4 Major challenge for the City: air quality Hamburg: 1.8 million inhabitants and still growing Number of commuters is (still) increasing: more than commute into Hamburg on a daily basis; overall constant volume of motor traffic Air quality often fails to meet legal limits Revised air quality plan in May 2017 Main elements: E-mobility, promotion of cycling, restrictions for older diesel cars on two roads in Hamburg-Altona 1,9 million in ,000 flats each year 4
5 EU and national framework EU legal framework: Directive 2014/94/EU on the deployment of an alternative fuels infrastructure: comprehensive EU strategy for the development of alternative fuels which sets binding timeframes and requires Member States to formulate and submit corresponding National Policy Frameworks. Eight MS have not yet notified the Commission of measures transposing the Directive into national law; infringement procedures have been launched. Background driver: Directive 2008/50/EC on ambient air quality Legal and political framework in Germany: Political goal since 2009: 1 million electric vehicles by 2020 National policy framework as required by AFI directive. The German NPF submitted in November 2016 comprises: Incentive program for electric vehicles with 600 m (subsidies for BEV and PHEV) and 300 m for infrastructure Emog (Electromobility Act) allows municipalities to favour EVs as regards road access, road and parking fees. Approval of vehicles: German federal law based on EU type approval rules. 5

8 Hamburg s strategy for e-mobility Current state of play: electric vehicles in Hamburg metropolitan region of which belong to corporate fleets 550 used by Hamburg or surrounding municipalities 100 e-carsharing and taxi 600 privately used Co-operation with industry as of 2017: VW Leasing 400 cars, BMW 500, Renault 450 8
9 Hamburg s strategy for e-mobility What do we focus on? Substitute as many conventionally driven vehicles as possible with zero-emission vehicles Priority is given to those types of vehicles with the highest mileage: Buses Cars used for car-sharing Taxis Vehicles used for city logistics State has role model function: investment in own fleets: KPI 50 % EV in public fleet; burden of proof reversal in procurement rules (2014) 9

Directives and binding requirements for public transport and the fleet of the city administration (Financial) support for e-mobility projects Setting up publicly accessible charging infrastructure Launching of political initiatives on the federal level Co-operation with car manufacturers 10

13 Promotion of emission-free vehicles by using electric buses Political goal: Only emission-free buses to be procured by 2020 Joint procurement initiative Hamburg and Berlin, now joined by other German cities The public transport company HOCHBAHN runs the innovation bus route 109 (3 diesel hybrid buses, 4 fuel cell bues and 2 battery driven buses). Deployment on a larger scale is about to follow: Approximately 10 electric buses will be ordered in 2017 and further 30 electric buses will be ordered for 2018 and 2019 On the EU-level: support of the Clean Bus Initiative of the COM 13
14 Promotion of emission-free vehicles: car sharing, taxi and city logistics Main political goal: scaling up electrification Car sharing: 10 E-neighbourhoods: neighbourhood-based pool of EVs car2go and drivenow will employ mostly electric cars in Hamburg Taxi: Hamburg is lobbying for new binding rules on the federal level regarding taxi concessions. The aim is to make additional requirements on the level of the Länder (e.g. a zero-emission standard for cabs) possible. These new standards would however be preceded by a targeted funding until the new law becomes binding. City logistics: new project for the last mile ZUKUNFT.DE (largescale deployment of electric vans (3-3,5 t) with Daimler and VW (500 vehicles) 14
15 Promotion of emission-free vehicles: Charging infrastructure Currently 350 charging points deployed; charging per month Charging power is 100% from renewable sources; discrimination-free charging infrastructure; charging points compatible with cityscape By autumn 2017: 600 publicly accessible charging points in all districts of Hamburg (70 fast chargers), followed by a further 400 in car sharing areas and 150 for the co-operation switchh. By charging points are to be built. Hamburg provides subsidies to establish publicly accessible charging points on privately owned property. E-Mobility act has been thoroughly implemented and applied: Electric cars enjoy free parking until 2020, non-electric cars using charing points as parking space are towed away 15
16 Input for Discussion: Challenges Hamburg: Number of EVs foreseen in 2013 has not yet been achieved Funding program for charging points on private land needs to be adjusted National level: Revision of taxi concessions; funding for bus depots would be helpful; exempt e-buses from EEG -contribution European level: TEN-T-funding policy should continue to focus on clean and alternative energy Cities and regions require (technical, administrative ) support for the setting up of platforms to exchange policy approaches Most relevant: further reducing emissions at the source (emission limits/co2 standards) and introduction of mandate for EVs all levels: both pressure on and co-operation with OEMs 16
