6 Application I. Project Readiness Up to 20 points a. Overall Project Description- Describe the overall project (the entire project ultimately to be constructed). The overall project would construct a two-track elevated rail alignment grade separating the existing at-grade crossing at 25 th Avenue. The elevated rail alignment will require the relocation of the existing Hillsdale Caltrain Station northward to a location between 28 th and 31 st Avenues. The elevated rail alignment also creates an opportunity to make new street connections between El Camino Real and Delaware Street at 28 th and 31 st Avenues. These new connections would be funded by the City and would not add costs to the project. While the overall project consists of creating a two-track elevated alignment, it would be designed so that 4-tracks could be incorporated in the future if the section is selected for construction of passing tracks. The City of San Mateo has a total of nine (9) candidate grade separation projects listed in the 2004 Transportation Expenditure Plan. The San Mateo City Council has identified grade separating the 25 th Avenue crossing as the City s top priority. This project is being pursued in order to improve safety, railroad operations, and traffic circulation. In addition, the 25 th Avenue crossing is important to the success of the Rail Corridor Plan and the associated transit oriented development. The City has identified two (2) additional street connections at 28 th and 31 st Avenues which are made possible as a result of the proposed rail realignment at the 25 th Avenue grade separation. The raised alignment will facilitate the relocation of the existing Hillsdale Caltrain Station and will avoid requiring realignment of El Camino Real. The elevated rail alignment in the segment south of State Route 92 has unanimous support of the San Mateo City Council and is the only alignment considered in the High Speed Rail Authority Alternatives Analysis. The additional street crossings at 28 th and 31 st Avenue are adjacent to the Bay Meadows II Transit Oriented Development and have been envisioned throughout a multi-year planning process that yielded the San Mateo Rail Corridor Plan. These locations would be included as part of the 25 th Avenue grade separation project due to their proximity to 25 th Avenue and the planned aerial alignment of the tracks. b. Project Scope (Phases Requesting Measure A Funds)- Describe the work to be completed with requested Measure A funds. This application is for preliminary engineering and environmental work needed to construct the overall project. The project scope includes advancing the preliminary design to a 35 percent level and to obtain environmental clearance which will be sought from both NEPA and CEQA in order to maximize potential for funding subsequent phases of the project. A considerable amount of design work associated with this project has already been completed. In 2005 Parsons prepared a study on behalf of the Peninsula Corridor Joint Powers Board titled New Hillsdale Station and Grade Separations which provided 30% draft preliminary engineering and plans. This work assumed a four track system. In addition, the

7 High Speed Rail Authority has prepared an administrative draft preliminary engineering (15% design) of the rail alignment that was discussed with local agencies. City staff contacted High Speed Rail (HSR) Program Management staff who confirmed that the electronic plans and profiles for the segment between SR 92 and the southern City Limit will be made available for use by the project team. We intend to build upon this existing work and refresh the design to reflect a two track project which would be compatible with the Caltrain/HSR blended system and minimize the throw-away costs should passing tracks be added in the future. The City of San Mateo has a long-established and documented preference for a raised track alignment in the project segment, as is further described later in this response. This has permitted design work by both the PCJPB and HSR to focus on a single design option. This Preliminary Design project will resolve design options to arrive at a specific project to be evaluated along with alternatives to the project as required by the environmental review process. It is anticipated that some minor refinement of the vertical alignment will be required as part of the project. It will also be important to define the limits of berm and viaduct segments since HSR assumed a predominantly viaduct project while the PCJPB project assumed primarily berm or Mechanically Stabilized Earth (MSE) walls over most of the alignment. As concurrent activity (though not included in this scope) the PCJPB will be working to prepare a Hillsdale Station Area Capital Plan that will define capital needs and costs for the relocated Hillsdale Station. The City of San Mateo and JPB staff have agreed on a scope of work for this parallel activity, which will develop 15 percent plans for the station area which will permit some preliminary cost estimates and provide enough detail to permit environmental review of the station component of the project. For the station area portion of the project, the City of San Mateo adopted the Hillsdale Station Area Plan which included a concept design for the station area. A substantial amount of information that will help expedite the completion of the project scope is already available. The City of San Mateo is in the process of undertaking a major sewer project located underneath 25 th Avenue all of the utility research performed can be used for this project. Additionally, the Bay Meadows development is adjacent to the project site, and much of the geotechnical, utility and traffic data will aid in the completion of the project scope. The estimated cost to complete the proposed scope of the Preliminary Engineering and Environmental Clearance project $4.7M. This includes $4.5M for Preliminary Engineering and Environmental Clearance for the grade separation and rail realignment portion of the project; and an additional $0.2M for in-kind services and staffing costs related to carrying out the responsibilities assigned to the sponsor agency as described later in the application. This application is for $3.7M in Measure A funds. The City of San Mateo will contribute $1M (27%) of the project cost which is intended as part of its total contribution for the two new street connections (28 th and 31 st Avenue from El Camino Real to Delaware Street). The City has budgeted $12M in transportation impact fees as its contribution to the overall project. 2

8 c. Attach a map(s), any schematic plans and relevant photos of the project scope location. A link provided in section h of this application provides access to the alignment concept included in the Supplemental Alternatives Analysis prepared by the HSR Authority. The plans and profiles include an illustration of the anticipated concept for the proposed project. More detailed plans and profiles have been developed by the HSR subsequent to the Alternatives Analysis however, the scale of the resultant plans make it impossible to include them with this submittal. Similarly, the PCJPB 30 percent plans represent a large 11X17 format report that is infeasible to attach but could be obtained directly from the PCJPB staff. Also attached are illustrations of the aerial alignment that were developed either as part of the San Mateo Rail Corridor Plan or subsequently by the Bay Meadows development applicant as part of their Site Plan and Architectural Review submittal to the City. d. 9 The City of San Mateo has completed a deliberative and lengthy planning process to define our vision for transit oriented development throughout our rail corridor. The Caltrain System has been the backbone of this effort, as successful TOD depends greatly on proximity and accessibility of transit. The first significant piece of planning for this project was the Parsons Brinkerhoff Rail Alignment and Grade Separation Feasibility Study (2001), which indicated that it would be difficult to lower the alignment due to the proximity of existing streets, and an elevated rail emerged as the preferred alignment. Adoption of this plan by the San Mateo City Council in 2001 defined the City s preference for an elevated alignment. All of the studies and plans prepared subsequently have been predicated upon the concept of an elevated rail alignment for the project segment south of SR 92. These studies included the San Mateo Rail Corridor Transit Oriented Development Plan (2005); the Bay Meadows II Specific Plan Amendment (2005); the City s 2030 General Plan (2010); and the Hillsdale Station Area Plan (2011). In addition to being reliant on an elevated rail, this subsequent planning has all been based on the assumption of a relocated Hillsdale Caltrain Station, as well as new street connections at 28 th and 31 st Avenues. The developments which have been planned and approved throughout the project area are reliant on an elevated alignment, which furthers the need for this project. In addition to some of these more documented and high-profile milestones, the process of planning for this project has been peppered with numerous additional rail related activities such as public meetings, community workshops and an active amount of correspondence. A summary of significant activities which have taken place to date (including links to relevant adopted plans, staff reports, and correspondence) is shown in the table below San Mateo convenes Citizens Advisory Committee for the Rail Corridor Plan, a multiyear community planning effort 11/05/2001 Parsons Brinkerhoff completes Rail Alignment and Grade Separation Feasibility Study for area bounded by Hayward Park and Hillsdale Caltrain Stations. Recommends Hayward Park platforms remain at grade; raising tracks between Highway 92 and Hillsdale Blvd; Relocating Hillsdale Station to between 28th and 31st Avenues; use of aerial viaduct between 28th-31st encouraged. 06/06/2005 San Mateo Rail Corridor Transit Oriented Development Plan adopted by City Council 05/29/2007 City Council and Planning Commission Joint Session. Relationship of rail alignment to Bay Meadows project, and Hillsdale Station location and grade separations were discussed. The importance of having the Hillsdale Station relocated to between 28 th - 31 st Avenue was reiterated by Council/Commissioners. 08/02/2007 City Council and Planning Commission Joint Session to discuss relationship of rail alignment, Hillsdale Station location and grade separations. The meeting minutes indicate that discussion included the importance of working towards the eventual construction of a street connection under 28 th Avenue, and that the platform at the Hillsdale Station be located north of 31 st Avenue. 02/12/2008 City Council and Planning Commission Joint Session to review Caltrain Footprint Study for areas South of Highway 92. Council/Commissioners reaffirmed the preferred option is a raised rail alignment that has minimal impacts to El Camino Real, and that the location of the Hillsdale Station be between 28 th and 31 st Avenues 10/06/2008 San Mateo City Council adopts Resolution expressing support of Proposition 1A 10/30/2009 Public Works Director submits letter to High Speed Rail Authority commenting on Preliminary Alternatives Analysis and requesting that the alternatives for the segment between SR92 and the Hillsdale Caltrain Station include street connections at 28 th and 4

10 31 st Avenues and reflect the relocation of the Hillsdale Station in order to remain consistent with the TA s 2008 Footprint Study and other planning documents, and noting that the City s preferred option in this segment is the raised rail alignment that has minimal impact to El Camino Real. 06/25/2010 Mayor submits letter to High Speed Rail Authority providing comments on Preliminary Alternatives Analysis and indicating the City s support of the elevated alignment option proposed in the project segment. 08/26/2010 Public Works Director submits letter to High Speed Rail Authority regarding discrepancies in the Supplemental Alternatives Analysis (SAA). This correspondence seeks to correct the SAA s implication that a berm is the only alignment in the project area which would be compatible with local plans, and explains that an alignment which includes an aerial viaduct in the vicinity of the relocated Hillsdale Station, bounded by bermed transition areas on either side extending to the north and south would be in conformance with local plans. 10/18/2010 City Council adopts General Plan Amendments (2030) which describes how a raised alignment in the project segment would facilitate Hillsdale Station relocation and avoid requiring realignment impacts to El Camino Real. The General Plan includes policies to promote the elimination of existing at grade crossings; improve east-west access via new street connections at 28 th and 31 st Avenues; and to relocate the Hillsdale Station northward to a new location in the vicinity of between 28 th -31 st Avenue. 04/18/2011 City Council adopts Hillsdale Station Area Plan. This is the planning document that provides the vision for the area surrounding a relocated Hillsdale Caltrain Station. 2/28/2012 City Council conducts special meeting for purpose of consideration of funding recommendations in response to early investment by High Speed Rail in the Caltrain Corridor Council confirmed their support for the project and directed staff to prepare letter summarizing the City s interest in early investment in the 25 th Avenue Grade Separation and Rail Realignment Project to Caltrain and the HSRA. These actions demonstrate that San Mateo has set our alignment preference, and has accepted the only alignment provided by the High Speed Rail Authority s Alternative Analysis for this segment, and that has established the project. The alignment advocated by the City Council is the result of a well-rounded public process and over a decade of active planning for rail in the City of San Mateo. f. Identify potential issues/risks (e.g. funding, environmental, right of way, community concerns) that could affect delivery/implementation of the overall project description. Due to the multi-year nature of the planning process, property owners and businesses near the project area have been involved and are aware of the vision for the area. The project is supported by major neighbors including the Bay Meadows Development, the Hillsdale Shopping Center, and the Station Park Green and Hines Developments. The project is located within a segment of the corridor where sufficient right of way exists to accommodate construction of the rail alignment and does not require a shoo fly. For these reasons, we do not anticipate significant community opposition to the project. In order to complete the overall project, the City will be reliant on funding from High Speed Rail. In partnership with the JPB, we would plan to aggressively begin to pursue these funds during the preliminary engineering phase. 5

11 g. Identify the agencies/project team involved with the project, respective roles and the resources that will be available to carry out the implementation of the project scope. The City of San Mateo is the sponsor agency for the project scope and will partner with the JPB to serve as the implementing agency. The roles and responsibilities will be divided as follows: City of San Mateo (Sponsor Agency) Serve as political champion Provide local input for the project including providing quarterly progress updates to the City Council Provide policy/oversight direction Serve as public spokesperson Advocate for funding Submit City Council Resolutions and applications for Measure A Funds Signatory to Measure A funding agreements PCJPB (Implementing Agency) Implementation of project scope Technical project oversight and management Coordination with regulatory and review agencies Invoicing and progress reporting to the TA As sponsor agency, the City of San Mateo will dedicate the necessary time and in-kind resources to carry out the sponsor responsibilities identified and assist the JPB with successful implementation of the project scope. The Sponsor Agency team will include Larry Patterson, Director of Public Works; Susanna Chan, Deputy Director of Public Works; and additional staff resources as necessary. The JPB and their consultant will carry out all responsibilities identified to implement the project scope. h. Is the project listed and consistent with any adopted state, regional, county and/or local plans? (Include online links to documents, or include electronic copies if the documents are not available online.) What measures will be taken to ensure the project is consistent with and does not preclude or adversely impact the potential implementation of the Caltrain/HSR blended system. In order for Caltrain/HSR to implement the blended system it will be necessary to construct passing tracks in certain locations. Based on the various constraints which exist in other segments along the corridor, we believe that the ultimate build out of the blended system will include passing tracks along this segment. The San Mateo City Council has already confirmed their unanimous support for locating the passing tracks in this segment. While the construction of this project will include two lanes at first, the project will be designed such that the passing lanes can be incorporated in the future with minimal throw-away costs. To that end, this project does not preclude or adversely impact the viability of the blended system; in fact it actually delivers a key component needed for the ultimate full implementation of the blended system. j. How will the project be planned and designed so that the rail alignment is consistent with neighboring crossings and/or stations, if applicable? The adopted alignment for the 25 th Avenue grade separation begins at grade under the SR 92 overcrossing and west of the existing tracks. The SR 92 overcrossing represents the northern control point for the alignment. South of SR 92 the alignment will climb at the maximum allowable grade to gain as much elevation as possible at the existing 25 th Avenue crossing. It is anticipated that limited change will be required in the 25 th Ave profile. The street may only need to be lowered a couple of feet to achieve the clearance under the rail structure. The alignment remains west of the existing track and is controlled by the alignment requirement at the existing Hillsdale Boulevard rail overcrossing. The new structure for the elevated alignment is west of the existing structure and will need to be higher than the existing structure to ensure adequate clearance over the roadway. This difference in structure elevation over Hillsdale Boulevard and the profile requirements were factors that drove the decision to relocate the existing Hillsdale Station. The proposed new station location between 28 th and 31 st Avenues was selected based on the location of a tangent section long enough to accommodate platform lengths anticipated with high speed rail and future Caltrain service. The PCJPB and HSR alignments assume a return to grade somewhere near the existing 42 nd Avenue Grade Separation. This represents the southern control on the vertical alignment and would be the location where the horizontal alignment could return to the existing track alignment under the proposed 2-track system and prior to construction of passing tracks. 7

13 II. Safety and Traffic Improvement - Up to 35 points Data requested in this section is needed to obtain a CPUC Grade Separation Priority List Program Priority Index Number. The project applicant is only responsible for providing information for roadway and accident history, either for a) Existing At-Grade Crossings or b) Alteration or Reconstruction of Existing Grade Separated Crossings, whichever is applicable to the project. a. Existing At-Grade Crossing Data Is Project Part of a Consolidation (multiple crossings within the project footprint that are not separately severable)? 14 III. NEED Up to 35 points a. Describe the project need and benefits to the operation of Caltrain as well as the community in the vicinity of the project. With respect to the project need: Future congestion of roadways will necessitate a fundamental shift away from automobile travel to transit services. Caltrain s Strategic Plan anticipates continued increases in demand for its rail service through the year The JPB is planning to run more trains, at higher speeds, and to be fully electrified by A grade separation at 25 th Avenue will eliminate potential vehicle and pedestrian conflicts, and improve railroad operations and traffic circulation. It will also serve as a catalyst to create the additional street connections and relocate the Hillsdale Station, which is necessary to meet the needs of future planned developments. With respect to the benefits to the operation of Caltrain: In addition to the uninterrupted train service and obvious safety benefits that will result upon separating the 25 th Avenue crossing, relocating the Hillsdale Station will be of significant benefit to Caltrain. The Hillsdale Station is the most heavily used station in San Mateo and provides transit access to several major destination points: Hillsdale Shopping Center, the Bay Meadows site (83 acres of planned transit oriented development), and the San Mateo County Events Center. The San Mateo Travel Model shows a majority of existing passengers drive alone to the Hillsdale Station and park their cars. Improvement of and relocation of the Hillsdale station will be a key element in increasing local transit usage by residents and employees within the Bay Meadows transit oriented development which is approved and currently in construction. The Bay Meadows TOD will consist of over 750,000 square feet of office, almost 100,000 square feet of retail/restaurant, and over 1,100 residential units all designed to be pedestrian friendly and located within walking distance of the newly relocated station. The majority of the infrastructure has been constructed and the residential units are currently under construction. Moving the station to reside within this world class TOD will not only have a substantial impact in terms of promoting new Caltrain ridership, but will also allow for improved vehicular circulation and pedestrian access; and facilitate direct on-site bus/train transfer. San Mateo s Hillsdale Station Area Plan calls for the creation of a new Transit Center which will include a new parking garage along El Camino Real near 31st Avenue, with approximately 636 parking spaces. In Phase II of the Transit Center Program, a second parking garage on South Delaware Street in the Bay Meadows Phase II project area will be developed, with approximately 500 parking spaces. 9

15 With respect to the benefits to the community in the project vicinity: Creating new street connections at 28 th and 31 st Avenues which are facilitated by the rail realignment associated with the grade separation of 25th Avenue will substantially improve traffic circulation in the southern part of San Mateo. The surrounding community will benefit by improved east-west connectivity, an improved level of service, and reduced congestion in the area near the 25 th Avenue crossing as drivers will have additional locations to cross. In addition, noise near the 25 th Avenue crossing will be reduced, since consistent with the CPUC s safety regulations, train operators will no longer be required to sound train whistles and bells at the at grade crossing. b. Describe how and the extent to which the overall project will mitigate current safety and local traffic concerns. Grade separating the 25 th Avenue crossing would greatly improve safety and traffic congestion in the area. The crossing at 25 th Avenue is the only local/surface crossing for pedestrians, bicyclists and motor vehicles for more than 0.5 miles. The nearest surface/local crossing (non-highway crossing) is 0.61 miles to the South at Hillsdale Boulevard an 1.35 miles to the north at 9 th Avenue. Due to these distances, 25 th Avenue is a heavily used east-west crossing for pedestrians, bicyclists and motor vehicles, and local circulation is impeded during times when the crossing gates are closed. This usage will only increase as the Bay Meadows II TOD development is built out. In the last 10 years, the Federal Railroad Administration database lists 3 accidents at the 25 th Avenue railroad crossing. This data includes one suicide and one failed suicide attempt, as well as a collision between a train and a stalled vehicle. Grade separating the tracks may deter future suicide attempts and will eliminate any future conflict between trains and motor vehicles. Since this segment of rail will be elevated, the project will also serve to reduce trespassing and thus increase safety. The daily traffic congestion in this area backs up onto El Camino Real when trains cross 25 th Avenue. During peak AM and PM periods, this congestion affects the intersection Level of Service at El Camino Real and 25 th Avenue. This congestion would be alleviated by grade separating the railroad tracks. The two new street connections to be constructed by the City of San Mateo at 28 th and 31 st Avenues will improve east-west access and will reduce traffic congestion on Hillsdale Boulevard which is the heaviest travelled east-west street in San Mateo. In particular, the extension of 31st Avenue will be an alternative parallel route and will provide an alternate and more direct route to Highway 101 from the new Hillsdale Station Area. Reducing the volume of traffic on Hillsdale Boulevard and distributing it to multiple streets subsequently reduces the volume of traffic at intersections, and lessens conflicts between vehicles and pedestrians using the intersection. Increased street connectivity not only provides alternative routes and additional capacity for vehicular traffic, it also improves the response time of emergency service providers; provides opportunities for expanded public transportation service; creates more direct paths of travel for pedestrians and bicyclists; and establishes the basis for a pedestrian-scaled block pattern that encourages walking. 10

16 c. Economic Development/Land Use: To what extent does the overall project support regional, county or local land use policies and/or designations? For example, does the project support/or is an impetus to facilitate new transit oriented development or economic activity in a Priority Development Area or Specific Plan Area? San Mateo s rail corridor and Hillsdale Station area are both Priority Development Areas. An aerial alignment of the railroad tracks with a grade separation at 25 th Avenue, new street connections at 28 th and 31 st Avenues, and a relocated Hillsdale Caltrain Station are major components to the implementation and success of the City of San Mateo s Rail Corridor Transit Oriented Development Plan. Construction of the grade separation and street connections is required for the actual full build out of the Bay Meadows II TOD development and fulfillment of the vision laid out in the Bay Meadows Specific Plan and would provide better circulation and access by eliminating a major transportation circulation barrier. The new street connections would link the Bay Meadows II TOD to El Camino Real and thus support economic development along the El Camino corridor and the adjacent Hillsdale Shopping Center. A Hillsdale Caltrain Station adjacent to the Bay Meadows II development would increase Caltrain s ridership thereby improving the financial viability of the system. 25 th Avenue serves as a neighborhood shopping street on both the east and west side of El Camino Real. It continues east from El Camino Real to cross the Caltrain tracks at grade and joins up with Delaware Street. It is the only local street crossing of the railroad tracks between 9th Avenue and Hillsdale Boulevard, and provides a major point of entry to the San Mateo County Expo Center. Separating the railroad crossing at 25 th Avenue would ensure the economic vitality of the San Mateo County Event Center and maintain the usability and functionality of the Event Center s historical main pedestrian entrance at the eastern terminus of 25 th Avenue. 28th and 31st Avenues connect hillside residential neighborhoods to El Camino Real, but do not currently extend east of El Camino Real. Constructing street connections underneath an elevated rail at 28th and 31st Avenues will link El Camino Real to the extension of Delaware Street and ultimately the Franklin Parkway and Saratoga Drive. This will provide an additional street connection linking the existing development on either side of the train tracks. It is anticipated that the rail alignment will be elevated in the vicinity of the new Hillsdale Caltrain station. Having the tracks elevated on structure will permit virtually unlimited pedestrian access between the Bay Meadows Project, the new Hillsdale Station, El Camino Real and the Hillsdale Shopping Center. 11
