Nonparticipants were required to maintain existing service for five years. Georgia Railroad maintained mixed trains as required by its state charter. Rock Island determined keeping its Peoria and Quad Cities Rockets was cheaper than joining Amtrak. Southern Railway gave some service to Amtrak, but continued its Southern Crescent until fully joining Amtrak in Rio Grande continued the Rio Grande Zephyr until 1983, making it the last U.S. non-amtrak long distance carrier. Amtrak operates the train today. Non-joiners Reading/Conrail and Chicago, South Shore & South Bend were mostly suburban operations which were later absorbed by local commuter authorities. Developed in the 1950s, Santa Fe Hi-Level and Chicago & North Western s bi-level commuter coaches, or gallery cars, set the pattern for many to follow. But why? On ATSF, Hi-Levels had 68 or 72 reclining seats on the upper level, instead of the usual 44 to 56 on a single-level car, relegating mechanical equipment and restrooms to the lower level. Commuter gallery cars could handle upwards of 130 people on two levels, including standees.
