3 Chapter 8 Collision Management Introduction 27 February 2015 At any Mine where there is a significant risk of such collisions Trackless mobile equipment must be provided with means:..to automatically detect the presence of pedestrians / equipment to effectively warn the operator and the pedestrian of such a presence Proximity Awareness - should already be implemented..and in the event where no action is taken to prevent potential collision, further means shall be provided to retard the trackless mobile machine to a safe speed where after the brakes of the diesel powered trackless mobile machine are automatically applied. New Diesel Equipment July Underground Diesel end 2020 Reg (b) 4. Opencast and Open Pits end 2020 Reg (b) 5. Surface end
5 Significant Risk to be determined by each site through a risk assessment process. All TMM both underground and surface Focusing on Vehicle-Pedestrian & Vehicle-Vehicle interactions Effectiveness of Traffic Management Plans will reduce significant risk? Resultant CMS Strategy and Implementation Plans Way Forward On any mine where there is significant risk CMS must be implemented 1. Collision Awareness PDS Solution Must be implemented across all significant risk TMM no period of grace Implement Traffic Management Plans to reduce the risk MOSH Leading Practice Implement a Change Management Plan to reduce the number of alarms and non-compliance Operations to ensure that PDS Awareness Solutions are able to achieve Avoidance 2. Collision Avoidance Intervention PDS/OEM Solutions Battery and Electrical Powered no period of grace Accelerated solution development Selected Development / Test sites End develop at least 5 competitive, robust, cost effective solutions to roll-out with a Change Management Plan Operations to budget for implementation Way Forward as proposed by MRAC proposal to be confirmed by MRAC before passing on to MHSC 1. New proposed dates for diesel equipment end Presentation clarifying the Regulatory Requirements 3. COM Project with CM&EE Task Team to coordinate the Way Forward 4. Operations to communicate to their workforce 5. DMR to align Regional PIs 6. Present to Regional TRFs 7. MHSC Industry Workshops (DMR to coordinate) 5
