1 5 February 2016 ( ) Page: 1/90 Committee on Agriculture MEMBERS' PARTICIPATION IN THE NORMAL GROWTH OF WORLD TRADE IN AGRICULTURAL PRODUCTS - ARTICLE 18.5 OF THE AGREEMENT ON AGRICULTURE NOTE BY THE SECRETARIAT 1 Revision 1.1. Article 18.5 of the Agreement on Agriculture provides that "Members agree to consult annually in the Committee on Agriculture with respect to their participation in the normal growth of world trade in agricultural products within the framework of the commitments on export subsidies under this Agreement." According to the Committee's Working Procedures, these consultations are to be undertaken at the November meetings of the Committee. 2 In view of the Nairobi Ministerial Conference, the Committee at its September 2015 meeting agreed to postpone that year's November meeting to The 2015 annual consultations are accordingly scheduled to be undertaken at the March 2016 meeting of the Committee The present note updates the information contained in the Secretariat note G/AG/W/32/Rev.14 dated 12 September 2013 and the subsequent corrigendum (G/AG/W/32/Rev.14/Corr.1) dated 30 September The attached tables contain, for selected exporters and selected agricultural products/product groups, data on export volumes and values (including international food aid) and shares in world exports. The statistics cover the Uruguay Round base period for export subsidy reduction commitments, i.e , as well as the period between 2003 and In addition, the charts show the world market shares of the leading exporters for the products/product groups concerned The following products/product groups 5, as defined in Annex 1 for statistical purposes, are covered by this note: Wheat and wheat flour Coarse grains Rice Oilseeds Vegetable oils Oilcakes Sugar Butter and butter oil Skim milk powder Cheese Whole milk powder 6 Bovine meat 1 This document has been prepared under the Secretariat's own responsibility and is without prejudice to the positions of Members or to their rights and obligations under the WTO. 2 G/AG/1, paragraph Paragraph 2.15 of G/AG/R/79 refers. 4 Data for 1991 to 2002 are included in previous revisions of this note. 5 Based on the list of products/product groups included in G/AG/2 in respect of which a number of Members have export subsidy reduction commitments. 6 Whole milk powder is, in terms of world trade, the main product within the product group "other milk products".

The table below shows the aggregate export values of the product categories listed in paragraph 1.3 above ("selected" agricultural products) during the base period and in the period 2003 to In addition, aggregate export values are shown for agricultural products other than the selected products ("other" agricultural products). The basket of "other" agricultural products includes basic agricultural products, such as coffee, cocoa, cut flowers or wool, but also many processed products, such as food preparations or whiskies. These "other" agricultural products account for about thirty five percent of world exports of agricultural products. The FAO has advised the WTO Secretariat that Country-specific ethanol statistics are potentially more susceptible to these inconsistencies. Also, ethanol does not form part of the FAO definition of agricultural products.

3 - 3 - TECHNICAL NOTES Selected product groups 1.6. Each of the attached tables includes major exporters during the period covered with respect to the selected product/product group concerned. For each product/product group, exporters are ranked in descending order based on their exports in the most recent year for which data are available. The symbol "RC" indicated in the last column of the tables refers to Members with export subsidy reduction commitments. The Members that are "significant exporters" 9 for the purposes of the Table ES:2 notification requirement are distinguished by the symbol "SE" The product definitions of the selected data sources in terms of the Harmonized System classification (HS 2012) are included in Annex 1 to this note. These product definitions do not necessarily match the product definitions used by Members for the purpose of scheduling their export subsidy commitments. This point should be borne in mind, in particular when comparing the statistical data with scheduled commitment levels, subsidized exports or total exports as reported by Members in accordance with the relevant notification requirements (G/AG/2 refers). For example, although corn exports are, by definition, included in the total for coarse grain exports, the United States of America's export subsidy reduction commitment for coarse grains does not cover corn. Members with reduction commitments on the basis of aggregate product groups are included in the tables of each individual product/product group covered by the commitment. For example, Switzerland 10 has an export subsidy reduction commitment for dairy products (excluding butter) and is therefore included in the tables for skim milk powder and cheese but not in the table for butter. Members with an agriculture-wide export subsidy reduction commitment are only included in the tables relating to products/product groups in respect of which they are major exporters or have "significant exporter" status (e.g. New Zealand). "Other" agricultural products 1.8. The world market shares of selected exporters with respect to "other" agricultural products are presented in Table 22(b). For reasons of data availability, the exporters represent the leading countries in terms of total agricultural exports, not necessarily of exports of "other" agricultural products. Data 1.9. The data provided in this note are sourced from the FAO. Other sources may produce different results in terms of absolute volumes and values as well as year-to-year changes of shares in world export volumes/values. This may be due to a variety of reasons, including differences with respect to product definition, reporting period (e.g. calendar year versus marketing year), conversion factors or the revision of data The trade data of the European Union (EU) as well as the aggregate exports (referred to as "world totals" in the tables) exclude intra-eu trade. The data for the EU refer to the EU-12 for the base period , to the EU-15 for 2003, to the EU-25 between , to the EU-27 between and to the EU-28 for The country-specific and commodity-specific explanatory notes which are contained in the source data are not reproduced in this note.
