7 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 6 GLOSSARY DEATH RATE: The number of deaths resulting from traffic crashes per 100 million miles of travel which occurred in the State annually. The formula is: (Annual deaths X 100,000,000 / Annual Vehicle Miles of Travel). DRINKING INVOLVED TRAFFIC CRASH: Any crash in which one or more drivers or pedestrians were drinking and, in the opinion of the investigating officer, their intoxicated condition contributed to the cause of the crash. There are strong indications that investigating officers under-report drinking involvement as a contributing factor in traffic crashes. As a result, this underreporting should be taken into consideration when reviewing drinking involved data presented in this Compendium. FATAL TRAFFIC CRASH: A crash in which one or more persons were killed as a result of the crash and their death(s) occurred within 30 days of the incident. From , a crash would be classified as a fatal if their death(s) occurred within 90 days of the incident. FIXED OBJECT TRAFFIC CRASH: Any traffic crash whose first harmful event involved a motor vehicle striking a fixed object. Crashes where a motor vehicle struck a fixed object as a result of a secondary event in a crash are not included in this definition of terms. INJURY RATE: The number of deaths and injuries resulting from traffic crashes per 100 million miles of travel which occurred in the State annually. The formula is: (Annual deaths and injuries X 100,000,000 / Annual Vehicle Miles of Travel). OLDER DRIVER INVOLVED TRAFFIC CRASH: Any crash in which one or more drivers of motorized vehicles directly involved in the traffic crash were 55 years of age or older. PEDESTRIAN INVOLVED TRAFFIC CRASH: Any crash in which one or more pedestrians were directly involved in the crash.

9 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 8 BACKGROUND INTRODUCTION The BRPC Staff as a part of its MoDOT Work Plan Agreement for the Fiscal Year initiated a comprehensive regional safety study in The study is designed to assist local communities in understanding local and regional traffic safety issues. The study is composed of three parts: Part I provides general crash data, trends and statistics on a jurisdiction-wide level and for Boonslick as a region. More specifically, data analysis includes number of crashes, number of fatalities, number of injuries, and number of alcohol related crashes for the period. The analysis also includes a comparison of Boonslick crash rates by jurisdiction, and with Missouri and United States data. This document includes the results of Part I of the regional safety study. Part II will include a more detailed analysis of the regional crash data to depict locations of crashes throughout the region. Furthermore, crash data will be analyzed for the freeway and arterial system network. Number of crashes, rates, and number of injuries and fatalities will be compiled and examined to depict high crash locations by freeway segments and by intersections along the arterial system. Results of Part II of the regional safety study will be published in a separate document by spring of 2013.

10 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 9 STUDY PROCESS Collisions occur on roadway segments and at intersections because motor vehicles are in conflict with one another when driving, crossing or turning in traffic. The purpose of this study is to collect and analyze the crash data in order to determine the cause and develop potential remedies for the problems. This study is the first step for the Boonslick Regional Planning Commission to incorporate safety into its Regional Transportation Plan. The Boonslick Regional Safety study includes the following components: Collect and organize crash data. Create a regional database with GIS capabilities. Analyze and identify high-crash locations for the region. Develop and examine solutions to address safety problems. Recommend for inclusion in the Transportation Prioritization Needs List for project implementation. The results of this comprehensive study will provide localities and various agencies in the BRPC Region to address specific safety-related issues including: Intersection safety Bicycle and pedestrian safety Speed Red light cameras Red light turning Traffic control devices Seat belt usage Enforcement The above elements and issues will be covered in detail in Part II of the regional safety study. The following represents the results from Part I of the study.

11 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 10 AT A GLANCE Crash Statistics within the Boonslick Region for the years 2006 to 2010 or specifically the year 2010: Approximately 1,912 crashes each year or 5.2 crashes per day occur within our transportation planning area. On average, one person is killed every 17 days and 1.7 people are injured every day in a traffic crash. On average, there are 2 passengers per vehicle involved in a traffic crash in the Boonslick Region. Of the circumstances involved in a crash, approximately 10.0% of the drivers were inattentive and 20.0% of the drivers were driving too fast for conditions on that given day. Approximately 45.2% off all accidents in the Boonslick Region involved only one vehicle. Pick-up trucks are involved in approximately 20.8% off all vehicular accidents in the region, while larger trucks such as tractor-trailers are involved in approximately 6.4% of all accidents. Animals are involved in approximately 8.2% of all vehicular incidents.

12 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 11 BOONSLICK REGIONAL PLANNING COMMISSION The Boonslick Region is situated along Interstate 70 and is located immediately west of the St. Louis metropolitan area. The Boonslick Region is a three-county area (Lincoln, Montgomery, and Warren) comprising of 1,588 square miles and is bounded by Audrain and Pike Counties on the north, Audrain and Callaway Counties on the west, St. Charles County on the southeast, the Mississippi River on the northeast and the Missouri River on the south Census data shows rapid growth in Lincoln and Warren counties (number two and three in the State as a percent of growth since 1990). The region's fastest growing cities are Winfield, Wright City and Truesdale, growing by 94%, 89%, and 84% respectively. Several cities have grown by more than 50% causing strains on community services and utilities. The Boonslick Region encompasses 831 miles of MoDOT roadways, including 77 miles on Interstate 70, 424 miles of major collectors, 151 miles of minor arterials, 129 miles of minor collectors, and 50 miles of principal arterials. The region s functional classifications include Interstate 70 and one principal arterial (Hwy. 61) as well as five minor arterial highways. Virtually all singlelettered roads, and a large portion of Highway 94, are minor collectors. All but a few of the minor collectors are double-lettered roads. The state transportation system includes 114 bridges within the Boonslick Region. Of the MoDOT bridges within Boonslick, 14 are one-lane bridges. The purpose of this region-wide safety study is to assist local communities, and MoDOT, in understanding the local and regional safety issues on our roadways. The study will assist the Boonslick Regional Transportation Advisory Committee (TAC) in understanding safety issues on their respective roadways. Crash data in this report was obtained from the Missouri State Highway Patrol - Traffic Records Division for the calendar years 2006, 2007, 2008, 2009, and BRPC staff analyzed raw data and complied a Regional Traffic Records Database to ensure 0.0% reporting error, to the best of their ability. Other sources used throughout this document and can be found in the Appendix - Research section of this document. BRPC staff encountered a majority of issues due to lack of consistency of data provided by the state and local authorities who responded in the event of a vehicular incident.

13 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 12 DATA ANALYSIS In the following section, characteristics of traffic crashes throughout the Boonslick Region are examined. These characteristics include the number and rate of traffic crashes, fatalities, injuries, and crashes that involved alcohol. Characteristics of traffic crashes are also examined for each BRPC locality, and comparisons are made with national and statewide data, as well as with other metropolitan areas in the state of Missouri. The information included in this report reflects the most up-to-date data received at the time of this report, and raw data associated with the following figures is included in the appendix. All data discussed and analyzed in this document was received from the Missouri Department of Highway Patrol in the summer of 2011 and is believed to be the most comprehensive list of vehicular accidents for the counties of Lincoln, Montgomery, and Warren. Traffic Crashes There were 1,875 traffic crashes reported in the Boonslick Region in the year The number of traffic crashes has decreased nearly 9.6% since 2006, when there were 2,073 traffic crashes throughout the region [Figure 1]. The Boonslick Region accounted for 1.2% of all traffic crashes in the state of Missouri in This low percentage is in spite of vehicle-miles traveled (VMT) in the Boonslick Region increasing 37% from 2006 to Total Annual Traffic Crashes FIGURE 1 - BOONSLICK ANNUAL TRAFFIC CRASHES, 2006 to Total Traffic Crashes Year

14 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 13 TRAFFIC CRASHES BY JURISDICTION The decrease in traffic crashes in the Boonslick Region over the last five years can be attributed to a significant drop in the number of crashes in select areas. Two counties, Montgomery and Lincoln, saw a decrease of more than 14.5% in the number of traffic crashes between 2006 and 2010 [Figure 2]. Warren County also saw a slight drop, with 8 fewer crashes in 2010 than in Some select jurisdictions saw a modest increase in the number of traffic crashes over the last five years [Figure 3]. Localities experiencing increases in the number of crashes were typically localities that experienced a significant amount of growth in population and traffic along major interstates or highways during the 1990s, such as Wright City, Warrenton, and Troy. 15 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 14 TRAFFIC CRASH RATES Analyzing safety by the total number of traffic crashes does not reflect the fact that the Boonslick Region s population has grown over the last ten years, and that people throughout the region are traveling more. While the number of crashes decreased 9.6% between , the number of vehicle-miles of travel in the Boonslick Region increased 37%. Changes in regional safety can be better analyzed with traffic crash rates, which can account for this growth in population and travel. The number of crashes per million vehicle-miles of travel (MVMT) decreased significantly in Boonslick Region between 2006 and 2010 [Figure 4]. There were 1.0 crashes per MVMT in the region in the year 2010, compared to 1.8 crashes per MVMT in Crashes per Million VMT FIGURE 4 - TRAFFIC CRASH RATES, 2006 and 2010 United States Missouri Boonslick Region For all three individual jurisdictions, crash rates are lower than 2006 counts. Warren County s number of crashes per MVMT is considerably lower, having decreased 1.2 crashes per MVMT [Figure 5]. 16 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 15 NUMBER OF VEHICLES FIGURE 6 shows the number of vehicles involved in each crash in the Boonslick Region in Two vehicles were involved in 51.7% of all crashes throughout the region, while 45.2% of all traffic crashes involved a single vehicle and 13.4% involved three or more vehicles. Regional numbers, however, deviate from statewide numbers. 29.8% of all statewide traffic crashes in 2000 involved one vehicle, while 61.1% involved two vehicles. It should also be noted that heavy trucks were involved in 6.4% of all traffic crashes in Boonslick Region in This is considerably higher than the statewide figure of 3.8%. 17 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 16 CRASH TYPE FIGURE 7 shows the distribution of traffic crashes by crash type in the Boonslick Region in The primary collision types in the Boonslick Region were Motor Vehicle in Transport crashes (48.8% of all crashes) and Fixed Object crashes (31.2%). Collisions with animals constituted over 8.2% of all crashes. Pedestrians, meanwhile, are involved in less than 1% of all crashes. 18 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 17 CRASHES INVOLVING ALCOHOL Alcohol was involved in 7 traffic crashes in Boonslick Region during However, the number of crashes that involve alcohol in region has increased in recent years, albeit slightly [Figure 8]. There were 13 such traffic crashes in 2006, which only constituted >0.5% of all the crashes that year. This represents a 46.1% decrease in the number of traffic crashes that involved alcohol over the last five years. Various jurisdictions in the region saw a decrease in the number of crashes involving alcohol between 2006 and Montgomery County saw the biggest drop at over 85.7%, while Lincoln County and Warren County saw no change. 19 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 18 TRAFFIC CRASHES BY MONTH AND DAY OF WEEK FIGURE 9 shows traffic crashes by the month of the year for both for BRPC and the State of Missouri for the year Crashes in the Boonslick Region occurred consistently throughout the year, with nine months containing between 7.0% and 9.0% of the total yearly crashes. The trend in the region is similar to that throughout the state of Missouri other than in December (10.0%) and January (9.9%), which is likely attributable to adverse weather conditions that were not uniform across the State of Missouri. There was substantial derivation in crashes by day of week between the Boonslick Region and the State of Missouri on Friday s and Saturday s.

The Boonslick Region reported more vehicular incidents during wet and snow conditions, which is likely attributable to adverse weather conditions that were not uniform across the State of Missouri in 2010.

Other crashes in the Boonslick Region affected by weather conditions such as rain, snow, and sleet are comparable to that of the State of Missouri.

All other trucks constituted over 6.3% of all crashes. Compared with that of the State of Missouri, the Boonslick Region has approximately 6.2% more pick-up truck crashes and 2.5% more all other truck crashes.

Also noticeable is that more traffic crashes occur as a result of dark streets with no street lights (26.0%) in the Boonslick Region, compared to 10.0% of the State of Missouri.

25 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 24 INJURIES There were 1,875 injuries as a result of traffic crashes in the Boonslick Region in While the number of crashes has decreased 9.6% in the region over the last five years, the number of injuries decreased nearly 20.4% during this same period [Figure 15]. The number of injuries as a result of traffic crashes has also decreased both statewide and nationwide, but not to the extent that they decreased in the Boonslick Region. There were 37,613 injuries statewide in 2010 {MSHP Statistical Analysis Center, 2010}, which is a 10.8% decrease since 2006, and there were 2,346,000 injuries nationwide in 2008, a 13.1% decrease since 2005 {NHTSA, 2009} FIGURE 15 - BOONSLICK TRAFFIC CRASH INJURIES, 2006 to 2010 Total Annual Traffic Crashes Traffic Crash Injuries Year

26 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 25 FATALITIES There were 22 fatalities as a result of traffic crashes in the Boonslick Region in With the number of crashes decreasing 9.6% and the number of injuries decreasing 20.4% in region between 2006 and 2010, the number of fatalities decreased 15.4% over this time period as well [Figure 16]. The fatality trend in the Boonslick Region is similar to the trend across the state. 27 BRPC REGIONAL SAFETY STUDY: PART 1 ~ GENERAL CRASH DATA & TRENDS 26 SUMMARY Significant trends from the preceding data are summarized below: Although the number of vehicles-miles of travel has increased 37.0% and the total population has increased 28.7% in the Boonslick Region since 2006, the number of crashes has decreased 9.6% and the number of injuries as a result of traffic crashes has decreased 0.7%. The number of fatalities as a result of traffic crashes have decreased 4.5% in the Boonslick Region since The number of fatal crashes involving alcohol has decreased 46% in the Boonslick Region since 2006, but alcohol is still a factor in 32% of all traffic fatalities throughout the region. The rate of traffic crashes and injuries in Boonslick Region are below those of other Missouri metropolitan areas, the state as a whole, and the national average. NEXT STEP This document summarized Part I of the Regional Safety Study for jurisdictions in the Boonslick Regional Planning Commission region. Part II and Part III of the study will include an analysis of the regional crash data, depiction of high-crash locations, examination of countermeasures and possible solutions, analysis of alternatives with estimated planning cost and possible funding options. The approved projects will be incorporated in the Statewide Transportation Improvement Program (STIP) for implementation by the Transportation Advisory Committee (TAC).
