3 WHY RTE INITIATED THE «IPES» PROJECT? Potential security troubles beyond a threshold of 3 GW of wind power connected to the network (3.5 GW reached in April 2009 with 98% MV connected). Controlling the risks requires, at first, a real-time monitoring of wind generation and the ability to make forecasts, so as: To ensure the production-consumption balance To manage margins To check transits on the network

4 WHY RTE INITIATED «IPES»? Urgency to have tools to integrate the specificities of the wind generation in the operation of electrical system In May 2007, RTE decided to launch a project «IPES» Tools for Wind Generation OBSERVABILITY Tools for automatic action «COMMANDABILITY» Wind Farms Techniques References

5 OBSERVABILITY (monitoring) OF THE MV WIND FARMS ERDF committment On 18 December 2007, agreement between RTE-ERDF ERDF for observability of MV wind generation Beginning of 2008, installation of the experimental platform in RTE control system to view the wind data (P, v,...) Test a predictive model of wind generation (PREOLE) Observe, analyse and learn how to integrate wind power in the operating decisions (conduct and management planning) In September 2008, telemeasures of 80% of wind french generation were transmitted to the IPES platform Real-time minute-by by-point Issued from ERDF control systems for the wind generation sites directly d connected to HV/MV substations.

8 Illustration of IPES measurement and forecast Forecast: One every 6 hours (0:00,6:00,12:00 and18:00. UTC each hour on 3 rolling days) Real time measurements

9 BEYOND OBSERVABILITY (Monitoring), COMMANDABILITY (Control) Enhancing DER (Generation units) hosting capacity requires a more e "active" MV network (at least). Both preventive and curative Generated Power Management (power limitation, generation unit decoupling, etc.) are necessary steps towards optimization of DER insertion in MV network. The commandability is the 2nd part of the IPES project. ERDF considers addressing I and U constraints induced by generation on MV networks and substations.

11 WHAT ELSE ON IPES. RTE and ERDF will finalize by the end of 2009 the work on functional LES commandability NIR patterns After observability, work on the commandability will be the key piece that will build the tools necessary for development: : Volt / VAR Control, Load flow, Advanced Monitoring and Recovery,,.... Indubitably, all these works will generate more real time and off o line exchanges beetwen RTE et ERDF (with a need for closer integration of systems) The project will provide the required tools and infrastructure to determine penetration limits in real time maximizing renewable energy production and ensuring security at all times.

12 FUTURE TRENDS Managing the rapid growth of DER (wind( wind, solar,, ) constitutes a challenge for system operators. Traditional design of network control systems with centralized structure is not in line with new context. IPES creates a new link beetween DSO and TSO SCADAs. Advanced methods,, models, tools to ensure high level of security, reliability and quality of supply become a challenge in a dynamic changing electric world. The numerous research studies and developments in France, EUROPE and beyond, are demonstrating the ongoing vitality of this strategic area; they will enlighten us on ever more innovative solutions. The performance of the system will require sharing, listening and coordinated work of all actors: : system, producers, suppliers,,... Beyond technical considerations, a "grid" codes" for transparency,, non-discrimination and consistency with market practice should be developed.
