12 Conclusions EU ETS is key element in European climate policy Despite tightening of the cap surplus of allowances also in second trading phase Trade-off between providing regulatory certainty for firms and allowing for interventions in case of unforeseeable events Realpolitik opposition to introducing market stabilisation mechanisms in EU - EP voted against back-loading of allowances Credibility of the EU s flagship climate policy instrument is seriously put into question 11
