1 Bob Casselman, City Manager City of Brockville 110 Laurier Avenue West, Ottawa, ON K1P 1J1 June 15, 2018 RE: Infrastructure Improvements 2018 City of Brockville On behalf of VIA Rail Canada I would like to inform you of upcoming maintenance works planned in your area, scheduled to end in late September Project 1: 2018 De-Stressing Program Exact locations depicted in images below. Figure A Beginning in Smiths Falls at Williams street and finishing slightly past the overpass on Queens street (Mile 0-1.2) Figure B - Between Concession Road 7 and a point near Centennial road (Mile 19.4 Mile 25) Figure C Between Centennial road and highway 401 (Mile 25 Mile 26.5) Figure D Between highway 401 and Front avenue (Mile ) Rail destressing: Due to material contraction during winter, pressure is applied to the rail to test its solidity and reduce stress. Work results in a fair amount of noise. Rail de-stressing will be performed over existing tangent and curved main track. The work will take place at night on both the East and West rails starting at various locations within these limits. Maintenance work started in May 2018 (at night) and is scheduled to end mid-june VIA Rail Canada Elgin Street Ottawa, (ON) K1P 1C7

4 Project 2: Tie Replacement Program Exact locations depicted in images below. Figure E Beginning on Rockspring road and ending at Concession road 7 (Mile 13.9 to 19.7) Figure F Between Fairfield road and highway 401 (Mile 22.0 to 26.0) Figure G Crossing between the train tracks and Parkdale avenue west. (Mile 26.55) Project 1: Replacement of old ties with new ones. This is regular maintenance work will result in some noise. There will be the banging of metal against metal. Work will be performed at night when there are no trains operating on tracks. Project 2: Crossing rehabilitation: This consists in repairing and upgrading certain crossings. Work will be done at night and will require a limited closure of the road perpendicular to the tracks for a small amount of time. Rail Tie: Work started in end of May and is scheduled to end mid-september Crossing Rehabilitation: Work is scheduled to begin around mid- July. Figure E

6 At most crossings along the rail linking Smith Falls to Brockville Project 3: Crossing Upgrades 2018 Crossing Upgrade Program Install new vertical gate stickers that are easier to see from a distance. The work will not cause much disruption and will be carried out with limited noise. Crossing Upgrades: Work will take place between mid- June to end of July. - Across the rail line between Smith Falls and Brockville. - Project 4: Bridge Repair Work Exact locations depicted in images below Bridge Repair Program Work consists in bridge deck repairs or deck concrete work. Work will be performed at night when there are no trains operating on tracks. Project 1: Work will start mid- June and finish in late-june. Figure H The bridge next to Old Slyths road. (Mile 1.26) More specifically, bridge work may include: the replacement of steel parts, a repairing of concrete, and the replacement of wooden ties.
