11 Voluntary Overlay Zone land owners can choose to opt in by rezoning to CC MPUD value is created even if don t opt in Fifty (50) year entitlements value of long term entitlements offers development community predictability and long term value; Exempt from the Macro Transportation Timing and Phasing Analysis Master Roadway Plan and Finance Plan documents how internal and external road improvements are funded; 11
12 Expedited Incremental Review Process lets developers start construction without final approvals saving months off construction schedule; Transportation (Mobility Fee) Credits for first 2 lanes if Service Ready Sites are prepared (employment targeted land uses) with 10 gigabit connections; Required mixed uses are in close proximity to residential neighborhoods (% by distance) thus reducing vehicle trips on local roads; 12
13 All roads will have gigabit fiber in roadways (cars) and neighborhood trails (golf carts) to allow driverless vehicles to communicate; Separate Neighborhood vehicle trails and pathways alternative ways to get to work, shop, schools and parks (walking, golf carts reduce local road volumes) New code allows golf carts and light autonomous vehicles to use local roads; Mixed Uses in close proximity reduces local trips on roads Funds for BRT ROW Acquisition / Park N Ride facility Funds for Vision Zero Technology to reduce fatalities 13
14 Gigabit Infrastructure Credits are granted to builders for installing smart gigabit infrastructure (solar panels, smart meters, etc.) in homes/businesses Linear parks extend recreational space and maximize residential frontage to encourage access to outdoor activities - all parks and trails will have WIFI; Additional School impact surcharges allows facilities and programs to be funded with 10 gigabit equipment thus opening up tremendous opportunities for students and increasing value of local schools New custom made solar powered street lights with WIFI 14

Liberal Home Occupation rules encourages start-up companies in garages (10 gigabit access) and/or parents to run business from home; Tenants/Companies/homeowners have access to business start-up funds and educational programs using or promoting gigabit technologies (credits for education programs, funding startups) Service Ready Sites for expansion of new businesses and new business attraction that want 10 gigabit internet Flexible Land Uses easier employers to locate here; 15

22 Service-Ready Site requirements: Pre condition for release of Mobility Fee Credits Direct access to constructed primary or intermediate roadway on Master Roadway Plan (must have a logical terminus) Infrastructure must be installed in roadways: Potable water, wastewater, and reclaimed water (if available within 1500 ft) mains Electric & Telephone easements Constructed fiber for gigabit Utility Service Agreement Mass Grading permit SWFWMD permits Deed Restrictions lock in office/industrial land uses unless super majority vote by BCC 22
23 Purpose Identifies strategies, costs and funding sources for master transportation infrastructure needed for development thru Strategy: Utilizes private funding over long term Mobility fees and additional CC surcharges funds the required infrastructure without reliance on special assessments. Funding sources are received incrementally dependent upon when development occurs. 23
24 Requirements for Mobility Fee Credits No credits for any local interior roads No credits for external road improvements Admin, and BRT ROW acquisition (developers pay 25% cash at counter) Primary Roadways and Alternative Transportation lanes are required Intermediate Roadways outside developers holdings are eligible Costs for street lighting, autonomous transit vehicles, charging stations and trails (outside of ROW) can not exceed amounts in the Financial Plan Service Ready Sites With each CC MPUD a certain amount of upland Service Ready Site Acres based on square feet (office, industrial land uses) must meet conditions; Roadways must be adjacent to or terminating at Service Ready Sites Gigabit infrastructure must be in Roadways Utility connections in Roadways and Utility Service Agreements in place All permits (mass grading) in place Deed Restrictions locking in office or industrial land uses. 24

29 Pasco County approves entitlements without having roads in place at time of approval because it receives roads as pipeline projects giving Mobility Fee Credits at Bldg permit stage. Fees are used by the County to pay for future CIP and LRTP planned roads needed over and above what the developer requires for his own project Can be used for additional road improvements, transit, bike lanes, and sidewalks (Transp. related) No credits cash only of 25% must go to External roads, Administration and Transit Credits are given for Preferred forms of development: office, industrial employee generating uses. Reduced fees for more compact and transit oriented physical development (MUTRM, TOD, TND) (intent = because these forms REDUCE traffic on local roads) Different Fee Schedules for Urban (W/S Pasco). Urban (E/Central) and Rural (N Pasco) NO credits given for INTERNAL roads that only serve project (NO local interior roads) Credits are given for roads that function as Arterial/Primary roads (Highway Vision Plan) or external to project if required by the County. The 2040 Long Range Transportation Plan relies of future Mobility Fees to fund projects within each designated District 29
30 Purpose: Used as an INCENTIVE to speed up development priorities (needed roads) at the expense of having less revenues for LRTP future funding; Used for office and industrial employment center connections. Benefit: County receives the roads when needed catalyst for preferred development. County benefits from the time delay (by paying later when credits are worth less). Catch: Must use the credits in the District that generates it. 30
