8 Offshore Wind in France 2030 Potential France is late on its 2020 Offshore objectives, but the development has started French offshore potential is important : Wind resource, production sites, industrial sector Possible offshore wind capacity in 2030 : MW To catch up the 2020 delay and reach 2030 development potential : 4 new tenders necessary until 2020: 2 x 3000 MW 2 x 5000 MW

9 Offshore Wind in France Measures to accelerate development Measures must be taken to accelerate Offshore Wind development in France SER s propositions Simplify the project permitting procedures : 1 global permitting procedure per project vs. multiple permits (see next slide) Accelerate the examination procedure Clarify and improve public participation Supervised consultation vs. public debate Anticipate and facilitate grid connection

14 Grid Connection of Offshore Wind Feedback for France Offshore grid connection projects are major industrial projects 200 M Investment / project 7 year processes Anticipation of grid connection is key : To this date, no major grid reinforcement needed onshore For future offshore development : grid reinforcement could be needed Connection project must start as soon as the localization is known Pre-study of grid connection before call for tender Frame regarding third party claim is source of major uncertainty : 5 years unplanned procedure for Cote d Albatre, both for production site and grid connection project Coordination between utility and grid operator can be difficult : Early investment needs by the grid operators vs. limited commitment capability of the utility (at early stages) Uncertainty related to the grid connection project : No compensation if grid connection project is delayed compared to the production project No compensation in case of grid connection failure during operation

15 Grid Connection of Offshore Wind Recommendations Anticipation of grid connection projects and possible onshore grid adaptation must be pursued : Grid capacity studies are being carried by RTE as input to new development zones Accelerate the permitting procedures If possible, only one permit per project Limit the examination time Reduce the impact of third party claim : Limit the claim period : 2 months for every permit Reduce the number of permits Accelerate the treatment of inadmissible claims Facilitate investment decisions for the grid connection if project schedules btw. Production project / Grid connection are incompatible Balance responsibilities btw. Producer and Grid operator in case of delayed commissioning or connection failure during operation
