52 IV. Summary
53 In 2007 almost 900 people were killed and an estimated 153,000 were injured in crashes that involved red light running in the US. About half of the deaths in red light running crashes are pedestrians and occupants in other vehicles who are hit by red light runners. Studies have reported that red light cameras reduce angle and turning crashes. Because the types of crashes prevented by red light cameras tend to be more severe than rear-end crashes, research has shown there is also a reduction in the severity of crashes. The Village of Stone Park s Red Light Camera Enforcement Safety Program uses state-of-the-art digital camera and detection systems, provided by SafeSpeed, LLC, installed at some of the City s most dangerous intersections for the purpose of decreasing the number of red light runners and reducing collisions. The Village of Stone Park received approval to install RLR cameras on US Rt. 12/20/45 (Mannheim Rd) at the intersection of US Rt. 20 (Lake St) and they went live on below dates. Date of RLR camera implementation on Westbound Lake St at Mannheim Rd: 4/7/2009 Date of RLR camera implementation on Southbound Mannheim Rd at Lake St: 9/25/2009 There have been no Signal timing (or any other settings of Traffic Controller) changes. According to the Average Daily Traffic (ADT), volume from IDOT, the volume of the Westbound of this intersection increased from 22,500 in September of 2008 to 26,600 in December of (See Tab III) Despite the increases in traffic volume, the crash data from 2008 to 2009 shows Total accidents were reduced by 45.45% at this red-light camera intersection. (See Tab II) Numerous studies from the US, as well as the experience of many other cities, indicate decreases in red light running violations and collisions after cameras were installed and Mannheim Rd at Lake St was not an exception. Other intersections not monitored by automated enforcement may also experience a decrease in violations and accidents as a result of the presence of this automated enforcement system changing driving behaviors. Because enhanced traffic safety is the principal aim of RLR Camera enforcement programs, we, SafeSpeed, LLC, strongly recommend that we should remain an integral part of a traffic systems process that incorporates public education, enforcement and engineering at this location.
54 The results showed Total accidents were reduced by 75% at this intersection and Total accidents were dropped by 45.45% from year 2008 to year Oregon Law requires that cities provide a public information campaign to inform local drivers about the use of RLR Cameras before citations are actually issued. Educating the public is a critical step in reducing red light running. In order to effectively change poor driving habits, drivers must be made aware that RLR Cameras are in use. It is recommended that cities hold well-publicized kickoff events and issue periodic press releases about the effectiveness of RLR Camera enforcement within their jurisdictions. Oregon law also requires that signs be posted, so far as practicable, on all major routes entering the jurisdiction indicating that compliance with traffic control devices is enforced through cameras. The law further requires that signs indicating that a camera may be in operation be posted near each intersection where a camera is installed
