2 NTRODUCTON The 1988 TRAFFC ACCDENT FACTS AND STATSTCS is a report published by the Center For Hi,hway Safety of the Pennsylvania Department of Transportation. This publication is a statistical review of motor vehicle traffic accidents in the Commonwealth of Pennsylvania for the calendar year The figures are compiled from thl traffic accident reports that are submitted to the Pennsylvania Department of Transportation by state, county, municipality and other law enforcement agencies. ONE PA REGSTERED VEHCLE OUT OF 38.2 WAS NVOLVED N AN ACCDENT. ONE PENNSYLVANAN OUT OF 85.6 WAS NJURED N AN ACCDENT. 115 DEFNTONS The following is a list of terms and definitions frequently used in this report. -Accident Description - A description which characterizes the first harmful event which caused the accident to b,e reportable and is described as one of the following: - Non Collislon - A harmful event that does not involve a collision with a fixed object or a nonfixed object. Thes.e events include explosion, fire, overturn immersion, vehicle being struck by a flying object.. -Angle Collision _. A collision in which the colliding vehicles are on opposite roadways at the point of ntersection, such as a driveway entrance, ramp, or road intersection. - Rear End Collision - A collision where vehicles, travelling in the same direction on the same road, collide. - Head On Collisiol1 - A collfsion where vehicles, travelling in opposite directions on the same road, collide.. - Sideswipe - A collision between two vehicles in which the sides of both vehicles sustained minimal engagements. - Hit Fixed Object - A collision in which a vehicle collides with objects attached to the terrain or stationary ObjlctS intentionally placed for a particular purpose. - Hit Pedestrian - A collision between one or more motor vehicles and any person(s) not in or upon any of the liehicles. - OU - Driving Under The nfluence. - BAC - Blood A<:ohol Content, the percent of alcohol in the blood stream. Drivers with a SAC of 0.10% or greater are prohibited from driving a vehicle in Pennsylvania. -Growth Rate - The slope of the regression line of the data over a period of time (generally 5 years in this book) expressed in terms of a year. The "average" annual ncrease or decrease over the time period. ACCDENT SEVERTY: - Fatal Accident _. An accident in which one or more of the involved persons died within 90 days of the accident. -njury Accident -- An accident in which none of the nvolved were killed but at least one was njured. - Property Damagld Only Accident (P.D.O.) - A reportable accident where no one was killed or njured but damelge to the vehicle required towing. -Alcohol Related Accident - Any reportable accident n which one or more of the drivers was reported to have been drinking. - Holidays - The holiday weekend begins at 6:00 p.m. of the last working day and ends at midnight on the last day 01' the holiday. Pre-holiday weekends and post holiday weekends are time periods equivalent to that of the holiday occurring the weekend before or the weekend after the holiday, respectively. t is significant to look at these statistics because in many nstances the number of accidents andior fatalities (injuries) are equal to or greater than those occurring on the actu1 holiday weekend. 101

116 NJURY SEVERTY: - Major njury - Any njury other than fatal which by ts severity requires mmediate emergency transport, $uch as by ambulance, to a hospital or clinic for medical treatment and/or hospitalization. Major njuries would nclude amputation of imb(s), severe burns, etc. - Moderate njury - Any njury which may require some form of medical treatment but is not life threatening or ncapacitating. These njuries should be visible. Moderate injuries would nclude a cut which requires several stitches or a broken finger or toe. - Minor njury - An injury which can be treated by first aid application whether at the scene of the accident or n a medical facility. Qomplaints of njuries which are not visible and do not appear to be of any major or moderate nature should be coded as minor njuries. PERSON TYPE: -Operator - The occupant of a vehicle who s n actual physical control of a vehicle in transport or, for an out-of-control vehcle, the occupant who was in control before control was lost. Occupant - Any person who is n or upon a vehicle, including the driver, passengers, and persons riding on the outside of the vehicle. - Passenger - Any occupant of a vehicle who is not the driver. - Pedestrian - Any person not n or upon a vehicle. REPORTABLE ACCDENTS: Highway accidents characterized by the following: -Accidents resulting in a death within at least 90 days of the accident or injury to any persons involved. -Accidents resulting n damage to any vehicle nvolved serious enough to demand towing.
