1 CEDAR LAKE TOWNSHIP April Monthly Meeting p.m. Chairman, Rob Puncochar, called the monthly meeting to order at 7 p.m. at the St. Patrick Social Hall. Pledge of Allegiance was said. Present: Chairman, Rob Puncochar Supervisor, Norman Sticha Supervisor, Joe Lambrecht Clerk, Arnita Novotny Treasurer, Karen Tupy Also present: Math T. Sirek, Jr. Rick Jones Denie Sticha Robin Lichtblau Ken Ceola Jeff Krocak Dennis Molinaro Albert Bisek Greg Halling Darren Lake Gerald Williams Allen Svoboda Josh Bastyr Becky Bastyr Keith Glanzer W. Darby Mooney Tom Wolf, Scott County Commissioner Minutes: The minutes of the March 3, 2015 monthly meeting were approved by a motion/second by Supervisors, Norman Sticha/Rob Puncochar, all in favor, 3-0, motion carried. Treasurer Report: Treasurer Tupy read the treasurer report. One correction Rob Puncochar stated that the $87 in the minus under escrows will no go under Armbruster, it should be in the Road and Bridge fund. With no other corrections/additions a motion/second was offered by Supervisors, Norman Sticha/Rob Puncochar, all in favor, 3-0, motion carried. Receipts for the month totaled $ Informational: Sheriff Report: Benjamin Koestner of the Scott County Sheriff s office reported that Cedar Lake Township had 35 calls for the month of March. Nothing out of the ordinary. Minnesota Association of Township officer list was completed and signed and returned to the Township Association office by the township clerk. Verizon Wireless: Escrow monies of $750 were received by Cedar Lake Township. New Business: Jake and Becky Bastyr & Keith Glanzer: discussed with the town board and township engineer the proposed location of their driveway on 270 th Street ( ) that they plan to build. Mr. Glanzer stated that the engineering survey is being done by Jacobson Engineering. The Bastyr s are working with Scott County Development and they are in the process of a Administrative Subdivision Checklist. The Bastyr s will need to obtain a driveway permit from the township when they will be ready to construct the driveway. The parcel of discussion was Parcel 2 (11.3 acres).
2 Jeff Krocak: of Baseline Avenue inquired of the townboard if he could have a 2 nd driveway on his property off of Baseline Ave. Mr. Krocak was informed that Cedar Lake Township has a driveway ordinance allowing only one driveway per parcel. Dennis Molinaro inquired if a variance could be obtained. Supervisor, Norman Sticha then stated that Supervisors, Joe Lambrecht/Norman Sticha will make a site visit on the Krocak property before a decision is made. Gambling Permit Application: for the St. Patrick Church festival ( ) was approved by a motion/second by Supervisors, Rob Puncochar/Joe Lambrecht, all in favor, 3-0, motion carried. Darren Lake: discussed with the townboard the road that would need to be built if the Lake s want to build on some of their acreage in Section Previous engineer maps were reviewed by the townboard, Darren Lake and township engineer, Greg Halling. Mr. Halling stated he would contact and review with Scott County as to how this property was previously parceled out and then once again review with the townboard as to how and where the road would be built. Seal Coating, Crackfilling & Patching: for the 2015 Cedar Lake Township road projects was discussed with the townboard and people present by township engineer, Greg Halling. Discussion and questions that were brought up by people present were also answered. The following roads will be in the road projects: Millerview Road (West) Miller View Lane Miller View Road Meadow Lane Country Hollows Lan East View Drive West View Drive Wyldewood Drive St. Patrick Court Wilderness Lake Circle Old Hwy. 13 Blvd. Wyldwood Court Edenvale Trail Millerview Hunters Lane Boulder Ridge Rd. Harvest Crest There will be 5.27 miles plus 13 cul-de-sacs for this project. Joe Lambrecht stated he would get two (2) bids from Parson s from St. Cloud and he would also mark the patches on Wyldwood and Country Hollows. Seal coating would take from June 1 to September 1 to cure. Some residents wanted to know of the upcoming schedule of road improvements. Townboard told them to come to the May 4 meeting for questions, etc. Creeksbend Estates: Randy Kubes & Chris Kubes Mic s Acres: Public Hearing Notice scheduled for Monday at 7 p.m. in the Scott County board room. Supervisor, Rob Puncochar to attend.
3 Cap X Bond & Escrow: Notify Stan Tessmer of Cap X that the Cedar Lake Township board would like him to attend the township meeting as the townboard heard there will be a power tie in for the construction of a pump station for a pipeline. Math T. Sirek, Jr. stated that he received notification that there would be a second line on the present posts. Encroachment Agreement: (David Larson) (need Ins.) Joe Lambrecht stated that Norman Sticha go to see the Larson s personally. Norm to follow up with the Larson s. Chainsaw: Joe Lambrecht asked for the chainsaw rate/man rate is removed from the township book for liability reasons as he learned at the township association short course. He suggested hiring an outside/private service. Supervisor, Rob Puncochar, made a motion that Cedar Lake Township hire a private/outside service when cutting trees. Joe Lambrecht offered a second, all in favor, 3-0, motion carried. Select Savings: Discussion followed among the board with the different % of interest rates. This savings account can be easily/quickly transferred to checking when needed as explained by Joe Lambrecht. Joe Lambrecht then made a motion to transfer $200,000 from the R/B account and put it into a TCD. Supervisor, Rob Puncochar offered a second, all in favor, 3-0, motion carried. W. Darby Mooney: of Langford Ave. asked the townboard of the building process as he wants to add a 25 addition unto his pole barn. The board instructed him to go to the building and inspection office at Scott County. Old Business: Klingberg Wetland Issue: Ken Ceola stated that the drainage issue is the same and has not changed. Mr. Ceola was notified that this is a private issue and Chairman, Rob Puncochar will call Klingberg. New Prague Rural Fire (Rep): Ongoing May Baseline & Jonquil Channel cleaning: Spring project ongoing Poultry litter piles: - Ongoing Jean Sticha (Cedar Brook Draft Resolution: - Ongoing Hills of St. Patrick: (Paving) Greg Halling Ongoing 240 th St. Upgrade: Norman Ongoing 20 loads of gravel have been put on roadway Greg Halling: Old CR64 (230 th St) Balsa Ave. (erosion) Ongoing Soil & Water Revised Park Plan: Rob ongoing Public hearing to be held in fall 2 nd driveways: - Fors (Hills of St. Patrick) Foy (270 th St.) Edenvale Estates 2 nd addition Gross Addition (as builts) Grand View Arbour Hillcrest Country Estates Development Status: (No activity for the month) Hills of St. Patrick Boulder Ridge II Maple View Estates Country Knolls (as builts)
4 Road Report: Norm Sticha reported: Contacted Rud s/reported mailbox Edenvale Drive Tim/check Sheriff Dept. contacted Norm of downed deer on Xkimo Ave. Norm removed Pat Freeman of Scott County talked to Norm about Doyle Kennefick and the Oak Savannah project. Scott County will leave the oak s to grow up. Clean up brush & buck thorn with volunteer help where CDA will manage. Business from the floor: Robin Lichtblau: introduced herself to everyone present that she owns property in Cedar Lake Township and lives on West View Drive. She also received write in votes at the March 10 th township election. Joe Lambrecht: reported that the people who bought the Country Hollow Park have sold their home and put some items that were left behind on the park land property. He notified Dan Eckholm at Scott County. Joe Lambrecht: inquired if the sign reflectivity program is completed. Norm stated he will work on the unfinished portion of the sign upgrade. Joe will look for sign completion.
