Mark served the Citizens of South Lake Tahoe as a Police Officer since May 19, Mark, his wife, his wife s friend, and Mark s four children were returning from a family trip when they were involved in a single car rollover accident near Fallon, Nevada. In addition to Mark and his wife Jeanne, the adult family friend also died from injuries sustained in the crash. The family friend s name is being withheld pending a confirmation that next of kin has been notified. All the children had varying degrees of injury, but are expected to recover. A memorial service was held on October 24th for Mark and Jeanne Hounsell at LifePoint Church in Minden, NV. An official charitable contributions fund has been established for the Hounsell children. The goal of the fund is to raise $30,000 for each of Mark s four children, providing for their everyday necessities while also investing in their futures for college funds, etc. Contributions can be made by visiting Officer Mark Hounsell Mark and Jeanne Hounsell

November pm LTCC Turkey Trot Fun Run November am Bijou Park City Council Meeting December 8 9 am Council Chambers The California Transportation Commission announced that it will award nearly $9 million in Active Transportation Program (ATP) grant funding to help complete three major bike and pedestrian projects in the City of South Lake Tahoe and Tahoe City. Partnership members include the California Tahoe Conservancy; Tahoe Transportation District; City of South Lake Tahoe; Washoe, Douglas, El Dorado, and Placer counties; U.S. Forest Service; Tahoe City Public Utility District; North Tahoe Public Utility District; California State Parks; Nevada State Parks; and the Tahoe Regional Planning Agency. The California Tahoe Conservancy is receiving $1.928 million for the South Tahoe Greenway Shared Use Trail to fill existing gaps and make a 1.8-mile connection in the heart of South Lake Tahoe. The Conservancy will leverage the ATP grant with $2 million in local and matching funds to link the Sierra Tract and Bijou neighborhoods to destinations along Al Tahoe Boulevard. The project is a partnership with the Lake Tahoe Community College, City of South Lake Tahoe, California Conservation Corps, and Tahoe Transportation District. The City of South Lake Tahoe is receiving $2.145 million for the Al Tahoe Boulevard Safety and Mobility Enhancement Project. The project area extends from the intersection of Al Tahoe and Johnson boulevards to U.S. Highway 50. The project will upgrade road crossings and add new Class I and Class II trails to improve pedestrian and bicyclist safety and access around the South Tahoe Middle School. Refinement will be made to this preferred design before it is presented to the City Council later this fall along with a preliminary cost estimate for design, permitting and construction. We are looking for additional public input on this design plan. 4 Fifty years ago, community members throughout South Lake Tahoe came together and determined the best course of action for their future was self-governance. After many years of preparing, planning, neighborhood meetings and door-to-door conversations, on November 30, 1965 individual neighborhoods became one city: The City of South Lake Tahoe. Page 4
5 November 2015 / Volume 4 / Issue 11 Over the past 50 years, community members from all sectors, industries have worked to forge a better future for themselves and the next generation. We ve changed from what was once a small sleepy town that grew nearly overnight to accommodate the 1960s Olympics to a worldwide recreation destination hosting thousands of visitors on any given day. Many organizations have been formed during this time bringing their collective experience and interests to discussions influencing outcomes benefitting the community. Page 5
6 What is Pickleball? Pickleball is a paddle sports the combines the elements of tennis, badminton and ping-pong. An indoor pickleball court will be installed at the South Tahoe Recreation Center later this month on the gym. Pickleball Court A pickleball court is the same size as a doubles badminton court and measures feet. The court is striped similar to a tennis court with right and left service courts and a 7-foot non-volley zone in front of the net (referred to as the kitchen ). When playing pickleball, each player will need a pickleball paddle, which is smaller than a tennis racquet but larger than a ping-pong paddle. The ball itself is unique, with holes through it like a wiffleball and there are different ball models intended for indoor and outdoor play. The ball travels at 1/3 the speed of a tennis ball and is usually white or yellow in color. Fee The fee for use will be included in the existing day use fee and multi-use punch cards. Paddles and balls will be available and included in the day use fee. The City of South Lake Tahoe and El Dorado County have created a new Parks, Trails & Recreation Master Plan for the Lake Tahoe South Shore areas. The Master Plan represents a coordinated effort to align recreation resources and obtain community support to enhance recreation facilities and services. The Master Plan provides direction for enhancing recreation opportunities for residents and visitors by increasing collaborative efforts and focusing resources where they are most needed. The Master Plan contains recommendations and strategies to improve existing operations, services, and infrastructure, as well as to acquire and develop new parks and facilities when funding allows. The Draft Initial Study and Mitigated Negative Declaration and Notice of Availability for the Recreation Master Plan have been posted on the City s website at The two documents are available for public review and comment between October 21, 2015 through November 20, The documents are also available for review at the Services Center located at 1052 Tata Lane, South Lake Tahoe, CA The Planning Commission will be hosting a public hearing on November 12, 2015 at 3:00pm in the City Council Chambers located at 1901 Airport Rd., South Lake Tahoe CA. to solicit public comments on the environmental analysis and provide their own comments.
