1 SHALER TOWNSHIP PLANNING COMMISSION October 15, 2018 The Regular Meeting of the Shaler Township Planning Commission was held on October 15, 2018, at 7:30 p.m. Mr. Piekarski called the meeting to order. REPORT OF BOARD OF COMMISSIONERS MEETING: August 14, 2018; September 11, 2018; September 25, Special Meeting; and October 9, 2018 Due to the lack of Planning Commission meetings, Mr. Piekarski stated he has not attended a Board of Commissioners meeting and did not have a report.

Sheetz, Inc. 284-M-50 & 284-M William Flynn Highway Seventh Ward Attorney Ryan Wotus of the law firm Goldberg, Kamin & Garvin, 1806 Frick Building, Pittsburgh, PA 15219, was present on behalf of the applicant. He stated there are two applications pending before the Planning Commission. The first is a lot consolidation of two lots that are located at the corner of Route 8 and Pennview Street. The second is an actual land development application for the development of the site as a Sheetz gasoline and service station at that site. Mr. Jonathan Garczewski, Gateway Engineers, 201 South Main Street, Suite 200, Butler, PA 16001, was also present on behalf of the applicant. He went through a detailed description of the site and the proposed lot consolidation. The consolidation, as proposed, complies with all the lot area requirements and other zoning requirements. Sheetz will be ground leasing the property. Mr. Sebastian stated his comments were addressed. The bridge remains, and the steel structure with the pillars immediately close to the bridge itself will be demolished as part of the project. Access to the bridge will be precluded. The project was 2
3 discussed in detail. Stormwater management will be controlled via an underground stormwater facility. The trash enclosure will be shielded with landscaping and fully enclosed. There will be two-way traffic on both sides of the pumps. There will be two-way traffic circulation throughout the site. The construction of the building itself was discussed in detail. There will be a retractable ladder for access to the roof. There will be no loading dock. All deliveries will be made through the man doors. Signage was discussed in detail and meets all township requirements. The engineer s letter was addressed as follows: Item No. 1 - The cutouts will be shown on the revised plans. Item No. 2 Some of the property was taken to PennDOT, and some of the property is being proposed to be dedicated to the township as part of the Subdivision plan. Item No. 3 The easements will be re-identified on the plans accordingly. Item No. 4 - All returns will be provided in the resubmission to the township. Item No. 5 The grease trap will be added. Item No. 6 It will be removed and taken care of. Item No. 7 - Some of the inverts were reviewed and evaluated on the survey of the property. Based on correspondence with Mr. Sebastian, those areas will be re-evaluated and included in the revised submission to the township. Items delineated will be verified. Item No. 8 The engineer requested a 90-degree angle into the existing sanitary system, which has been revised and will be included as part of the revised set of drawings to the township. 3
4 Item No. 9 - Since this property was previously filled by others, an analysis has been completed and an application made to both PennDOT and FEMA to revise that boundary so that it basically comes down below the existing building. The work has been completed in coordination with both the engineer as well as the reviewing agencies of the DEP and FEMA. The line will be revised, and the applications are in and under review. Once approvals are made, they will be forwarded to the township. Item No. 10 The maximum height of the flagpole is 25 feet. Item No To create a visual buffer between the two properties, some of the materials will be stockpiled along the northern property line. The compost stock is an erosion control measure to control runoff from leaving the property. There will also be proper slope blanketing and seeding of the facility. Before completing the engineer s comments, Mr. Sebastian stated for the bridge and access to the railroad track area there were talks previously about a fence or a gate. He wanted that indicated on the plans. Mr. Sebastian also stated there will be a stormwater management maintenance agreement put together to be signed as part of the project. Mr. Wotus stated that once approval is received, they will have to enter into a Developer s Agreement and O&M agreement. Item No Mr. Jerrod Crosby with Wooster and Associates was present. He is taking care of all the design and planning work for the Sheetz project with the Department of Transportation. Coming down Route 8 there is a guiderail that comes around the radius that will be removed, which will open up the radius. He also described in detail ways of making the radius larger. When completed, the opening will be close to 24 feet, as opposed to the current 21 feet. The location of the signal pole cannot be moved. Upon inquiry by Mr. Wagner regarding the daily car count, Mr. Josh Haydo with Wooster and Associates stated it would be approximately 1,150 vehicles a day going in and out. Mr. Haydo described in detail how the daily car count was calculated. They looked into a right-turn lane on Pennview and felt it wasn t necessary. 4
5 Start date for the project is April of There will be an 8-inch mountable curb painted yellow. There will be a rumble strip island which goes up to a full mound of concrete. The project will be asphalt, but the pump pads will be concrete. There will be a vegetable oil recycling storage tank. There will be an indoor seating area. There will be bike racks. Mr. Chirdon inquired if there were any plans to have an EV charging station. Mr. Brian Dinges with the Sheetz Real Estate Department, 5700 Sixth Avenue, Altoona, PA 16602, stated they are in the early stages of proactively looking into that. There will also be free air at the location. Construction is expected to take five months. The closest fire hydrant is on the northeast corner at the McDonald's. DEP and FEMA approvals were discussed. Due to the conditions, Mr. Piekarski suggested conferring with the solicitor regarding Final Approval of the Site Development.
