4 Project to demonstrate that E-Mobility does work in European cities such as Klagenfurt on Lake Wörthersee Funding programme: LIFE+, klima:aktiv mobil Total budget: ca. 6 Mio. EUR Project duration: Sep 2010 Dec Project partners on local and regional level (Lead partner: City of Klagenfurt on Lake Wörthersee) Successes: 69 electric vehicles were purchased and tested and 50 e-charging stations were installed

5 Why is this relevant for cities in Slovenia? Klagenfurt: inhabitants Daytime population: inhabitants 120 km 2 medium-sized city Capital of province of Carinthia Trade and school center of the region 1. Because activities that work in Klagenfurt can be transferred to Slovenian cities

10 Purchase of electric vehicles to generate a demand

11 Tips for purchasing of electric vehicles Bring a broad range of electric vehicles (Individual and public transport; on four wheels and on two wheels Multimodality) Set incentives (Start-up funding increases the readiness to buy an e-vehicle) Cooperate with local car dealers to rely on qualified dealers and trained staff to service and repair e-cars E-Vehicles: check if battery leasing is an option (most expensive component)

13 E-Taxis Advantages of E-Mobility can be fully exploited, as taxis travel long distances within the city City of Klagenfurt has tested the use of E- cars in the taxi business Temporary integration of 5 Nissan Leaf into the taxi fleet Taxi drivers have been interviewed after testing phase

14 E-Taxis Tips from CEMOBIL partners The electric vehicle needs to be approved for use in the taxi business The vehicle must meet the requirements for the use as a taxi (e.g. taximeter, 5 doors, sufficient trunk volume) adaptation of tending procedure was needed in Klagenfurt To avoid distortion of competition, taxi companies should be obliged to use the same tariff Taxi drivers: criticism on insufficient battery range fast charging stations need to be available

15 Operation of an E-Bus Public transport operator (Stadtwerke Klagenfurt) purchased an E-Bus E-Bus services one inner-city bus line (City Center University) Technical details: Manufactured by Solaris, acceleration up to 50 km/h, 120 kw machine, Lithium-ion-battery, dead weight of the bus: 11 tons

16 Charging infrastructure Since 2013, a total number of 50 charging stations has been installed Location: important points of origin / destination Charging spot locator on Intelligent charging stations : User identification, touch screen, different types of sockets (type 2, CEE and standard safety socket) and automatic locking of the socket

18 Test drivers City of Klagenfurt and Region of Carinthia purchased different e- cars for test driving Test drivers: private persons, public bodies and companies Time period: up to one week Administrative fee: 60 EUR / 1 week EUR deposit Questionnaires and evaluation Great success: More than 2,750 test drivers in four years and more than km travelled by e-cars

19 Towards behaviour change Testing and renting of E-Bikes and E- Scooters Testing of e-cars for taxi companies and driving schools Use of the e-bus (> km distance covered by E-Bus)

21 Marketing concept Marketing concept was developed (target groups, marketing measures) Aim: raise awareness about E-Mobility Definition of Corporate Design, Logo, branding of vehicles, website, brochures and leaflets etc. Advertisement at information boards Merchandising products

23 Further communication measures Testimonials: 32 prominent people promoted e-mobility E-Go-Cart Contest Events and lotteries Information, that energy for e-mobility is from renewable ressources

25 Organisational measures Training measures for professionals dealing with e-mobility (car dealers, mechanics, fire brigade) Amendment of legal framework conditions (regulation of parking spaces in new housing in 10% of all parking lots, provisions need to be made to install power connections to charge e-vehicles New traffic concept (simulation of e-mobility effects) Stakeholder workshops Site-Visits to Norway (to learn from forerunner cities)

27 Evaluation & research measures Conduction of a broad e-mobility survey (2011, 2013 and 2015) gain knowledge on the level of information, attitude towards e- mobility etc. Evaluation of test driver questionnaires opinion on user-friendliness, satisfaction, opportunities and barriers Life-Cycle analysis to demonstrate savings in CO2 emissions Noise PM10 PM2.5 PM1 NOx

28 Outcomes and conclusions High Satisfaction with tested e-vehicle s performance (84% would recommend e-car to others) Price still major reason for not purchasing an e-vehicle (32% of test drivers would only pay 5% more than normal car incentive model and workshops on e-car sharing necessary 40% of E-taxi drivers were not satisfied with service longer battery ranges needed E-Bus: charging infrastructure while in service as main barrier. Simple solution in Klagenfurt: km/d but with intermediary charging

29 General conclusions Great interest in testing e-vehicles - high user satisfaction Purchase price still an obstacle - incentive models as solution Coordinated approach with relevant stakeholders key to success E-mobility: makes sense if combined with renewable energy sources E-Mobility: has a high potential to reduce CO2, less air pollutants and noise Just do it don t wait for technical standards
