MARKET EVALUATION, CONSUMPTION AND STATISTICS COMMITTEE: Chairman: Mr. José Orive (Membership is open to all ISO members) INTRODUCTION OF TEL QUEL BASIS IN ISO SUGAR STATISTICS Up until September 2014, all sugar statistics monitored by the ISO, including production, consumption, exports/imports and stocks, were converted into the raw sugar basis, 96 o polarization, using the formula: (2P 100)/92. This conversion was used in order to make comparable data for white and raw sugar production/consumption and trade. It has to be noted that, since the adoption of the original statistical rules in 1968, there have been considerable advances in technologies employed by the sugar industry all over the world. Today there is neither production nor shipment of raw sugar with polarization anywhere close to 96 o. Most of the raw sugar traded internationally now belongs to various VHP types with polarization close to or above 99 o. On the other hand, double refined white sugar is no longer the standard, either in international trade or in the majority of domestic markets. More and more countries and industrial consumers are shifting to lower grades of sugar, such as plantation or direct white, with a typical polarization significantly below o. Therefore monitoring the actual polarization of sugar produced and consumed inside a country, as well as that of sugar delivered to or purchased from the world market, does not look like an achievable goal. In November 2013, after taking into account that the typical difference in polarization of white and raw sugar has narrowed to less than 1.0 o -1.5 o, the International Sugar Council took the decision to alter the Statistical Rules, allowing the ISO to translate its statistical database into the tel quel ( as is or as it stands ) basis. The September 2014 issue of the ISO Monthly Statistical Bulletin is the first one showing all statistics on the tel quel basis. Statistical Bulletin September 2014 i International Sugar Organization

The tables present the general statistical position and are therefore not necessarily presented in the form required for the implementation of the International Sugar Agreement. For the purposes of the International Sugar Organization: Sugar: Countries: Production: Consumption: Stocks: : : Free Market: Time Basis: Means sugar in any of its recognized commercial form derived from sugar cane or beet, including edible and fancy molasses, syrups and other forms of liquid sugar used for human consumption, but does not include final molasses or low grade types of noncentrifugal sugar produced by primitive methods or sugar destined for uses other than human consumption as food. Means countries or territories, as appropriate. Means the total quantity of sugar, whether raw, refined or white, produced from domestic or imported unprocessed beet and/or cane and including sugar produced for purposes other than human consumption as food (which when identifiable, shall be shown separately), but shall exclude quantities processed from imported sugar. Means the total statistical disappearance of sugar within the country concerned, including: (1) Sugar or sugar containing products for direct consumption as stores on ships, aeroplanes and other carriers, victualling in that country or territory. (2) Sugar used for the manufacture of sugar-containing products whether exported or not, and (3) Sugar used for purposes other than human consumption as food (which, when identifiable, shall be shown separately). Means the sum total of all stocks of sugar held by country or territory in sugar factories, refineries and port facilities and, where this can be ascertained, in warehouses. Any bonded foreign sugar (which shall be regarded as also covering sugar en admission temporaire ) which has been or will subsequently be, shown as an import, constitutes part of the total stocks. Means all quantity of sugar, which for the purposes of the Customs or other competent authorities, have left the country, or territory concerned, excluding sugar or sugar containing products for direct consumption as stores on ships, aeroplanes and other carriers, victualling in that country or territory. includes re-exports. Means all quantities of sugar, which for the purposes of the Customs or other competent authorities, have entered the country of territory concerned. includes imports for re-exports. Means the total of net imports of the world market, except those resulting from the operation of the special arrangements as defined in chapter IX of the 1977 International Sugar Agreement (which relates to exports to the European Community or ACP and Indian sugar covered by the Lomé Convention, the 1975 Agreement between the E.U. and India, and their successors; and exports by Cuba to Russia, Ukraine to Russia and Russia to F.S.U.). Except where otherwise stated, tables are on a calendar year basis. Quantity Basis: All figures are expressed in metric tons ( tonnes means metric tonnes of lbs). Quality Basis: Sources: Figures in the tables are expressed in tel quell basis. Member countries of the International Sugar Agreement submit their statistics under the Rules of the Agreement. Statistical data of non-members countries are either supplied by the Governments concerned, extracted from statistical publications, or estimated by the ISO. Adjustment for Unknown Net-Trade: An adjustment to the global totals for consumption and imports is made to account for differences between reported exports to unknown destinations and imports from unknown origins, as well as under-reported imports and estimated trade.
