1 SECTION 4 SPECIFIC SPECIFICATIONS AND SPECIAL CONDITIONS FOR WARNING DEVICES AND DECAL INSTALLATION EVENT# The purpose of these specifications is to solicit bids for the procurement of various electronic warning devices and installation for: 2014 Chevrolet Caprice, 2013 Chevrolet Tahoe, K-9 inserts for: 2013 Chevrolet Tahoe and 2014 Ford F150. Labor to install electronic warning devices in: 2014 Chevrolet Caprice. Labor to install supplied full decals and partial decals on Savannah Chatham Metropolitan Police Department. To submit pricing electronically for this event, enter pricing for each line item shown under the lines tab on the event summary. To enter pricing manually, complete the attached bid proposal form. A pre-bid conference has been scheduled to be conducted at the Purchasing Office, Third Floor, City Hall, 2 E. Bay Street, Savannah, GA. This meeting will allow contractors to discuss the specifications and resolve any questions and/or misunderstandings that may arise with city staff. The speaker driver shall consist of a neodymium core incased in a black nylon composite noncorrosive housing. The SA315P shall have a nylon composite base with a RTV silicone gasket to provide additional protection against environmental elements. The SA315P shall have a neoprene gasket to prevent water, moisture, dust, and other environmental conditions from entering the interior of the siren. The SA315P will contain a 20 non-terminated pigtail. The solid state siren speaker shall be vibration resistant. The SA315P shall comply with California Title XIII, Class A, and SAE J1849 requirements with most 100 watt sirens. The SA315P complies with OSHA Guidelines regarding Permissible Noise Exposure. Universal mounting brackets or vehicle specific mounting brackets are sold separately. All wire used must be new and trimmed to length; wiring must utilize existing wire channels in the body of the vehicle; wiring must not run under carpeting or through any area subject to constant flexing of the wire such as door hinges, etc. 5.3 All wire must be of a size appropriate for the voltage and current in use. All wire must conform to standard color coding, red for positive, black for negative and other colors as utilized by the vehicle manufacturer. 5.4 The contractor is responsible for supplying all hardware. Crimp on connectors and standard automotive type connectors may be used. All connectors must be correctly sized for the wire gauge used. 5.5 Existing switched and un-switched accessory connections may be used. Each installation shall include 40 amps, 6 gauge bus, wired directly from the vehicle s battery. 3

4 5.6 The light bar shall operate from the 40 amp. Bus. 5.7 The light bar must be mounted to the vehicle utilizing the correct size Whelen mounting brackets with brackets secured in the vehicle door jam. 5.8 The light bar and 12 volt access shall be connected to constant battery power. The siren shall be wired to the ignition power. Siren controller will automatically silence when vehicle is in park. 5.9 Vendors must indicate on the included Exception Sheet, the number of days it will take to complete the installation. 6.0 K-9 Equipment: Brand Specific. 7 7.2 The vendor must be able to demonstrate the successful completion of projects with similar scope of work. Please submit a list with company names, contact numbers, and references. 7.3 Upon request, the vendor shall supply a minimum of three references for whom he has completed similar projects. 7.4 Successful bidder will be within 25 miles of City of Savannah city center 7.5 Vehicles will be delivered to awarded vendor and installation of full decal must be completed within 30 days of receiving first vehicle. 7.6 Vehicle needing partial decals must be completed within 24 hours of receipt of vehicle. 7.7 Decals will be provided to the vendor by the police vehicle coordinator and must be stored by the vendor in a climate controlled, smoke free environment in a manner which does not adversely affect the overall condition of the product, with a detailed account of inventory. 8.0 General Specifications 8.1 The bid response must include the following documents in this order Supplier Information Form Non-Discrimination Statement Proposed Schedule of MWBE Participation Other requested submittals as stated All referenced documents must be completed and returned in their entirety to constitute a complete bid. 8.2 Bids may be submitted manually to the address listed in the bid documents or electronically via the supplier portal in sufficient time to ensure receipt by the Purchasing Department on or before 1:30 P.M. on the date specified in the web page listing for this event. 8 8.4 Vendor is responsible for determining and acknowledging any amendments issued in connection with this bid solicitation. 8.5 To submit and be awarded a bid, bidders must be registered as suppliers on the City of Savannah s website at This is an annual contract and prices are to be held firm for a period of one (1) year 12 months). This agreement may be renewed for up to three (3) additional twelve (12) month periods, if all contracting parties so agree and services provided by the vendor have been satisfactory. 8
