1 Lima/Allen County Community Pride Cleanup Program Guidelines and Procedures Purpose Offer free haul and disposal to communities and individuals of need in the Lima/Allen County area in an effort to clean up illegal dump sites or other areas that have debris and/or solid waste accumulated. Within the City of Lima, Allen County Refuse will provide containers, hauling and disposal for up to 1,000 tons of municipal solid waste disposal. The program will not exceed 1,000 tons of disposal and will be administered to be used over a three year period ending June 30, Townships using the trailer will be responsible for their own containers, hauling and dumping, as agreed to in their contracts. Program & Restrictions This program covers (at no charge) delivery and pick up of a solid waste container (typically 20 yard or 30 yard roll off) for a period of time not to exceed 10 business days. The cost to dispose of the solid waste will be at no charge to the recipient. The process to physically place solid waste into the container is the responsibility of the recipient. The recipient must have a suitable, safe and approved/permitted (by landowner, jurisdiction, etc.) location in Lima/Allen County for the container. The area for container delivery must be easily accessible and must safely accommodate the size of the container. Lima/Allen County will not be responsible for damage caused by the placement or removal of the container. It is recommended the container be placed in an area that will not promote the use of unauthorized dumping of solid waste. North Central Ohio Solid Waste District/ Allen County Refuse/ Townships will not be responsible for removal or disposal of solid waste from any other source except the recipient. North Central Ohio Solid Waste District/ Allen County Refuse/Townships will not be responsible for removal or disposal of solid waste outside of the container unit. Allen County Refuse/Townships may require the recipient to be present at delivery and pickup to deal with any problems with setting the container. Delivery and pick up of the container unit can be scheduled for Monday through Friday, between the hours of 8:30am and 3:00pm. For an approved project requiring work over the weekend, the trailer will be delivered on Friday and picked up on Monday. Only City/County employees are permitted to use the DCD van to deliver and pick up the trailer. An application must be completed, signed and submitted at least two weeks prior to event. Applications will be reviewed by the project committee on a first in/first out basis. At least three members of the committee will review for appropriateness of the project and the completeness of the application. The City of Lima/Allen County will have the final decision as to eligibility of applicant and the award of services. Emergency application requests will be evaluated by the Lima/Allen County clean-up committee. Exclusions The following are excluded from this program: Tires Hazardous Waste Housing or Building Demolition Debris Standard Bulk Waste from Residential or Commercial Property Any Commercial/Industrial Waste Sole Source Separated Yard Waste
2 Lima/Allen County Community Pride Cleanup Program Eligibility: The services from this program are available on a competitive basis within Allen County (see list of eligible groups below). Eligible groups include (all services provided must be in Allen County): Municipal Jurisdictions within Allen County. Park Districts and Health Districts within Allen County. Political Subdivisions of the State of Ohio located in Allen County. Volunteer groups conducting litter and/or illegal dump cleanups. Hardship cases referred by local municipal jurisdiction or Health Districts. Allen County Non-Profits, must be 501(c)3. Rating Criteria Need Multi agency partnerships. If illegal dump ability to monitor or secure to prevent further dumping. Award Decisions Applicants will be notified by unless otherwise requested and will be requested to verify delivery and pickup information. Services by year Total services for the program will not exceed 1,000 tons per year. Accountability & Reporting Requirements Recipients Submission of the Cleanup Summary Report presently used for Lima/Allen County programs within seven days of completion of project. Before and after pictures must be submitted. Any changes, additions or deletions must be approved in writing by the City of Lima Department of Community Development. I will ensure all participants using the power equipment from the trailer are at least 18 years old and have completed all Waivers. I will confirm the equipment inventory prior to receipt of the trailer and upon return of the trailer with City/LACNIP. I will distribute supplies to participants and ensure all equipment is operated safely. I will retrieve the supplies once participants have completed the project. I will properly secure the trailer and its contents, and will replace any item missing or not returned in the condition they were received (normal wear and tear excluded). I will contact the appropriate waste hauler to have all trash removed. I will ensure the trailer is free of trash and debris upon return. 6 Project Coordinator Responsibilities and Waiver Neighborhood/Project Name Project Coordinator s of Project The undersigned participant hereby certifies the following: (please initial each item) 1. I am over the age of 18 and will be using the power equipment in the Community Pride Cleanup Supply Trailer (CPCST) within Lima/Allen County, Ohio. I will require all under the age of 18 to be supervised by an adult, and will not allow them to use any power equipment. 2. I understand I am responsible for obtaining waivers for all participants & they need to be turned in with the application. 3. I understand the written instructions on the proper operation and maintenance of the power equipment in the binder labeled Lima/Allen County Community Pride Cleanup Supply Trailer Operator s Manual stored inside the CPCST. 4. I will operate all equipment as instructed by the manufacturer s safety guidelines and in conformance with the instructions in the Operator s Manual. 5 I will return any borrowed items from the CPCST clean and in working order & will meet with city/county official to complete inventory of equipment.. 6. I understand I am responsible to pay for the replacement of any items from the CPCST not returned in the condition in which they were received (excluding normal wear and tear) 7. I will not use the CPCST or the items in the CPCST for commercial purposes. 8. I understand the use of this equipment may be dangerous and can result in injury or death. I agree to defend, indemnify, hold harmless, and release Lima/Allen County and any of its departments, agencies, offices, officers and employees from all damages claims, liabilities and expenses, including attorney s fees and legal costs, arising or resulting in any way from delivery, placement, presence, servicing and use of the CPCST and the equipment stored within. 9. From the time the CPCST is delivered and placed until such time as it is removed by Lima/Allen County, the Project Coordinator will defend, indemnify, hold harmless and release the county and any of its departments, agencies, offices, officers and employees, from all damages, claims or liabilities and expenses, including attorney s fee and legal costs, arising or resulting in any way from delivery, placement, presence, servicing and use of the CPCST and equipment stored within.
