3 1 INTRODUCTION The Bay d'espoir Development includes three hydroelectric generating stations, six reservoir systems, and associated dykes, dams, canals and hydraulic structures. The headwaters of the Bay d'espoir Development begin at Victoria Lake at an approximate elevation of 320 meters. The water travels through the Granite Canal Hydroelectric Generating Station (Granite Canal), Upper Salmon Hydroelectric Generating Station and finally through the Bay d'espoir Hydroelectric Generating Station (Bay d'espoir) where it discharges at sea level. Additional water is collected, stored and diverted from a number of drainage areas between Victoria Lake and Long Pond which is the forebay for Bay d'espoir. The hydraulic structures within the Bay d'espoir Development are the four intake structures of the Bay d'espoir Hydroelectric Generating Station, the Ebbegunbaeg Control Structure, the Salmon River Spillway Structure, the Victoria Control Structure and the Burnt Dam Spillway Structure (Burnt Damn). The Burnt Dam Access Road is a 48 kilometer gravel road that starts at Granite Canal and ends at Burnt Dam (see Appendix A). Hydro employs two personnel at the Burnt Dam site on a continual basis. The road is used by Hydro personnel for access to fishery release structures, to perform maintenance and to receive fuel deliveries, which are made four to six times per year. The road is also used by the public. Newfoundland and Labrador Hydro Page 1
4 2 PROJECT DESCRIPTION This project is Phase 2 of an upgrade started in This project will complete the upgrading of the existing access road to Burnt Dam. The project consists of excavating the ditches along the sides of the road, supplying and installing thirty-five new road culverts and supplying, spreading and compacting 50,000 tons of road topping over the 48 kilometers of road surface. 5 3 EXISTING SYSTEM The existing access road was constructed in the late 1960s as part of the original Bay d'espoir Development. The road is maintained by Hydro personnel using standard road grading and maintenance techniques. Over the past forty years the road topping has deteriorated to the point where the original sub-grade material is exposed. This has led to large rocks being exposed in the middle of the driving surface. Some of these rocks have been removed as annual maintenance which is essentially removing the base of the road. Also the surface is very rough to drive over which is tough on both vehicles and Hydro personnel and takes an average of 2.5 hours to travel the 48 kilometers. Hydro received approval in Board Order No. P.U. 35 (2006) to upgrade the Burnt Dam access road in The project involved clearing brush along the road, excavating ditches and replacing culverts to improve drainage, and supplying and placing granular backfill. This was performed as Phase 1 of the upgrading of the Burnt Dam access road. No road topping was performed under the 2007 project. Figures 1 to 3 are some pictures that show the condition of the existing road. Drainage problems consist of deteriorated culverts which do not allow water to flow through them as well as ditches that are filled with debris. As a result, water flows over the road and causes erosion of the road. Newfoundland and Labrador Hydro Page 3

8 3.1 Age of Equipment or System The existing access road was constructed in the late 1960s and is now over forty years old. An upgrade was performed in Major Work and/or Upgrades The only major work performed on the Burnt Dam access road was in 2007 at a cost of $288,500. 10 3.5 Outage Statistics There are no outage statistics related to the access road at Burnt Dam. 3.6 Industry Experience Industry practice is to maintain roads in a safe and passable condition. 3.7 Maintenance or Support Arrangements This access road is maintained by Hydro Operations personnel. 3.8 Vendor Recommendations No vendor recommendations have been sought for this project. 3.9 Availability of Replacement Parts Since this is an access road availability of replacement parts do not apply Safety Performance There are no safety issues associated with this project Environmental Performance The Burnt Dam access road is required for personnel to travel between sites to perform environmental duties on fish habitat structures. Also, the condition of the road creates a risk of fuel spillage from trucks delivering fuel to the Burnt Dam structure. Newfoundland and Labrador Hydro Page 8

12 Upgrade Burnt Darn Access Road Phase 2 4 JUSTIFICATION This project is justified on the need to upgrade deteriorated infrastructure. The Burnt Dam access road requires road topping which could not be done until all the drainage problems were rectified. Most of the drainage work was completed in Phase 2 will complete the drainage improvements and improve the road surface which will reduce the travel time between Burnt Dam and Granite Canal sites. Burnt Dam personnel have to travel the road to perform operational and environmental duties. Since the Granite Canal Development was commissioned in 2003, there has been an increased need for personnel stationed at the Burnt Dam site to travel to Granite Canal for water management activities. Prior to Granite Canal coming on line, personnel would only be required to travel the road four to six times per year. However, as personnel at the Burnt Dam site are responsible to respond to any alarms at Granite Canal, the road is required for increased usage. There have been incidences where Burnt Dam personnel have had to travel to Granite five times in a six day period. It takes approximately two and a half hours for a one-way trip. Also, fuel suppliers have expressed major concerns about traveling this road to deliver fuel. The fuel deliveries take up to five hours and the fuel delivery drivers stay in Burnt Dam overnight because of this. Further deterioration of this road could result in the refusal of fuel deliveries by suppliers. 4.1 Net Present Value A net present value calculation was not performed in this instance as there are no viable alternatives to upgrading the road. 4.2 Levelized Cost of Energy The levilized cost of energy is not applicable for this project. 13 4.3 Cost Benefit Analysis A cost benefit analysis was not completed as there are no quantifiable benefits. 4.4 Legislative or Regulatory Requirements There are no legislative or regulatory requirements associated with this project. 4.5 Historical Information In 2007, Hydro upgraded the Upper Salmon Access Road by supplying and compacting 60,000 tons of road topping over the 48 kilometer long road. The cost of that project was $573,000. The current project has a larger scope including ditching and culvert installation. 4.6 Forecast Customer Growth There is no customer growth associated with this project. 4.7 Energy Efficiency Benefits There are no energy benefits from this project. 4.8 Losses during Construction There will be no losses during construction. 4.9 Status Quo The status quo will see this road deteriorating every year. 14 upgraded it will become unusable and required fuel delivery and maintenance will not be possible Alternatives There are no viable alternatives to this project. Newfoundland and Labrador Hydro Page 12
15 5 CONCLUSION This Burnt Dam access road is a vital access to the Burnt Dam Spillway and Granite Canal. It is used by Hydro personnel all year round for access to fishery release structures, for maintenance work and fuel deliveries. If this road is not upgraded it will have a negative impact on these activities. 5.1 Budget Estimate The budget estimate for this project is shown in Table 3.
