REQUIREMENTS for DRIVER COMPLIANCE Professional Driver Training to Convey Dangerous Goods by Road, is a yearly requirement The Certificate of Training is a legal document, valid only for 1 year from the date of issue This Certificate of Training must be in the vehicle whilst transportation is in progress The Dangerous Goods Declaration must be in the vehicle The TREMCARD must be in the vehicle

REQUIREMENTS for a PROFESSIONAL DRIVERS PERMIT for DANGEROUS GOODS (PrDP-D) Valid "Certificate of Training" Valid "Police Clearance" Compliance with the Traffic Department's eye test Dangerous Goods Driving Licence is only valid for 2 years from date of issue

REQUIREMENTS for COCT's DANGEROUS GOODS CERTIFICATE Preperation for the VEHICLE INSPECTION by the "Fire and Life Safety" of the relevant "Fire and Rescue Department" of the COCT Valid "Certificate of Training" Valid "PrDP Driver Licence" What type of vehicle ignition cut off is needed. This is determined by the "Fire and Life Safety Officer". What Hazardous placards will be approved. In this case it was a "Multi Load" and a rotateble orange square, that is white at the back when the vehicle do not transport dangerous goods Appropriate fire extinguishers must be fitted for the vehicle. In this case it was, 2 dry chemical powder extinguishers of 4.5kg. This extinguishers must be serviced yearly to ensure compliance Battery positive and negative poles must have isolation not to accidently short with metal above it

REQUIREMENTS for COCT's DANGEROUS GOODS CERTIFICATE continued Actual inspection takes place, and if all criteria of the "Fire and Life Safety Officer" are met, he will issue a "Permit of Compliance" with an amount that has to be paid. This "Permit" is then paid at the local municipality, leading to the issuing of an invoice of payment. A copy of this payment advice together with proof of payment must be faxed, ed or delivered to the "Fire and Life Safety Officer" from which you have requested the inspection, to authorize the issuing of the "Operators Card"

7 How to Legally Transport and Handle Hazardous Waste 4. REQUIREMENTS for COCT's TRAFFIC DEPARTMENT Documents needed: Valid Roadworthy Valid Dangerous Goods Certificate Previous Motor vehicle Licence Pay for a new "LICENCE DISC AND ROADWORTHY CERTIFICATE" and the associated "OPERATORS CARD"

REQUIREMENTS for the VEHICLE Display "LICENCE DISC AND ROADWORTHY CERTIFICATE" and the associated "OPERATORS CARD" Buy the orange coloured "Designated Space" vinyl envelope and keep your documents in the designated space whilst traveling, this must be visibly assessable when travelling and in case of an accident. All products that are being transported needs a "Transport Emergency Card - TREMCARD" in the ORANGE BAG or also called "The Designated Space"

REQUIREMENTS for COCT's Accreditation as a Hazardous Waste Transporter Fill in the form that is supplied by COCT A Certificate of Accreditation is issued to the company if the COCT is sure that the applying company conforms with the conditions of the COCT. Valid for 2 years from the date of issue

11 What is the difference between Minimum Requirements and Waste Classification?

12 The waste classification and Management Regulations, and Norms and Standards for Assessment and Disposal to Landfill (GN R ), has come to full effect on Tuesday the 23 rd of August 2016, when all transitional arrangements that had been provided for, terminated. More about the Regulations and Standards: The Regulations and Standards prescribe a revised system for hazard classification of waste in terms of the Globally Harmonised System of Classification and Labelling of Chemicals (SANS GHS), as well as a separate assessment procedure for waste disposal to landfill. These new procedures have replaced the Minimum Requirements of 1998 as it relates to waste classification, disposal and landfill designs; and The Standards include an extensive list of waste disposal restrictions that would come in effect over time, thereby diverting waste from landfills.

15 How to go about getting your waste classified in the Waste Classification era. 1. Firstly register your company on IPWIS at:

16 How to go about getting your waste classified in the Waste Classification era. 2. Get hold of a sample of the waste in question and label it properly. Fill in the WASTE DECLARATION / PROFILE DATA SHEET and give as much data of the sample. The more the better.

17 How to go about getting your waste classified in the Waste Classification era. 3. Take the sample to VWMF laboratory, and hand it over to the laboratory staff for analysis. Time to complete the analysis is dependent on the complexity of the composition of the waste, and whether the laboratory can do the analysis or not. If not, the sample has to go to a laboratory that is capable to do the analysis. Once that analysis is completed, the information is used by the laboratory to complete the HAZARDOUS WASTE DATA SHEET.

This Hazardous Waste Data Sheet display the information of the: The Waste Generator The Waste Transporter The person who submitted the form The SANS10234 Requirements like the UN Number, Class, Packing Group, Hazardous Group, Description of the waste, Odour, Landfill Class, Schedule, WIS Class, SANS Classification whether Hazardous or Non-Hazardous and waste type, which is completed by the laboratory. Lastly the Disposal Instructions, Comments, the SANS Hazard Warning and the right personal protective clothing to wear when working with the waste, is noted in this space. This Hazardous Waste Data Sheet has a unique number to identify it.

Once you have received your Hazardous Waste Data Sheet, you are ready for the next step, which is to find a Hazardous Waste Transporter that is accredited by the City of Cape Town to Transport Hazardous Waste. This Certificate of Accreditation is the final proof that the Transporter is authorised to transport hazardous waste. It is mandatory to use an accredited transporter. Both the driver and the vehicle need to be registered for dangerous goods. The vehicle must display a Operator's Disc and the driver must have a Professional Driving Permit to Transport Dangerous Goods. With this knowledge you can now start preparing your waste to be picked up by the transporter.

Each drum of waste needs a label, depicting the data on the Hazardous Waste Data Sheet, for example, as follows: HAZARDOUS WASTE TRANSPORTER S DETAILS: HAZARDOUS WASTE GENERATOR S DETAILS: TYPE OF WASTE: DISPOSAL INSTRUCTIONS: WASTE DATA SHEET NUMBER: UN NUMBER: HAZARDOUS CLASS: HAZARDOUS GROUP:

21 How to go about getting your waste classified in the Waste Classification era. 6. This being done, a VWMF Control Authorisation Sheet is completed, and sent through to, by to notify VWMF on what date and time your load will be arriving.

22 How to go about getting your waste classified in the Waste Classification era. 7. Before loading starts, the consignor, or waste generator, supplies the Dangerous Goods Declaration. It is the driver s responsibility to ensure that the waste is loaded correctly, and the driver must also sign this document.

On arrival at VWMF on the agreed date, the transporter will report at security where his paperwork will be waiting. Once confirmed that it is right, the transporter will be told where to off load. The truck will then stop on the weigh bridge before offloading the waste cargo. On the way out the truck will be weighed again to determine the mass of the waste. The driver will then receive the weigh bridge documentation and Waste Manifest Document, with a unique number.

Further to the above it is also mandatory for the transporter to have his Dangerous Goods Declaration signed off by the Consignee s officials at the security gate before leaving as this is also a mandatory requirement of the chain of custody documentation. These documents have to be kept for 5 years and need to be available for the Department when asked for.
