Overview of the Regional Development Plans for RES Connection (S3REnR) OFATE Paris Stéphanie Bieth - RTE Hervé Lextrait - Enedis
Almost 45 GW connected on the grid (+2,1GW for the last 12 months) Source: Panorama de l électricité renouvelable au 30 juin 2016
Agenda The Regional Development Plans for RES Connection Overview of the 21 approved Regional Development Plans RTE and Enedis involvement Enedis and RTE innovations
What are the main principles of the Regional Development Plans for RES Connection? To increase the capacity to connect RES to the grid with limited new assets To provide visibility on the location of the planned developments &reinforcements 20 km To anticipate grid developments to facilitate RES development To share the costs of grid development between RES generators
What do they provide? For each region: Global capacity and reserved capacity in each substation Taking into account the «initial state» of the grid, ie the planned developments on the grids before the Plan, that also provide capacity Works on the T and D grid - New assets - Reinforcement of existing assets Estimated costs Estimated schedule & criteria to begin the work
Reserved Capacity in the Regional Development Plans for RES Connection The reserved capacity is made publicly available on a website shared by RTE and the DSOs:
Making of a Regional Development Plan for RES Connection Regional bodies (prefect) SRCAE objectives «Initial state» of the grid Possible locations Generators associations, Regional bodies (DREAL) Grid studies Analysis of the development solutions RTE Enedis Other DSOs Informal meetings Environnemental aspects are taken into account from the beginning Consultation Local energy state services, Regional Council, generators associations, Chamber of commerce & industry, legal bodies responsible for distribution Regional See RTE Development website: Plans for RES Connection Approval Publication Regional Prefect To allow more RES connections, the Plan may be slightly modified Capacity transfert Adaptation and when needed, revision
Overview of the 21 approved Regional Development Plans Total amount of RES Connection Capacity 27,4 GW RES Connection Capacity (MW) Regional contributions (transmission grid and T/D substations) Reserved Capacity already used The Plan in Champagne-Ardenne has already been revised The Plans in Picardie and Nord-Pas de Calais are being revised
Focus on TSO/DSO involvement in the Regional Development Plans for RES Connection Paid by the system operators 27.4 GW 250 M 175 M RTE 75 M Enedis In grid reinforcements 685 M 275 M RTE 410 M Enedis 2,215 M 1,800 M RTE 415 M Enedis For the initial state Of RES connection capacity 24 GW Of reserved capacity (RES generators >100 kva) 33 New TSO/DSO substations (28 for Enedis) In new assets Shared by the generators via the «quote-part» in /MW
What do RTE and Enedis do to make this process more efficient? use the characteristics of wind and solar generation to increase the grid capacity while optimizing grid development o Variability of PV &Wind=> Development of the meshed transmission grid above the connection itself for 90% Pmax for windfarms (except in the South of France) 95% Pmax for PV oflexibility of PV & wind farms => Automatic devices can be used to reduce/stop RES generation when anticipated constraints or after a grid fault to allow the operation of the grid at higher limits. Coordination needed between RTE and Enedis. In specific high RES situations, curtailments of some RES facilities shall be required, but developments and reinforcements are avoided. And tomorrow, new challenges are arising More flexibility on the grid itself to deal with power flow and high voltage issues (Dynamic Line Rating, supervision devices, smart meters, ) Digital solutions to improve operation and coordination of automatic devices Experimentation of grid management mechanisms based on flexibilities designed to solve DSO network constraints This will contribute to further increase RES development with optimized grid developments& reinforcements
Conclusion Increase capacity = S3REnR Anticipation Planification Cost visibility + Context evolution Adaptability Optimize capacity = Smartgrids RES and grid flexibility increased Developpement and reinforcement avoided
Thank you for your attention!
