2 Overview of the itizens Participation Program (PP) Process Step 1: property owner desiring to initiate new PP-qualifying development files application for PP with the Planning Department staff Planner is assigned to manage the ity s review of the project The Planner sends out Public notice for this meeting a minimum of 28 days in advance Step 2: Prior to preparation of any architectural project plans, the property owner conducts an informal meeting with neighbors/interested parties to conceptually discuss design ideas n most cases, this meeting would be held at the site of the proposed development The purpose of this meeting is for the potential development applicants and their representatives to give their vision of the future project and to hear and understand the concerns of their neighbors (such as views, primary living spaces, privacy) This conceptual discussion is meant to provide direction for the preparation of the architectural plans ity staff will not be in attendance for this initial meeting Step 3: Utilizing feedback received at the first meeting, the property owner renders architectural project plans, 3-D computer modeling, and neighborhood compatibility exhibits to be presented at a second meeting with neighbors/interested parties to be held at ity Hall during business hours Story-poles would be erected on the project site The assigned staff Planner would attend the second meeting to provide ode and process guidance (only) ike the introductory meeting, public notice for the meeting would be provided a minimum of 28 days in advance Step 4: ollowing the two meetings and no less than 28 days prior to applying for a DB Permit, the pplicant provides a summary report to the ity of how feedback from the PP was incorporated into the final project design f additional PP meetings are necessary in order to address and discuss any issues raised during review of the conceptual plans, the report would be provided after those meetings have been held The full text and requirements of the itizen Participation Program (hapter 2 of the Del Mar Municipal ode) are available online at wwwdelmarcaus t is also recommended that any residents participating in a PP process review the ity s Good Neighbor Guide to Design eview in Del Mar (online at pplications-guides) and the esident Guide to Understanding the Design eview Process in Del Mar (online at wwwdelmarcaus/documententer/home/view/422)
