16 Conclusions Range of demand side measures that articulate needs to technology providers Regulation, Procurement, Other Cities provide a wide range of case study material Fragmented approach apparent (EU directives not working) Best progress made via consistent and sustained approaches built on an underpinning strategic rationale genuine and credible, commitment, consistent, progressive, medium and long term messages to the market Examples include London Congestion Charge Zone & Low Emission Zone, California Mandate, UITP benchmarked city bus procurement Least progress made via fragmented approach Pilots are a mixed blessing Can create momentum and help with scenario planning and to validate competitive TCOs Not to be confused with consistent and sustained demand side measures Procurement key to making progress Ultra low emission vehicles are available now with more on way Whole life cost approach (TCO) is key to evaluating procurement decisions More can be done through procurement of services (simple steps, collaborative actions) Evidence of business interest to respond but procurement impotent if no follow through\ monitoring\enforcement) Page 16
