An Introduction to the project and a few thoughts September 13th 2018 Tom Rye, Edinburgh Napier University
What makes Park4SUMP unique? Park4SUMP: A game changer for urban mobility, by strategically integrating high quality parking management into Sustainable Urban Mobility Planning (SUMPs) 2
Why parking management? It s effective results here from on-street parking management in Munich 3
Impact of parking management on commuting in Krakow Survey of commuters after latest zone extension survey sample size % 45.0% 40.0% 44.0% 47.0% 35.0% 30.0% 33.0% 28.0% 25.0% 20.0% before after 15.0% 13.0% 10.0% 4.6% 4.6% 5.8% 8.1% 5.0% 3.4% 4.3% 4.2% 0.0% public transport car (as a driver) car (as a passenger) bike walk others 4
Project partners in the consortium Technical Partners Mobiel 21 (BE) ENU (UK) FGM-AMOR (AT) DIFU (DE) ISINNOVA (IT) POLIS (EU) Leading Cities Vitoria Gasteiz (ES), Rotterdam (NL) Freiburg (DE) Krakow (PL) Follower cities Tallinn (EE) Slatina (RO) Sofia (BG) Sint-Niklaas (BE) Zadar (HR) Shkodra (AL) Lisbon (PT) Gdansk (PL) La Rochelle (F) Reggio Emilia (IT) Umeå (SE) Trondheim (NO) Advisory Board EPOMM, EPA, CROW 5
General project concept Raising awareness and gaining acceptance among relevant stakeholders on how the right parking policies can help cities Moving from a reactive to strategic parking policy Integrate parking management into SUMPs Building capacity, particularly among cities that have difficulty in picking up such policies Stimulating further innovation in parking management Implementing parking measures that are new for cities Delivering behaviour change whilst generating revenues 6
Objectives Showcase best practice in parking management (PM) and SUMP-integration Further innovative PM implemented in leading cities, learning from each other Follower cities take up proven PM measures from leading cities Encouraging national level to support PM Encouraging innovation in PM Moving from a parking policy that is only operational and reactive to one that is strategic Dedicating parking revenue to specific uses Make parking management an integral part of SUMPs Integrating innovation and new technologies into parking policy To free public space and reduce car travel 7
Work packages WP 1 Management WP2 Analysis (level of) SUMP development and integration of PM into SUMP WP3 Implementation plans for integration of PM into SUMP WP4 Capacity-building WP5 Implementation in Park4SUMP cities WP6 Dissemination of results to 3 main governmental levels WP7 Evaluation and recommendations WP8 Ethical requirements 8
ParkPAD tool to be used in each partner city: review parking policies achieve consensus on improvements develop action plan 9
Typical measures that cities will implement Maximum parking standards Improved smart enforcement Smart payment Controlled parking areas increased in size, changed charging structures Ringfencing revenues for sustainable transport Integration of PM into SUMP Neighbourhood bicycle parkings / alternative use of public space Developing ways to respond to MaaS, ridesourcing Accompanying communication campaigns 10 POLIS EPA Parking Seminar Prague 13 Sept 2018
What s interesting, inspiring about Park4SUMP? Very wide range of city partners Some at very start of parking management Some leaders, highly innovative, can learn from each other ParkPAD Integration with SUMP 11
Thank you! Tom Rye Edinburgh Napier University
Impacts 16 Park4SUMP cities will: integrate parking management into their (future) SUMP free public space across city area dedicate at least 10 % of parking revenue to specific uses implement at least 50 good practice parking management techniques /measures/approaches 14 national governments will increase their knowledge of how their state s legislation on parking facilitates and hinders the use of effective parking management by cities in that state >300 external follower cities will benefit from capacity building and exploitation of results to improve integration of parking & SUMP policies. 13
