MOBILITY 4.0: REINVENTING THE ROLE OF PUBLIC TRANSPORT David Van Kesteren, Coordinator Cambio-Taxistop Chair of the UITP Combined Mobility Commission

A WALK THROUGH 1. From UITP to the combined mobility platform 2. UITP position: becoming a real mobility provider 3. Taxistop cambio: early cooperation in shared mobility in Belgium 4. MaaS: Mobility as a Service all-around transport for the modern individual 5. Autonomonous cars and the challenge for public transport 6. Mobility 4.0 combined mobility in the futur UITP

1 UITP : FROM THE CARSHARING PLATFORM TO THE COMBINED MOBILITY PLATFORM UITP

UITP COMBINED MOBILITY PLATFORM 2005 : From the European Carsharing Platform to the UITP Carsharing Platform ECS = more successful by joining forces with UITP thus aiming to achieve urban sustainable mobility. UITP believes Carsharing is complementary to Public Transport and that together they promote sustainable mobility : From Carsharing to Combined Mobility Platform Mobility has replaced transport individual and public. Public transport providers offer a broader mix of mobility services through new alliances with new actors such as carsharing, taxis, bicycles, etc..

UITP COMBINED MOBILITY PLATFORM Mission: Convince authorities and operators of the benefits of combined mobility Stimulate interaction among all combined mobility actors. Promote collaboration between all stakeholders to develop a comprehensive mobility offer responding to all the needs of the users and facilitating door-to-door mobility. How: Meetings, Workshops, Publications (Articles, online toolbox, position papers), Advocacy,

WHY COMBINED MOBILITY? Successful cities rely on efficient public transport in combination with shared mobility services

CITY PERSPECTIVE «Public transport is the most efficient in terms of space and capacity» in a double traction light rail vehicle 518 Persons or in 11 UITP

CUSTOMER PERSPECTIVE More complex mobility needs Relationship with the car changes

COMBINED MOBILITY IS THE ANSWER Modern mobility = flexibility + convenience = Door-to-door solution Public transport + Carsharing Taxis and shared taxis Bicycle and bike-sharing Carpooling, ride-sharing On demand transport Park & ride...

COMBINED MOBILITY + EFFICIENT PUBLIC TRANSPORT A real alternative to the private car A key to change citizens travel behaviour

Benefits - Why should public transport engage with combined mobility services? Complement the mobility chain Enlarge your service portfolio Change travel behaviour Meet lifestyle needs of new generations Extend catchment area of public transport Solution for first+last mile issue Give public transport a fresher image

RECOMMENDATIONS FOR GOOD COLLABORATION: Develop a real Combined Mobility policy Stronger together Public transport should play an active role or even take the lead when developing partnerships. Building strong alliances and partnerships is important, their form is secondary and depends on the context. Setting up a department in charge of Combined Mobility Being aware of mutual benefits

RECOMMENDATIONS FOR GOOD COLLABORATION: Formalize the recognition of a Combined Mobility service by the organizing authority Build tomorrow s cities Use new technologies Develop global marketing campaigns Encourage commercial cooperation Opt for and privilege combined mobility services with economic models in which client tariff income reflects, as far as possible, real costs. Quality as the leitmotif

3 EXAMPLE : COOPERATION PUBLIC TRANSPORT & CARSHARING IN BELGIUM 18 UITP

PUBLIC TRANSPORT AND CARSHARING IN BELGIUM Taxistop Facilitator of sharing since 1975 Doing more with less by collaborative consuming All kinds of sharing services: e.g. carpool, eventpool, less mobile services, homesitting, home-exchanging, carsharing

PUBLIC TRANSPORT AND CARSHARING IN BELGIUM History of carsharing in Belgium: 1997: Preliminary investigation by Taxistop 2002: Start MOSES Project May 2002: Test Station in Wallonie September 2002: Real start in Namur May 2003: Brussels September 2004: Flanders

PUBLIC TRANSPORT AND CARSHARING IN BELGIUM NMBS-Holding VAB motorist club TAXISTOP non-profit org CAMBIO GmbH & Co KG OPTIMOBIL BELGIUM National system service cambio WAL cambio BXL cambio VLA Strong shareholders with a common sharing philisophy

PUBLIC TRANSPORT AND CARSHARING IN BELGIUM NMBS-Holding : Parking places : In total 240 cambio-cars nearby railway stations Half of those cars are on B-Parking / NMBS property 1x per year: communication campaign De Lijn / STIB / TEC Use chip card from public transport to open cars 2 x per year: communication campaign Members reduction Permanent communication 22

PUBLIC TRANSPORT AND CARSHARING IN BELGIUM 23

PUBLIC TRANSPORT AND CARSHARING IN BELGIUM Prime Brussels Air : The Brussels Capital region offers a bonus to its residents when they get rid of their private car. One can choose between two plans: 1. one year free subscription cambio carsharing + one year free public transport 2. One year free subscription cambio carsharing + a bike bonus of 505. An example of good collaboration between local authorities, public transport & carsharing provider and a bike organisation. 24

MODAL SHIFT 29% 26% 16% 28% 29% 9% 13% 51% 6% 3% Succesfull cooperation between carsharing and public transport induces a modal shift. Deeper collaboration between different mobility providers should be encouraged.

4 MAAS: MOBILITY AS A SERVICE OR INTEGRATED MOBILITY PLATFORMS Supports and increases the succes of public transport 26 UITP

MOBILITY AS A SERVICE The spotify of transport A traveller uses mobility services offered by one provider, in stead of his own transportation. That provider rassembles different modes of transport which offers the traveller the possibility to choose its mode of transport depending on its destination, time, price and real traffic 27

MOBILITY AS A SERVICE A MaaS provider should consist of the following: Offering a wide range of mobility services such as public transport, ridesharing, bikesharing, carsharing, Reservation and payment of tickets Tripplanning from door to door Realtime data Offering side services such as parking, fuel card, 28

29 MOBILITY AS A SERVICE

MAAS: MOBILITY AS A SERVICE OR INTEGRATED MOBILITY PLATFORMS Challenges for a MSP Cooperation with (all) different modes of transport Means of reservation and payment Complemantarity of different existing systems Rassembling and protecting all (real-time) data Creating a user friendly device Convincing the individual Conving public administration & politics to create a preferential (fiscal) environment 30

MAAS EXAMPLE BELGIUM Olympus App Lease car-riders are given access to the app The Olympus app allows them to buy public transport tickets, command bikesharing and carsharing, pay underground parking, The company receives only 1 invoice. The rider is encouraged to use/try other modes of transport by giving him/her easy access. 31

MAAS EXAMPLE BELGIUM 32

33 MAAS EXAMPLE VIENNA

MAAS EXAMPLE VIENNA 34 A Registration Services Information Routing Reservation / Booking Ticketing Validation Key B

MAAS EXAMPLE VIENNA Overall: sustainable transport modes gain! 35

5 AUTONOMOUS CARS: INFLUENCE ON COMBINED MOBILITY Challenges the existence and success of public transport 36 UITP

CHALLENGES FOR PUBLIC TRANSPORT Increase of individual comfort Time saving Smart driving Personal preferences Liberty «Natural» choice for the individual MONEY DRIVEN

CHALLENGES FOR PUBLIC TRANSPORT Consequences More purchase of cars Average A.V. drives more Empty cars on the road Spatial spreading of cars Loss of public space For the rich Decrease of use of P.T. Road Safety (1,2 millions deaths on the road a year) Challenge: Convince the individual to make a shift to shared PT AV s

CHALLENGES FOR PUBLIC TRANSPORT What should Public Transport do? Two options: 1. Nothing, but then big corporates will dictate the market 2. Be involved through cooperation with local authorities being the initiator: by integrating the shared AV in the Public Transport System

CHALLENGES FOR PUBLIC TRANSPORT Positive influences if initiated by PT (+ local authorities): Data ownership Less congestion (interconnectivity + road pricing) Less cars More public space

6 MOBILITY 4.0: A COMPREHENSIVE COMBINED MOBILITY IN THE FUTUR 41 UITP

CHALLENGES FOR PUBLIC TRANSPORT How to provide easy & seamless mobility? Offer integrated mobility solutions : Mobility as a Service Mobility Shops Integrated Mobility Platforms by setting up partnerships «If you control the platform you control the behaviour» Use autonomous vehicles (AV) technology to optimise the public transport system and to prepare the citizens on this mode 42 To encourage shared autonomous vehicles tomorrow we need more shared mobility today!

OUTCOME IN 2025 If futur mobility consists of Deep collaboration of different mobility providers through MaaS Integration of autonomonous vehicles in the society via public transport providers The concept of shared mobility (carsharing + ridesharing) is accepted and the individual preferences are set aside = Introduction of driverless shared autonomonous cars with different capacity reinforcing public transport 43

THE FUTURE OF CARS? Decrease of the number of private cars with 80% 44

Thank you for listening! I will be happy to answer your questions 45
