3 Metro Area Motorist Assist Program Annual Statistical Report Introduction Program Background The Metro Area Motorist Assist (MAMA) Program is an innovative, award-winning volunteer program designed to provide assistance to motorists on the freeway system in the Omaha/Council Bluffs area. The program is administered by the Metropolitan Area Planning Agency (MAPA) in coordination with the Nebraska State Patrol. Volunteers of the program are trained by the Nebraska State Patrol and operate three well-equipped, well-marked emergency vans during the morning and evening peak periods. During these times, the MAMA Program Vans patrol I- from the Platte River into Council Bluffs, I- from Highway into Council Bluffs, I- from the Missouri River to I-, I-, and the North and Kennedy Freeways in Omaha. MAMA volunteers provide a variety of services to the motoring public including: automotive fluids (such as fuel and oil), helping with flat tires, providing jump starts, providing directions, arranging to have vehicles towed, and clearing debris from driving lanes. By providing emergency assistance to motorists in the Omaha-Council Bluffs region, volunteers of the MAMA Program play an important role in reducing traffic congestion created by the these kinds of incidents. Additionally, by removing debris from the freeway system, MAMA Program volunteers help reduce the potential for traffic crashes along the freeway system. Because of the service of MAMA Program volunteers, law enforcement officers are able to concentrate on serious enforcement needs and emergencies. Since the MAMA Program began in April of, more than volunteers have dedicated nearly, hours of service. Based on an analysis in this report, these volunteers have saved the States of Nebraska and Iowa over $,. About This Report Each year, the Metropolitan Area Planning Agency (MAPA) develops two reports for the MAMA program. This report, the Metro Area Motorist Assist Statistical Report, is compiled in September and February each year. The MAMA Statistical Report includes information about the number and location of assists throughout the metropolitan area and the relative value of that service. Three maps are included within this report as well. Map illustrates the number of assists per mile along each roadway segment for the year. Map illustrates the average number of assists along each segment of the freeway system in the Omaha Council-Bluffs region since the MAMA Program s inception. Map shows the density of assists (Total Assists/Miles) of each segment of the freeway system since the program s inception as well. The attached Data Appendix provides an overview of the MAMA program year by year. The information within this Appendix provide an overview of program activities and include tables summarized by i

4 roadway segment, the type of assistance provided, the day of the week the assist occurred, and a calculation of the total value of the volunteer service provided by MAMA program volunteers.. Figure (next page) illustrates the total number of assists per year for roadways served by the MAMA program. US- Similar programs in other metropolitan areas cost hundreds of thousands of dollars annually and employ full or part-time law enforcement officers to provide a similar service. The unique, volunteer nature of the MAMA program provides cost savings to taxpayers and reduces the burden on law enforcement officers in the Omaha-Council Bluffs region. The assistance provided by volunteers of the MAMA Program make the freeways in the metropolitan area safer and ensures that high-level of customer service is maintained for the motoring public.
