3 The case for action Public Health particulate matter (PM 2.5 ) and nitrogen dioxide (NO 2 ). This estimated that the equivalent of 9,500 deaths were caused by long-term exposure to air pollution. life would lose 2.2 years (if male) and 2 years (if female) of life expectancy. Fairness The health impacts associated with air pollution fall disproportionally on our most vulnerable communities, affecting the poorest and those from minority ethnic groups more acutely. Tackling air pollution is about social justice and there is an urgent need to do more to tackle public health inequalities. Legal compliance Like most major European cities, London does not meet the legal requirements for NO 2 and issues remain with Particulate Matter).

4 Ultra Low Emission Zone and other charges Extending the Ultra-Low Emission Zone (ULEZ) to the North Circular Road and the South Circular Road and the possibility of bringing forward the introduction earlier than Under current plans the ULEZ will only operate within the Congestion Charging Zone and it is due to come in from Implementing an extra charge on the most polluting vehicles entering central London using the Congestion Charge payment and enforcement system from 2017 (this would not mean an increase in the Congestion Charge but just the method for collecting the extra charge from people driving the most polluting vehicles) Introducing ULEZ standards for heavy vehicles London-wide from 2020 To balance and mitigate effects the Mayor has also called on Government to implement a national diesel scrappage scheme

12 MAQF Project Spotlight ZEN Hackney Recruited over 850 businesses to the ZEN Undertaken or scheduled over 583 pollution reducing measures with ZEN businesses Provided grants for a range of active travel infrastructure measures (including 10 cargo bikes, 19 showers, 13 cycle storage facilities and 16 pool bikes/e-bikes) Winner of two national awards - Fleet Heroes and National CSR Awards. Runner up in a further 3 awards

13 MAQF Project Spotlight GOSH Camden Idling by ambulance drivers has been eradicated previously drivers were idling in 75% of the surveys. 38,000 annual patient journeys making the shift to low emission travel. Percentage of taxis booked through the hospital that are low / zero emission has increased from around 70% to around 91% National Air Quality Award 2015 and was shortlisted for a Sustainable City Award 2015 zone Walking maps for Kings X / St Pancras, Euston and Waterloo promote low and zero carbon travel No-idling toolkit pack for ambulance companies (posters, info sheets, window pledge stickers) Video encouraging no carbon travel to the hospital shown in the main reception:

14 MAQF Project Spotlight EV Car Club Westminster 23 EV charging points installed serving 42 Car club The car club is servicing these bays with 40 plug-in hybrid vehicles.

15 MAQF Round 2 The second round of MAQF grants have been awarded for projects which commenced in April 2016 and include: an innovative lamppost charging project - Hounslow a green delivery service which encourages people to walk or cycle to the local shops - Walthamstow several projects supporting boroughs to reduce the 10% of pollution which comes from construction and construction machinery a range of projects to reduce idling and encourage walking and cycling.

16 Low Emission Neighbourhoods The fund will also be supporting a number of transformative Low Emission Neighbourhoods (LENs), with 1 million each. These LENs will deliver a package of interventions in a defined area to provide an enhanced environment for walking and cycling and a reduction in emissions and exposure.
