1 Department: Public Works POSITION DESCRIPTION Water Treatment/Wastewater Collection Operator, Level 1 Reports to: Water Operations Supervisor Effective Date: September 13, 2000 Positions Supervised: 0 Revised Date: January 2010 Page: 1 of 3 POSITION SUMMARY: Works with a team to provide all customers with the delivery of safe potable water and the effective collection of wastewater in the municipal systems. PRINCIPAL RESPONSIBILITIES: 1. Inspects and maintains County water treatment, water distribution, and wastewater collection facilities in accordance with required standards. 2. Responsible for the safe operation of SCADA system, plant equipment, setting and monitoring chemical feed rates, operating the distribution and process computers and performing established water quality tests. Documentation & records must be updated and maintained pertaining to tests and processes in accordance with County s Drinking Water Quality Management Systems. 3. Conduct regular predictive and preventative maintenance of all water distribution, wastewater collection and plant equipment including valves, chlorine, turbidity & nitrate analyzers, UV & chemical feed systems, security and standby power systems. 4. Deals with malfunctions, repairs and/or replaces chemical equipment, pumps, filters, other controls and equipment, and keeps records of such in accordance with County s Drinking Water Quality Management Systems. 5. Reports DWQMS non-conformances to superiors and implements corrective actions as directed. 6. Makes sure water is metered, where applicable, inside residential and commercial buildings, and looks for any cross connections. 7. Ensures water/sewer customer connections are provided to office for proper billing. 8. Repairs and maintains water mains, water services, sewer laterals, and sanitary sewers. 9. Inspects all new installations connected, and repairs by contractor in the distribution system. 10. Completes locates and keeps detailed maps and records of the system. 11. Follows up on all customer complaints in the distribution system. Deals with public concerns and problems.

Enforces by-laws for water use. May be certified for testing backflow devices. 14. Collects samples for lab analysis from facility and distribution collection systems. 15. Assists with construction work for replacement or repair of water and sewer mains which includes excavation and restoration of work sites. 16. Organizes locates, permits, and traffic control plans and contractors. 17. Participates in on-call duties and responds to customer emergencies. Performs emergency work in a quick, safe manner to keep customers in service. 18. Provides training to junior operators. Oversee contractors completing works on water / wastewater systems. 19. Performs other duties as assigned. MINIMUM QUALIFICATIONS: 1. Grade 12 graduation, Class I MOE certification, in water distribution, and/or treatment and/or sewage collection. 2. Minimum one year's related experience. 3. Plumbing experience is a definite asset and will be given consideration towards equivalency. 4. Good working knowledge of water treatment, water distribution and wastewater collection operations and applicable legislation. 5. Excellent organizational, communication, and interpersonal skills. 6. Training and knowledge of safety equipment and practices, including WHMIS, confined space entry, health and safety, and traffic control 7. Valid Ontario Driver's license required. DZ driver s license for distribution operators.

Physical activities including tower climbing, digging, lifting, valve actuating, operating equipment, and driving. 2. Required to enter confined spaces and trenches. 3. Exposure to inclement weather, noise, dirt, grease, chemical and sewage odours, and human/animal waste. 4. Work in proximity to hazardous chemicals. 5. This position may require working weekend and afternoon shifts on a rotating basis. Alternate shifts for system maintenance will also be required occasionally. 6. Works independently, undertakes a variety of tasks and performs them with minimal supervision. 7. May require operation of heavy equipment ie. Portable generators, backhoe, dump trucks and vacuum-unit.

The Operators usually work in either Water Treatment / Wastewater Collection (WT/WWC) or Water Distribution / Wastewater Collection (WD/WWC), however, they are trained and able to work in either area if coverage is required. GENERAL OVERVIEW: The Operators working in WT/WWC work in the water and sewage lift stations. They monitor and operate computerized control systems and related equipment in water wells, reservoirs, filters, water towers and treatment plants to regulate the treatment and distribution of water. Similar monitoring & maintenance work is done for the operation of sewage lift stations. The Operators working in WD/WWC install, repair and maintain water mains, water services, fire hydrants, sanitary sewer mains and sewer laterals. In this report the essential duties will be detailed separately for the two job areas, WT/WWC and WD/WWC. In the final charts the physical demands of the tasks will be amalgamated as the Operator must be able to meet the physical demands of all essential tasks in order to perform the full duties of the job. This position is rated in the Medium Physical Demands Category; requiring strength abilities up to 50 lbs on an Occasional basis (up to one lift every 5 minutes). Water Treatment / Wastewater Collection (WT/WWC) The Operator is responsible for taking readings and/or samples at the stations and remote panels throughout the county. They conduct regular predictive and preventative maintenance of equipment, and perform repairs as necessary. They are responsible for cleaning the stations. They are provided a County vehicle to perform their duties. ESSENTIAL DUTIES: 1. Read and Record Water Levels read flow meters, gauges and other recording instruments to measure water output and consumption, chlorine levels etc. several readings are taken within each station and at the remote panels throughout the county readings are recorded on clipboards or in binders maintained at the site

8 Water Treatment/Wastewater Collection and Distribution Operator Page 2 of 7 Physical Demands Profile a) At the Stations at the stations, readings are done while standing, with rare ones requiring stooping or crouching to read b) Accessing Remote Panels the setup varies at the remote panels most have a lock that must be removed, if this is below waist level stooping or crouching is required lifting the lid once unlocked, requires lbs lift force in the knuckle through to above shoulder range reading the gauge requires stooping or crouching the lid is lowered and the lock replaced 2. Collect water samples water samples are taken at several spots within the station samples are taken within the community at designated residences or businesses taking a sample requires opening the sample bottle, turning on the tap, and holding the bottle under the source. in many of the stations the spouts for collection are at 24 height or less; this requires stooping or crouching to access samples are collected at designated residences or businesses; the access tap may be indoors at a sink or outdoors requiring stooping or crouching to access at height 3. Driving the Operator is responsible for driving independently between sites when on call they may make up to 40 stops in 7 hours the vehicle is a standard cargo van or pickup truck each Operator has their own designated vehicle, and are responsible for maintaining order inside the vehicle 4. Maintenance the Operators may perform minor maintenance of gauges, pipes and machinery there are shelves and compartments in the vans or trucks for tools and equipment that may be required for maintenance accessing materials in the vehicle requires stooping and bending to reach forward in through the doors; or stooping when standing inside the vehicle if necessary maintenance may require hand tool use including, but not limited to: wrenches, screw drivers, drills, hammers ladders are available within the stations and may be required to access upper levels of the equipment and pipes materials such as copper pipe, plastic tubing, valves and filters are handled during maintenance when changing the chlorine tanks two Operators must be on site; one wears the Scott Air Pack (27lbs) on their back, while the other switches the tank wearing a full face respirator. Tanks are standing upright and are rolled on end, in and out of place when new tanks are delivered a dolly is used to transport the tanks from outside the station to the storage area opening and closing of valves may be required, on small pipes these are small levers that are easily switched

9 Water Treatment/Wastewater Collection and Distribution Operator Page 3 of 7 Physical Demands Profile on large pipes (generally over 4 diameter), the valves are opened and closed by turning a wheel; the wheels are approximately 8 diameter, most are rusted, with peeling paint making it difficult to maintain a firm handgrip. Due to the small diameter of the wheel it is difficult to generate the force required to turn it. A firm hand grip is required and up to 50 lbs force, produced only by the arm muscles (biceps and triceps); due to the design of the wheel it is not possible to use downward shoulder force or body weight to generate force. Gloves and pipe wrenches are often used for additional leverage if the valve is stiff. replacement of worn-out valves, check valves, etc, forms part of the regular maintenance activities. Reservoir cleaning is also routinely conducted. submersible pumps (especially at sanitary pump stations) are pulled out using a hand or electric winch mounted to a davit assembly. The davit assemblies and winches are quite heavy (approx 100 lbs) and should be lifted by two operators. Pumps range between lbs and must be maneuvered onto the truck by pulling & pushing. tower climbing for maintenance & cleaning is performed by the majority of operators. often tool use may be required in confined spaces where it is difficult to maintain an optimal work posture and where there is insufficient room to create leverage for lifting, pushing, pulling or torquing tools, thus requiring more force than would normally be required with ample space to move and work 5. Work in Confined Spaces the Operator may be required to remove a man hole or storm sewer cover using a pick ax (up to 50 lbs force to pick and pull it to the side) a tripod hoist must be setup over the hole before an Operator can enter the confined space; this requires setup of the frame and lifting of the hoist head (50 lbs) to approximately 60 height. This is occasionally done by one operator alone in preparation for the second to arrive. Often, they first have to go to a station to retrieve the hoist. once there is another Operator on site, the one Operator descends the vertical ladder attached in the side of the hole; requiring a strong grip and upper body strength due to the dampness of the rungs and the straight vertical position of the ladder 6. Cleaning the Operator is responsible for maintaining the stations and ensuring they are kept clean by sweeping and/or mopping as required they may use a power washer and squeegee to wash down and clean out holding tanks garbage must be taken out 7. Administration the Operator spends minutes per day entering data into the computer at the station these are desk workstations with the keyboard and mouse on the desk and a basic task chair

They complete locates and keep detailed maps and records of the system. They ensure that water is metered inside residential and commercial buildings and provide customer water/sewer connections to the office for proper billing. ESSENTIAL DUTIES: 1. Some of the equipment weighs several hundred pounds, requiring assistance to lift (compactor). lifting is typically performed in the floor to shoulder range; but may be overhead carrying may be up to 500ft the operator often carries tools and equipment up and down ladders; alternatively another operator stands at the top of the hole to pass things down as needed. The operator on the ground is require to bend or crouch and the operator in the hole must reach overhead to grasp the items.

Operation of Heavy Equipment the Operator commonly maintains a DZ/AZ license; they are responsible for operating a backhoe on a regular basis. Operation of other heavy equipment may be required. 4.
