2 Formal Bids will be received by the Town of Mooresville for a One Man Leaf Vacuum Truck with a Hook-Lift Hoist as specified, until 2:00 PM on October 31 st, 2013, at Town Hall, 413 N. Main St, Mooresville, NC at which time they will be opened and read aloud. This is a formal bid according to NCGS , no bond will be required. Bidders will be required to comply with all applicable statutes and regulations. Bids must be submitted on this bid form showing unit prices. The name and address of the bidder and the bid number must appear on a sealed envelope in which the proposal is submitted. Bids may be mailed to PO Box 878, Mooresville, NC 28115, shipped via courier (FedEx or UPS) to 413 N. Main St., Mooresville, NC 28115, dropped off at Town Hall located at 413 N. Main St, Mooresville, NC It is the responsibility of each bidder to ensure that their bid packet is received on time. The Unit(s) described shall be new and be of the manufacturer s latest design and model. The winning bidder shall provide a working unit with all standard equipment and all parts or attachments not specifically mentioned which are necessary to provide a unit capable of working in a residential recycling environment. The unit shall meet all federal and state OSHA safety standards in force at time of delivery. The Town reserves the right to reject any and all bids submitted, or to select the bid or any part of the bid which, in our opinion, is in the best overall interest of the Town. 4 SPECIFICATIONS TOWN OF MOORESVILLE It is the Town of Mooresville s intention is to purchase a new hook lift sub-frame mounted, vacuum leaf and yard debris collector that can be easily mounted and dismounted via a chassis mounted hook-lift hoist. The unit shall be designed to allow the driver sitting on the right hand side of a dual drive chassis to drive and operate a 3-axis suction hose by means of a cab mounted joy-stick. The unit shall have a 20 cubic yard capacity and be self-contained. These specifications are minimum requirements. All deviations must be stated on this form or on a separate letter at the time of bid opening. Each bidder must check either Yes or No for each section. If Yes is checked, the bidder will be expected to supply exactly what is described. If No is checked, please provide a detailed explanation of the deviation, no matter how minor it may be. 11 HOOK LIFT REQUIREMENTS The following specifications describe the minimum requirements for a 31,000 lb. capacity hook lift hoist to be mounted on a new cab and chassis which meets the minimum specifications as described herein. 14 SELF CONTAINED VACUUM LEAF AND YARD DEBRIS COLLECTOR BODY REQUIREMENTS The intent of these specifications is to cover the requirement to manufacture a heavy-duty one-man operated hook-lift mounted self-contained debris collector that vacuums from the right (passenger) side of the unit. The design of the unit shall incorporate the latest available technology and engineering capacities. General Requirements Yes No Exception All bolts shall have aircraft quality nylon lock nuts on the unit and any component that is riveted shall use only stainless steel rivets. For superior strength and durability of the machine, tab and slot construction procedures shall be used for all metal fabricated components. The leaf collection unit shall meet or exceed all OSHA, federal and state regulations and requirements. Power Cummins model B3.3 (or equal) four-cylinder turbo charged diesel engine IT4 emission certified and rated for 74HP at 2600 RPMs provides the power. The engine shall have a minimum displacement of 195 inches or 3.2 liters. The engine is equipped with a 12-volt starter, alternator and a HD air cleaner. A heavy-duty 6.62 diameter x 21 long muffler that is vertically mounted shall be supplied. The engine sound rating shall be no higher than 80 dba at 50 feet. For maximum safety, a 2.5 diameter stainless steel exhaust pipe shall route the engine exhaust out to the lower driver s side of the unit, no exceptions. 15 Yes No Exception To reduce the possibility of the radiator from becoming clogged with leaf dust, a pressurized trash style radiator shall be used. For maximum engine cooling, an 18 diameter fan with seven 5 wide blades shall be provided. The fan blades shall be at a 40 chord angle and are capable of producing 7,600 cfm to pull the air through the radiator. The radiator shall be equipped with a bottom hinged secondary screen. The radiator screen shall be constructed out of ½ expanded metal backed with 1/8 hardware screening. The use of fine window screening is not acceptable due to the lack of air that can pass through and the overall durability of it. The secondary radiator screen shall be powder coated black to prevent corrosion; painted screen assemblies are not acceptable. The secondary radiator screen shall be held in place by two adjustable over-center clamps and can be opened and cleaned without powering down the unit. Engine Controls The engine controls are to be mounted in an instrument panel located inside the truck s cab. The instrument panel shall be designed for easy access to the instrument control wiring. Controls include voltmeter, oil pressure gauge, water temperature gauge, electric throttle, clutch engagement, tachometer, hour meter and ignition switch. All engine-monitoring gauges must be illuminated with back lighting for early morning or late evening operation. RFQ Leaf Vacuum Truck with Hook-Lift Hoist Page 15

16 All engine gauges shall be of marine quality to insure proper functioning in all weather conditions. All electrical controls and gauges are connected via circuit board with circuit breaker protection. The use of electrical wiring strips and fuses is not acceptable. A relay shall be provided to isolate any external loads from the control circuit. Yes No Exception All electrical connections associated with the engine shall be made with heat shrink connectors, no exceptions. The engine s wiring harness shall be connected to the circuit board by CPC screw type connectors, no exceptions. All electrical wiring shall be color-coded and use watertight terminal boxes with clear covers. An automatic safety engine shutdown for low oil pressure and high water temperature shall be provided. LED indicator lights shall indicate what function has caused the engine to shut down; water temperature, oil pressure, E-stop or inspection door/hose. Unit shall be supplied with a safety engine kill switch if the body is raised while the engine is still running, no exceptions. Engine Enclosure The engine is fully enclosed in a custom metal housing with breathing slats for optimum ventilation. The enclosure shall have front and rear access doors that protect operators from all belts, fans and moving parts. The top of the engine enclosure shall be completely removable without the use of tools; enclosures that are bolted together will not be acceptable. RFQ Leaf Vacuum Truck with Hook-Lift Hoist Page 16

17 All access doors shall be securely held in place by adjustable twist latches. The top of the engine compartment shall have hinged doors for convenient access to the radiator cap and oil fill. Adjustable twist latches shall secure the top access door. Fuel Tank A 30-gallon minimum capacity fuel tank shall be supplied. The tank shall be constructed out of the strongest of cross link polyethylene resins and is roto-molded in a manner to have a wall thickness of ¼ over the entire surface of the tank. Stainless steel, aluminum or steel fuel tank(s) will not be acceptable due to their corrosive nature and or their tendency to crack due to vibration with this type of machine. The tank shall be mounted on the engine base frame for maximum protection. Fluid Drive Coupler and Power Transmission Belt Drive A fluid drive coupler shall be provided with a 2-1/4 diameter hardened shaft. PTO shaft shall turn on 2 roller bearings that are pressed into the housing. A remote grease line to lubricate the outboard double spherical roller bearing shall be provided. 18 Power is transferred from the engine to the impeller shaft via a 3-grooved power band belt. Power band belt shall provide the suction fan with a 1:1 ratio with the engine PTO shaft speed, no exceptions. The impeller shaft shall be supported by two 2 diameter 4-bolt flange bearings. To minimize belt stretching, the maximum distance between the engine PTO shaft and the impeller drive shaft shall be 32. Means of adjusting the belt tension shall be sliding the engine from side to side with adjustable threaded rods. Hook Lift Skid Main Frame The skid frame is constructed of heavy-duty enclosed tubular steel, formed and welded to mate up to a hook-lift truck. The frame is constructed out of 2 x 8 tubular steel with ¼ thick walls, the use of I-beams or channel will not be acceptable due to their open design. The skid frame shall have the proper locking mechanism to mate with the truck and have steel rollers at the rear. The height of the hook shall be compatible with the truck. Overall length of the unit including the A-frame assembly shall be Box Container The box has a useable inside capacity of not less than 20 cubic yards and is self-dumping. 19 There shall be metal duct work so to direct the exhausted air across the top of the box, down the sides and exit at the bottom of the unit. The final exit point of the exhausted air shall be angled inward towards the bottom center of the unit. To help dissipate the exhausted air flow, the air exhaust ducting shall be at it largest opening at the final exit point of the system. The box is constructed out of 12-gauge steel and is bolted to the platform floor. Hoppers that are welded to the platform floor are not acceptable. The box is structurally supported by a minimum of four 3 channels vertically positioned on the sides and tied into cross members across the top. The interior of the box is smooth and the floor has drain holes to help eliminate additional water weight. The floor of the box shall be supported by channel cross members. The front of the box shall extend over the suction blower and engine to provide additional protection. Front of the box shall be angled to provide a built-in brush guard to guide low hanging branches up and over the unit. There shall be a ¼ thick abrasion resistant deflector and an in-line rubber deflector to insure proper settlement of leaves in the box. The box shall be equipped with a single top hinged rear door that securely latches at the bottom. The rear door shall be properly supported with adjustable truss bracing to keep the door from bowing during leaf collection. Yes No Exception RFQ Leaf Vacuum Truck with Hook-Lift Hoist Page 19

20 The rear door shall be opened and closed via a hydraulic latch mechanism that is operated from inside the cab. Hydraulic System The unit shall be equipped with an independent hydraulic system to provide proper flow and pressure to the 3-axis boom assembly. A gear driven hydraulic pump shall be coupled directly to the engine s auxiliary drive. The hydraulic systems shall operate up to 3200 psi and is live as soon as the engine is started. A hydraulic reservoir is supplied with an in-line hydraulic filter. Hydraulic tank shall be conveniently mounted on the engine base so as to not interfere with the hook lift A-frame assembly. Included with the reservoir shall be a sight gauge and fill cap that are easily accessible. All hydraulic hoses shall be supplied with JIC swivel type fittings and straight thread O-ring fittings. Suction Impeller The impeller diameter shall be a minimum of 32 Diameter with six gusseted blades. The blades are constructed out of 3/8 thick abrasive resistant steel with a Brinell hardness exceeding 360. For maximum vacuum and superior wear characteristics, the suction blades shall be straight (flat) with no curves or cups formed in them. 21 Suction blades are to be robotically welded to a backing plate. The impeller back plate shall have a minimum thickness of ¼. The suction impeller blades shall be keyed and notched into the back plating. Each impeller blade shall have fully enclosed gussets on the back side for support and shall be designed so mud and leaf material cannot accumulate on the gusset. The suction impeller blades shall have a gently serrated tip to lower the operating noise level. The suction impeller shall be secured to the drive shaft via a taper lock hub to provide a better-fit and easy removal. The taper lock hub shall have a safety ring to protect it from direct impact of foreign material. The suction impeller shall be both statically and dynamically balanced. The suction impeller shall be stress relieved via Bonal stress relief technology. This will ensure the safest and most durable impeller. A copy of the Bonal stress report shall be supplied with the new unit. Impeller Support Shaft (Belt Drive) The impeller shaft shall be supported by two, 2 diameter four bolt flange bearings. 22 The four bolt flange bearings shall have a double row of precision spherical roller bearings and shall utilize an eccentric locking collar to lock to the shaft. The use of single row or ball type bearings is not desirable. Blower Housing The blower housing shall be located at the curbside of the unit and bolted in place. The outer scroll of the blower housing is constructed out of 10-gague steel. The front and back plates of the blower housing are constructed out of 7-gauge steel. The interior of the housing is equipped with a two-piece slip in liner constructed out of ¼ thick abrasion resistant steel that requires no bolts. An additional bolt in ¼ thick liner shall be provided to protect the housing from material that gets carried over before it exits the housing. An inspection/clean out door is provided with a safety kill switch that shuts the engine down when opened or improperly closed. The inspection/clean out door shall be side hinged and require no more than two (2) nuts to be removed to open. The bottom of the blower housing shall have a drain to help prevent water from accumulating when not in use. Intake Hose The intake hose shall be 16 diameter x 120 long of black heavy-duty wire reinforced construction. Lightweight blue poly hoses are not acceptable. 23 The intake hose shall be suspended from the hydraulic boom arm by an adjustable chain, for operator s safety, the use of springs or cables will not be acceptable. The hose support tube shall connect to a metal hose support band wrapped around the hose for a secure and safe connection. The use of rubber or belting materials to support the weight of the intake hose is not acceptable. The intake hose is equipped with a 16 nozzle that is constructed out of 12-gauge steel. The suction nozzle shall be connected to the boom assembly via an I-beam structure that is designed to pivot at both ends. This design provides a secure connection for both vertical and horizontal movement of the assembly. The use of chains, cables or rods to connect the suction nozzle to the boom assembly will not be acceptable. The suction nozzle shall have wear strips welded to the bottom to prevent the nozzle from being sucked to the ground surface. The suction hose shall be secured to the straight inlet via an over-center clamp; hoses that are bolted to the inlet are not acceptable. The hose shall be capable of pivoting forward or reward and lock to the unit for transport without having to remove the hose. 24 The boom assembly must be capable of having a 170 working arc that allows the hose to be pointed toward the front of the truck and swing all the way towards the rear of the truck. Boom shall raise and lower by a hydraulic cylinder with a minimum 1-1/2 diameter piston with a minimum stroke length of 12. A double acting hydraulic cylinder shall provide the in/out function of the boom assembly. An 11 stroke shift cylinder horizontally mounted with its rod ends bolted to the H frame provides 170 forward/reverse boom motions. The body of the cylinder is attached with two 100-pitch leaf chains that wrap the boom mast in opposite directions so that it can be pulled back and forth. Adjustable boom stops shall be provided to limit the forward/reverse motion of the boom assembly. The hydraulic boom shall be capable of working off of the front bumper of the truck and store along the side of the hopper. Units that store alongside the passenger s side of the cab are not desirable. A hydraulic pump that is coupled to the auxiliary engine shall power the boom. The use of electric/hydraulic pumps is not desirable. The pivot point of the boom shall include a bushing and grease fitting for proper lubrication. The hydraulic boom assembly shall be mounted directly over the center of the suction hose so that it can work freely to the front or rear of the unit. Side mounted booms will not be desirable. 25 The hydraulic boom shall be straight for maximum strength, booms with kinks or bends are not desirable. For maximum strength, the first section of the boom shall be constructed out of a minimum of 4 x 4 x ¼ tubing, with the second section out of 2 x 3 x ¼ tubing. The boom assembly shall be mounted to 4 square tubing frame that is not attached to the vacuum blower housing. The entire boom mounting assembly shall be capable of swinging completely out of the way to gain full access to the blower housing. Yes No Exception Complete access for service and maintenance of the impeller and blower housing liners shall not require the removal of the suction hose or 3-axis boom assembly. Boom controls shall be located inside the cab of the truck. A 3-way joystick shall be used to control the functions of the boom assembly. The joystick must incorporate a dead man trigger that must be pulled in order to activate the joystick. Lights The unit shall have LED type clearance lights as well as red/white reflective tape around the perimeter of the unit. At the rear of the unit two LED strobe lights shall be mounted in the lower corners of the unit. The strobe lights shall be wired with an on/off rocker switch located on the engine control panel. 26 Paint Yes No Exception Automotive style paint equal to Sikken, Imron or better shall be provided. To provide the long lasting paint job, all components must be painted prior to assembly. Units that have latches, bolts, nuts, wires, cables, bearings, filters or grease fittings painted are not desirable. The unit s engine shall be left the original color so that no wires or labels are painted over. The entire unit must be painted with a finish coat including under the hopper decking and engine compartment. All hardware shall be cadmium plated and left unpainted. Each component shall be properly prepared, primed with an acid etching primer, then painted with two coats of paint. The skid frame and underside of the container box shall be painted black. The hopper shall be painted white. The engine compartment and blower housing shall be painted white. Warranty and Manuals The entire unit shall carry a one-year warranty for parts and labor against manufacturing defects and materials. The Cummins engine shall have a minimum two year warranty. 27 Yes No Exception An unconditional 30-day guarantee shall be submitted on the bidder s letterhead stating, If the end user is not pleased or satisfied in the quality and performance of the proposed equipment within 30 days after delivery, a full refund including freight will be furnished to the customer. No exceptions to this requirement. Delivery shall be included in the cost of the unit. Training DVD shall be provided showing maintenance and operating procedures. Complete parts, operating and service manuals for both the unit and the engine shall be supplied on CD-ROM. All locations for connections from the hoist to the chassis and the controls mounted inside the cab shall be coordinated by both the Hook-Lift and Leaf Machine Distributor(s).
