This wrk grup (WG) represents the knwledge exchange platfrm f WP6 Equipment and peratinal aspects. The entire wrkshp sessin was held n the afternn f Thursday the 29 th (day 1) and n the mrning and first half f the afternn f Friday the 30 th f March (day 2). The WG member cnsists n ne hand f the cluster partner TÜV Rheinland (leader), CERTU, IFTEC and MPK and n the ther hand f the experts wh were invited fr this specific WG. The questinnaires itself were filed ut by the experts befre the meeting and were summarised in an excelfile by the cluster leader. The main items under discussin were as fllws: Leipzig: majr changes 1991 / 2006 develpment f the fleet f vehicles frm the early 1990th till tday with a reductin f tramunits and a increase f bus kilmetres (185 km in 1990, km in 2006) reductin f staff in maintenance and f vehicles and infrastructure Lisbn: lw flr vehicles except trams in the muntain areas (turistical aspects) lt f illegal parking 1990 renewal f bus fleet Tday there are 45 tramvehicles and they are ding nly maintenance by themselves 100% lwflr fleet in cmpliance with legal requirements Existing prblems with platfrms in bad cnditins Sfia: inhmgeneus and very ld fleet (cannibalism) lack f funds fr infrastructure Small and yung metrfleet, that shall be extended in future time Inhmgeneus fleet with busses, trlley busses and tram Bus: imprtant in public transprt in Sfia Very ld fleet with sme activities t refurbish and purchase t less investments t keep standard cannibalisatin f vehicles t keep vehicles rlling Tram: prblems with spare parts à cannibalisatin started activities t refurbish tram stck little lwflrpercentage referring t the lack f funds Decreasing funds fr investments in infrastructure; vehicles are prir Apprx. 1 mil p.a. fr maintenance and investments in infrastructure Public transprt in cmpetitin with 6 privat peratrs _ 2 SPUTNIC is funded by the 6th framewrk prgramme f the Eurpean Unin

3 SPUTNIC Strategies fr Public Transprt in Cities Zagreb: tender fr new buses; envirnmental issues: less nise (lw flr articulated tram) + CNG/bidiesel buses; accessibility fr PRM: special services with minibuses 121 bus lines with 300 busses (60% f the fleet is lwflr) They purchased 70 trams (100% lwflr) and further 70 within the next 2years, financed by the municipality f Zagreb 40% f the fleet is prepared fr bidiesel à difficulty: nt enugh bidiesel available n market 40% f fleet is in prepared t turn n CNG after recnstructin f bus dept Krakw: nt t big decrease f the patrnage (70% t 60%); PTactr gets n subsidies fr peratin cmmn platfrms fr bus and tram in sme cases; decentralised management 60% in mdal split fr public transprt (withut structural changes since the 1990th); Challenge t keep current situatin in the mdal split Busses / Trams are using same platfrms and lanes 80% f the bus stck is lwflr à there is n need t reach 100%; target is ~75% Existing cperatin with Bmbardier t refurbish/mdernise trams In cmpetitin with a huge number f private peratrs Prblems: inhmgeneus fleet mixed types in ne dept privatisatin and strategy f the municipality preference t trams because f the huge capacity Brn: subsidy fr CNG buses; autmatic cntrl system; lw flr busses n sme lines and identified n timetables + special services with 3 minibuses. 4 SPUTNIC Strategies fr Public Transprt in Cities Bratislava: CNG buses has decreased the perating cst (by 15% less than fr diesel) 4% lw flr buses, 0% lw flr tram and trlleybuses; cannibalism n ld vehicles like in Sfia (cutback f busvehicles frm 570 t 450). CNGBusses are 15% mre ecnmically than diesel busses Prblems: punctuality à trying t slve this by using a AVM system in sme areas f the city inhmgeneus fleet nly 10% t 15% f the spare parts f an vehicle can be used fr vehicles f different age f same typ best practice referring t a hmgeneus fleet is t cperate with 2 r 3 prducers t reduce dependence, elevate flexibility and cmpetitin between prducers. 2) Day 2 (Friday, 30 th March): The bjectives f day 2 were t find ut and discuss the key prblems and therewith the key challenges f PT actrs in CEE Cuntries. Cluster cnclusins: 1 General statements A need t keep the high share level f PT travel mde that can be bserved currently an inhmgeneus and t ld RS fleet (lack f spare parts, availability prblems, cannibalism n ld RS) a bad state f infrastructure, with a high need t cnvince pliticians that it is the first pririty (befre RS) a lack f funding that increases the difficulty f pririty chices n a matter quite cmplex that shuld t be managed regarding the whle system apprach t maintain the current technical chice in the existing netwrk, tramway r metr fr the heaviest crridrs BRT appraches dn t appear as actual ptential slutins that culd be used (fr example, tramway and metr prject have pririty in Sfia at this time) at last hetergeneus situatin between cuntries and cities, regarding als their size. _ 4 SPUTNIC is funded by the 6th framewrk prgramme f the Eurpean Unin

5 SPUTNIC Strategies fr Public Transprt in Cities Challenges n Infrastructure (the first pririty) increase the urban space dedicated t PT, r give pririty t PT imprve the enfrcement f car parking regulatin by plice dedicated lanes: there are cncerns with usage by taxis in sme cuntries (cngestin fr the PT vehicles) increase the quality level f infrastructure (riding cmfrt, accessibility fr PRM) Challenges n Rlling Stck prblems f technical safety and reliability and different rules (Krakw: expensive cntrl by independent ffice, each 6 mnths fr buses, every 2 years fr tram; wn respnsibility f the peratr in Bratislava) difficulties t chse the best ecnmical way between these 3 ptins: refurbishment, secndhand, new vehicle (gd results in Zagreb with secndhand buses and nw frbidden; gd result in Bratislava with secndhand tram, by cntract with Nürnberg and Vienna) need f a careful ecnmic study that integrates als maintenance, energy cnsumptin and nise issues need t cnsider the lcal situatin (manufacturers, emplyment) need t cnsider the cnsequences n wrkshp design custmer willingness t travel n lw flr vehicles; chice f alternative fuel that remains ecnmically affrdable, and easy t perate (lk t lcal cnditins relating t independent supply, filling time, ) Challenges n AVM systems (the bridge between Infra and RS) ptimisatin f fleet traffic cntrl difficulties: cmpatibility f different systems in an urban area Challenges n ticketing / passenger infrmatin systems nt the first pririty implementatin has began in mst cities (fr example the dynamic infrmatin systems suitable t the blind peple implemented in Prague and in Brn) big prblems f fraud (nt accuntable, ld fare system) and vandalism _ 5 SPUTNIC is funded by the 6th framewrk prgramme f the Eurpean Unin

6 SPUTNIC Strategies fr Public Transprt in Cities Challenges n services fr persns with reduced mbility the cncern n this issue is starting lw flr vehicles are intrduced slwly by purchasing new vehicles, even fr tramways (lw flr by upgrading is pssible?) need t imprve the stp platfrm and its lcatin near the tracks, cmpatible with the lw flr (see the tw examples f slutins perated in Leipzig cmmn platfrm fr bus and tram in Krakw ) Outsurcing and calls fr tender issues In general, agreement n utsurcing what is nt the cre business f an peratr (maintenance f vehicles and infra); a gain f 30% n maintenance cst in Krakw; hwever maintenance utsurcing culd be cstly, fr instance in case f inhmgeneus fleets; utsurcing is als linked t public/private strategies that are negtiated.
