Agenda NAIGT history OLEV s aims Who we are Consumer Incentive Plugged-In Places Technology
Overall Strategy and policy context UK has ambitious CO 2 reduction programme and legislation Improvements to conventional engines expected to provide the bulk of CO 2 reduction from road transport to Biofuels also a significant contributor in this period.
Let s start with the current industry view EU Fleet Average CO 2 Targets (g/km) TBD Demonstrators H 2 Infrastructure Niche EVs Charging Infrastructure Demonstrators Mass Market EV Technology Plug-In Hybrid Fuel Cell Vehicle Fuel Cell & H 2 Supply/Storage Breakthrough Energy Storage Breakthrough Full Hybrid Energy Storage Breakthrough Micro/Mild Hybrid IC Engine and Transmission innovations (gasoline/diesel/gas/renewables/h 2 ) Vehicle Weight and Drag Reduction
EVs and PHEVs in UK context Significant potential for medium-long term decarbonisation of road transport Synergies with UK renewable and low carbon electricity objectives Ambition to achieve UK economic benefit in transition to ultra low carbon vehicles Short term goal to develop a flourishing early market and establish path to mass market.
OLEV: The aim Placing the UK at the global forefront of ultra-low carbon vehicle development, demonstration, manufacture and use Over the next five years, to create a flourishing early market, with a path to mass market Focus - on three complementary objectives: Demand Supply Places
Who we are: Michael Hurwitz Director OLEV Dave Buttery Infrastructure CO 2 regulation Rosie Snashall Consumer Incentive Roy Collins Strategy, R&D Procurement Robin Haycock Industry Liaison Kate Warren Supply chain Jason Byrne Programme Management Sachin Suchak Infrastructure Liz Girling CO2 regulation Tim Ward Strategy, secretariat John McVeagh Team support Ranbir Nota R&D Procurement Adam Cartwright Consumer Incentive Bernie Lally Consumer Incentive Recruitment underway Supply chain

Places: Plugged In Places Infrastructure Framework Up to 30m ( 33.5m) available Supporting the Plug-in car Grant Regions, cities, rural communities, with a commitment to take a lead in ultra-low carbon transport: Consortia: Businesses, electricity companies, regional and local government Infrastructure installed: Range of technology options On-street and in car parks, Workplace, Retail, Leisure) Local market building Marketing and initiatives like EV only parking Strategic fit Interoperable across UK. Links to Smart Grid, Integrated transport etc
Timescales Two-stage process proposed to support funding according to local readiness Launch of information pack for both phases: 19 November 2009 Early Movers: Completed applications received: 31 January 2010 Successful cities / regions announced: mid-march 2010 Investments made: 2010/11 Second Wave: Expressions of Interest (EOIs) submitted: 1 June 2010 OLEV works with consortia on final applications: June-September 2010 Final applications submitted: 30 September 2010 Successful cities / regions announced: November 2010 Investment made: 2011/12, 2012/13 Assessed by independent panel who will provide advice for ministerial decision
Plugged In Places The first successful bids London Electric Vehicle Capital of Europe Stretched targets for vehicles on the streets (100,000 by end of decade) Added congestion charge incentives Milton Keynes Exemplar for low Carbon living the Low Carbon Living Programme Existing policy work on EoT shift from Liquid fossil fuels Targeting a wider geographical reach North East Aiming for a wired region Growth of ultra-low carbon vehicle and infrastructure industry Significant public and private partners
Where Next with OLEV and PIP Strategic fit Where are the gaps? Who will lead on what? Links to Smart Grid, Integrated transport etc? Interoperability? Common approach to market development? Hearts and Minds? PIP working together rather than in competition Building Momentum and experience shared across the community.
