4 March 16, 2017 Prince George Transit Operations and Maintenance CNG Facility Project Page PROJECT OVERVIEW This Project would construct a new BC Transit Compressed Natural Gas (CNG) Operations and Maintenance Facility in the city of Prince George. The 2012 Prince George Integrated Community Sustainability Plan (ICSP) and the Official Community Plan (OCP) integrate transit-supportive land and transit-oriented development. These support the goals and objectives that have been outlined in the Prince George Transit Future Plan (TFP). As a result, this Project was confirmed as a priority under the 2016 Public Transit Infrastructure Fund (PTIF) and was announced by the Government of Canada and the Province of B.C. on July 19, The existing operations and maintenance facility is near capacity. It is not able to accommodate the operating and maintenance requirements necessary to facilitate transit growth in Prince George. Deadheading costs at the existing location will continue to escalate operating costs and pressure the sustainability of the local transit system. Projected growth of transit in Prince George over the next 25 years will require increased operational and maintenance capacity, as the existing transit fleet expands from 35 to just over 80 transit vehicles (134 per cent growth) 1. A new facility will permit the use of CNG-fueled vehicles. When compared to incumbent diesel vehicles, CNG buses are cleaner burning and provide many operational benefits, including reductions in both engine noise and operating costs. Depending on the location, a new facility can also reduce deadheading costs (unproductive transit operations). Other operational inefficiencies can be reduced through modern design. The Prince George transit system is operated through contract by Pacific Western Transportation Ltd. (PWT). Conventional transit buses are maintained and parked at the PWT facility. 5 March 16, 2017 Prince George Transit Operations and Maintenance CNG Facility Project Page SITE INFORMATION 2.1 Site Selection and Evaluation BC Transit has researched the availability of commercial and industrial real estate in accordance with BC Transit s use and requirements within Prince George. The primary decision drivers for property selection are: Location what is the proximity to existing transit network? Operating cost impacts does the site increase or decrease transit operating costs? Size/shape does the site meet transit s functional requirements? Cost is the site affordable? Environmental and Geotechnical profile Availability is the site available for timely construction? Constructability and Zoning Property size is the site sufficient to accommodate long-term growth? Parcels of land that can accommodate transit requirements are limited. However, three potential locations were identified by working closely with City of Prince George (the City) representatives. Based on a multiple account evaluation, the Foothills Boulevard/18 th Avenue location (see Figure 1) was the only viable location identified. This location provided the following attributes/benefits: Lowest cost Meets minimum size requirements Sufficient size to allow for future transit growth Constructability - the site will enable BC Transit to have timely access for construction activities that will best ensure the project is completed within third-party funding availability constraints. Reduces transit operating costs through a reduction in deadheading costs

The following plan outlines the recommended disturbance limit of the subject properties (see Figure 2).,. 8 March 16, 2017 Prince George Transit Operations and Maintenance CNG Facility Project Page Land Use Intended land use for the new Transit Operations and Maintenance Facility includes: Public transit operations Bus maintenance Bus washing Fueling (including CNG/diesel) Onsite hazardous materials storage similar to other local automotive facilities, including: o o o Bulk diesel fuel storage Oils & lubricants Small quantities of paint thinner, paints and ancillary vehicle maintenance liquids/pastes (if needed) Parts storage Customer service/reception Parking for vehicles The site fit plan (Figure 3) provides an example of how the new facility could be arranged at the Foothills Boulevard/18 th Avenue site. 12 March 16, 2017 Prince George Transit Operations and Maintenance CNG Facility Project Page TIMELINE To secure all available third-party funding under the PTIF program, the Project must be completed by March FUNDING Announced in the summer of 2016, the Project has received federal and provincial funding through PTIF. Without PTIF funding, the City cost-shares capital projects with BC Transit at approximately 50 per cent. Because of PTIF contributions for the facility portion of the Project, the City share is reduced to 17 per cent. Land acquisition costs are shared at the non-ptif rate of approximately 50 per cent.
