential permit parking, single head meters and unrestricted parking.
