PROJECT NARRATIVE - MAY 11, 2017 SPECIAL PERMIT APPLICATION AND PLANNING BOARD APPLICATION PROPOSED ALTERATIONS TO BUILDING AND SITE COMMERCIAL BUILDING 11 WASHINGTON PLACE EAST TAX I.D BLOCK 4, LOTS 26 & 40. NORTH WHITE PLAINS, NY The application is for the renovation of the commercial building that had last been occupied by Handi-Rent-All, and for the creation of additional parking on the contiguous lot to the east. The building had initially been visioned by the new owners for multiple office tenants on both floors, with some warehouse space at the rear of the first floor for the owners construction companies, Green Hybrid Energy Solutions, a solar design and installation company, and Ladel Electrical Contractors, Ltd., who had planned to occupy the front half of the 2 nd floor. While meeting the neighbors, the owners learned that some of the office buildings in the area had vacancy rates of 40% and more. That knowledge forced a re-thinking of the re-purposing of the building. Since some other neighbors had asked about whether there would be apartments for rent in the building, the idea came that we should build something that would be rentable and serve a neighborhood need. Therefore the design is herewith submitted is for the owner to occupy the entire first floor and to convert the 2 nd floor from office and warehousing to apartments: 2-2 bedroom units, 3 1 bedroom units, and 2 studio apartments, for a total of 7 units. The maximum occupancy, per the NY State Building Code will be 45 persons on both floors, although we don t think the population of the building will ever approach the code allowed maximum occupancy. The new units will have individual heating and cooling units operating off the solar panels on the building. All of the information requested in the planning board checklist is located on the drawings except as stated below and attached hereto. Lighting Catalog Cuts: attached Lighting Controls: Signage lighting and site lighting: controlled by a timer so that is shuts off by 9:00 p.m. After 9:00 p.m. the site lighting for the parking lot and the building lighting on the east side of the building will be operated by motion sensors, except that one light over the East Elevation main entrance will have a twilight sensor so the door is illuminated whenever it is dark. 33 There will be minimal site lighting for security purposes on the west side of the building facing the residential property. This lighting will be controlled by motion sensors. There will be pole mounted lighting in the parking lots. The height will be 15 feet. All of the lighting is designed so there is minimal spill of lighting onto neighboring properties, in fact the illumination levels of the spill over will be the same footcandle level of a dim flashlight. There will also be security cameras on the building and the tapes will be made available to law enforcement in the event there is ever a crime in the neighborhood. Information about Green Hybrid Energy Solutions. The design indicates offices at the first floor of the building. This will be owner occupied by office personnel, including the principals of the company, staff, and construction estimators. The rear of the first floor will be used for warehousing electrical supplies used in the usual course of this business. There will be no warehousing of solar panels, as this type of equipment is always shipped to the job sites where an installation is taking place. Deliveries to the building will be made by panel trucks no bigger than UPS trucks, as the equipment kept on hand is usually the type of equipment and parts installed with hand tools.
