2 PUBLIC TRANSPORT IN UKRAINE 2018 According to the data of the Ministry of Infrastructure of Ukraine, the share of passenger transportation with motor vehicles composes over 43% in Ukrainian cities, with urban electric transport approx. 53%. Urban electric transport exists in 51 Ukrainian cities: in operation tram cars, trolleybuses, km of tramlines; km of trolley lines. Annually over 2 billion passengers use urban electric transport (trams, trolleybuses). In units of transport require replacement, sum of investments is assessed as 66,7 million Euro. For today 95% of tram cars and 67% of trolleybuses exhausted their statutory service term and require replacement. Tram lifecycle 15 years, trolleybus lifecycle 10 years, at the same time units of tram cars operate for over 30 years, age of units of trolleybuses composes over 20 years. Significant part of tramlines and energy supply objects needs urgent major repair or reconstruction. Results of state technical inspection give evidence that approx. 20% of total length of tramlines and overhead wiring, as well as tracking substations don t correspond to operating rules. High aging level of key assets of urban electric transport and its insufficient renewal tempo leads to the decrease of tram cars and trolleybuses fleet (approx. by 200 units annually). Mismatch to the level of modern technical requirements significantly increases energy consumption (approx. by 25%) and cost of fleet maintenance, also it doesn t guarantee level of comfort, quality and safety of passenger transportation. The Ministry continues its work with international financial organizations aiming to raise funds for financing of projects focused on urban passenger transport development. 10 Ukrainian cities were already chosen together with European Investment Bank (EIB) for the realization of investment projects, sum of financing will compose 160 mln. Euro. Ukrainian banks are also ready to support mobility operators offering them financial leasing programs. EBRD loans will help to buy 50 trolleybuses for each city like Lviv, Dnipro and Zhytomir. Mariupol waits for EBRD funds to purchase 70 trolleybuses and 60 buses for IFC loans. Kiev agreed loan for 50 mln. Euro from EIB to buy buses, trams and cable railway cars. Lviv agreed purchase of 150 largecapacity buses on leasing basis. Zaporizhya also plans to buy 50 low-floor buses with large-capacity on the basis of financial leasing procedure. In 2019 Ivano-Frankivs k estimates to obtain additionally 30 new trolleybuses. Kremenchug is interested to purchase new autonomous running trolleybuses on EBRD funds. Ternopil has plans to sign a leasing contract for replacement of 300 passenger mini-buses for 120 large-capacity CNG buses. Electric transport is an eco-friendly mode of transportation. Currently more and more Ukrainian cities consider expansion of their municipal fleet with electrobuses and autonomous running trolleybuses. Specialized infrastructure for operation and maintenance of modern electric transport (charging stations networks, service centers) plays pivotal role. Ukraine is at the threshold to implement «urban mobility» concept, that provides optimization of city passenger transportation, implementation of integrated ticket for all transport modes, construction of «smart public transport stops» for buses and trams.
