28 1. Competition for the Low-Cost Country Status Each Region in Europe, Asia is developping its own low-cost countries. Temporarly (this is the phase we are in at the moment) it makes sense to deliver internationally. But in the long term the aim would be to deliver locally to the customers from competitive low-cost countries. The former low-cost countries in Europe (Romania, Czech Republic, Poland etc..) have already lost this status. At the moment the Ukraine has to face competition from Moldawia, Marocco and Egypt. In order to be still competitive in long term view it is necessary to grant a fundamental hedge or improvement of the factors which actually make up a low-cost country or even to differentiate from a lowcost country. 28

Labor costs and incidental wage costs What does an investor want to see: - At this point in time -> A low salary and wage level -> Is there any confidence into a reasonable salary and wage development in the future? An investor can be deterred by not predictable developments like minimum wages. Normally the market itself is regulating the salary structure by itself. This is on long term basis economically healthy. But should not be pushed by gouvernments insisting. 29

Concinsely: Marketable or not. It is essential today to have a connection via internet or other comparable networks to a customer information network. These have to be stable usable all the time and have to show extremly low failure rates. A functioning power supply connection is essential irrelevant if it is gas or electricity or something similar. 31

Even though technology is brought from abroad from the mother company into the low-cost country, it is necessary to have a minimum of understanding for technology in order to make sure that production lines and systems still can be operated and maintained (maintenance). A lot of companies are educating their people by themselves. This is taking a long time and costs money and also depends on the possibilities and capabilities of each company. A comprehensive technical basic training should be given through a state institution which is taking care of this first education. If not, a financial founding through government for a subsequent education shall make a low-cost country more attractive for investors. The same applies for the education within the area of methodological knowledge and IT. 32

Summary - Being a low cost country is a chance to attract investors - Several former low cost countries lost this status and lost investors for the future - To attract investors as a low cost country it is necessary to - maintain an acceptable infrastructure regarding logistics, communication - invest into the qualification level of people - keep salary level competetive to other low cost countries - give support for starting the business in different items 34
