3 Introduction Climate change is often quoted as the most significant challenge facing civilisation. Past desires for the most economic energy sources have led to implications for future generations with the consequent need to reduce energy requirements for transport together with reductions in carbon emissions. Europe, the United States and many other countries, including the largest of the emerging economies, recognise the need for greater fuel efficiency and have introduced targets and policies adding up to a major global push in this area. In Europe, fleet average vehicle CO 2 must be reduced to less than 130g/km by 2015 and to 95g/km by Non-compliance fines equivalent to 95/g CO 2 would also be levied on every vehicle sold if the target is not met. In the USA, an all-encompassing Federal target of 35.5 mpg for all passenger vehicles by 2016 has been announced, unifying regulatory efficiency targets for all of the United States. Whilst the key market driver for lower carbon transport is regulatory, consumers have shown an increasing desire for the lower running costs and greener image of more fuel efficient vehicles. This has created a demand for new technologies and innovations that are both cost effective and particularly for passenger cars, attractive, avoiding the perception that fuel efficient vehicles, by definition, are dull and boring. More fuel efficient combustion engines, vehicle innovations, electrification of drivetrains, including all electric and plug-in hybrid systems, are in development and will be introduced to the marketplace in a wide variety of combinations and products. These new technologies drive the demand for new supply chains, providing opportunities for new entrants to the automotive sector. With expertise in these new technologies spread around the world, consumer markets and supply chains are also likely to globalise. This will provide opportunities for both developed and developing markets in both low carbon technologies and systems. The UK has a long and experienced track record in the automotive sector with particular strengths in advanced combustion engines, new and lightweight materials and innovative and niche vehicles and products. The UK is also well known for the strength of its motorsport and engineering services sectors. These capabilities have provided the UK with a leading edge capability to respond to the low carbon transport challenge and deliver technology and products to the new and emerging green market. UK Trade & Investment will advise on the UK as a potential business location from the inception of the decision-making process through to detailed exploration of location options. A team of R&D specialists helps to support the Government's target to increase UK R&D investment from 1.9% to 2.5% of GDP over the 10-years to The programme s objective is to persuade targeted overseas companies to undertake R&D in the UK. This involves the deployment of Virtual Teams, including UK Trade & Investment staff at home and overseas, staff in the Business Relations teams in BIS, the BIS Science and Innovation Network, Research Councils, Technology Strategy Board and a pool of R&D Specialists employed by Pera. Automotive Unit The Enterprise and Business Group brings together four strongly focussed parts of BIS - Advanced Manufacturing Industries (AMI), Enterprise Directorate, Regions and the Business Support Simplification Programme. The Automotive Unit is located within AMI and uses its unique knowledge of the sector, materials, companies, technologies and the regulatory framework to ensure the UK is best placed to benefit from the challenges of globalisation. The specific job of BIS Automotive Unit is to help the UK Automotive Industry succeed. It does this by encouraging the spread of best practice in design and manufacture, supporting inward investment and influencing the design of regulations and tax policy so that they reflect the best interests of the sector. Building close relations with key companies and intermediaries in the sector is essential if these objectives are to be achieved. The Unit therefore includes Business Relationship Managers whose job it is to maintain regular contacts with key firms to ensure that we build and maintain a comprehensive understanding of the issues that affect their productivity and competitiveness and therefore that of the country as a whole. 7 The Low Carbon Vehicle Partnership is an action and advisory group established in 2003 to take a lead in accelerating the shift to low carbon vehicles and fuels in the UK and to help ensure that UK business can benefit from that shift. The Partnership consists of over 300 organisations from the automotive and fuel industries, the environmental sector, government, academia, road user groups and other organisations with a stake in the low carbon vehicles and fuels agenda. The mission of LowCVP is To accelerate a sustainable shift to low carbon vehicles and fuels in the UK and thereby stimulate opportunities for UK businesses and to achieve this through the aims of: Developing initiatives to promote sales and supply of low carbon vehicles and fuels Providing a forum for stakeholders to share knowledge and information Ensuring that UK motor, fuel and related businesses are best placed to capitalise on the opportunities in the low carbon markets of the future Contributing to the achievement of UK Government targets for road transport carbon reduction Encouraging research, demonstration and commercialisation of low carbon automotive technologies in the UK and help UK businesses to participate in emerging markets Influencing Government and other decision makers on future policy directions and optimal policy mechanisms LowCVP also plays a key role in helping Government to deliver its low carbon transport strategy which seeks to ensure that the UK takes a leading role in the global shift towards low carbon transport. At the heart of Partnership are the LowCVP Working Groups which identify opportunities and challenges and the specific actions to realise and address these. The LowCVP working groups are currently formed in the areas of Innovation, Passenger Cars, Fuels and Buses: The Bus Working Group consists of bus manufacturers and operators, design engineering companies, delivery bodies and local authorities. Its role is to develop action programmes to encourage the introduction of low carbon buses in the UK. The Passenger Car Working Group is comprised of vehicle manufacturers, fleet operators, consumer associations, environmental groups and other interested parties. Its role is to accelerate the introduction of low carbon cars into the UK and to better inform car buyers of the low carbon options available The PCWG advises Government on the further development of the EU Voluntary Agreements for passenger cars and focuses on a strategic approach to consumer information including environmental labelling for vehicles, identifying key messages and opportunities. The Fuels Working Group focuses on providing analysis and strategic advice on future low carbon fuels, including biofuels and hydrogen. Members are utilising UK and international studies to develop a common analysis of the short, medium and long-term options and implementation scenarios for the UK s low carbon transport fuels future. As part of their remit, the group develops advice on a suitable fiscal framework for low carbon fuels and identifies options for research and development. The Innovation Working Group provides expertise and develops initiatives to support the development and supply of low carbon technologies for the automotive sector. The Group aims to foster collaborative activity to underpin and strengthen the UK supply chain and identify and address challenges to bringing forward new innovations including access to information, support, market and finance. 8 Cenex was established in 2005 as the UK s first Centre of Excellence for low carbon and fuel cell technologies. Cenex delivers programmes, projects and strategic consultancy work designed to accelerate the introduction of low carbon vehicles. Projects Cenex has worked for the Department for Business, Innovation & Skills to create and deliver projects that support UK supply chain development. Cenex has focussed on brokering small fleet demonstration projects, helping transition technologies from R&D through to market deployment. Cenex supported projects are progressing in battery electric and hybrid electric vehicles, as well as for hydrogen and biogas vehicles. Programmes Cenex operates as a strategic delivery agency for national and regional government programmes aimed at assisting the transition to a low carbon economy. Examples include: The Low Carbon Knowledge Transfer Network (LCKTN) The Low Carbon Knowledge Transfer Network provides a single national overarching network for the UK low carbon automotive community. The LCKTN aims to promote collaboration, best practice and knowledge sharing by bringing together a variety of stakeholders, including businesses, universities, other intermediaries. The Advantage Niche Vehicle Programme (ANV) Based around the AWM sponsored Niche Vehicle Network, the Advantage Niche Vehicle R&D Programme aims to foster innovation through collaborative R&D in light-weighting, aerodynamics, advanced electronics and low carbon powertrain solutions for niche vehicles. The Low Carbon Vehicle Procurement Programme (LCVPP) The LCVPP supports accelerated introduction of low carbon vehicles in public sector fleets. Initial funding has been directed toward a low carbon van procurement exercise, leading to large scale field trials for hybrid and all electric vans across a range of public sector partner fleets. Additional procurement activities are under development. Alternative Fuels Infrastructure Grant Programme (IGP) As part of the UK Government s strategy to decrease carbon emissions from road transport, grants are available to encourage organisations to install refuelling/recharging stations for alternative fuels, including electric, natural gas/biogas and hydrogen. Consultancy Cenex undertakes strategic studies related to low carbon vehicle and infrastructure deployment on behalf of private and public sector organisations. Bio-power has developed a much better way to make bio-fuel for diesel engines from used cooking oil (UCO) and other plant oils without the chemical process of transesterification. No methanol, no chemical reactions, no waste by-product. Instead, Bio-power uses a solvent to convert UCO into fuel. Bio-power UK provides technical support, materials, and training through seminars or consultancy. Bio-power also operates through partners overseas, to bring forward bio-power technology in an appropriate way. Car travel accounts for more CO 2 emissions than other forms of transport in the UK. Vehicle manufacturers are developing new hybrid vehicles to reduce CO 2 emissions. For the transition period to zero CO 2, we have established a Vehicle CO 2 Offset Disc Scheme Green Badge", which is displayed on the vehicle, as carbon neutral mileage. The offset cost enables us to directly manage tropical reforestation projects in developing countries, conforming to the Kyoto Protocol. CASE STUDY Brunel University RegenEBD: Regenerative Engine Braking Air Hybrid Powertrain Technology There are increasing commercial and environmental imperatives for buses and delivery vans to achieve savings in fuel consumption and emissions. There is an urgent need for solutions that are affordable, effective, and quick to deploy. Current electric hybrid approaches are expensive, complex and heavy. Brunel has developed a novel and cost-effective engine technology, RegenEBD, out of regenerative compressed air supply for high efficiency low carbon buses and delivery vehicles. This technology enables the engine to be switched off every time it stops and re-started using free energy generated from braking. Moreover, it could replace existing engine-driven compressors that provide on-board services such as brakes and doors. It uses existing engine technology with low cost components, and costs a fraction of that of electric hybrid. Hence, it is especially appropriate for bus markets in both developing markets as well as in developed countries. The major appeal of the Brunel technology is that it has the potential to deliver up to 10% savings in average bus fuel operating costs and in addition reduced maintenance costs. Brunel RegenEBD has been developed from a research project on innovative air hybrid concepts by Prof. Hua Zhao and Dr Tom Ma in the Centre for Advanced Powertrain and Fuels (CAPF) at Brunel University. As one of the largest engine research centres in UK, the centre s activity covers both gasoline and diesel engines and involves substantial experimental work and modelling studies. The first car will be plug-in battery electric, offering a range of up to 250 miles, but the focus on reducing the car s weight and the great torque characteristics of electric motors will also give phenomenal performance and handling. 28 CASE STUDY Fuel Cell Taxi Lotus Engineering, Intelligent Energy, TRW Conekt and LTI are developing a hydrogen fuel cell series hybrid, London Taxi through a project sponsored by the Technology Strategy Board. The aim of the project is to produce a zero tail pipe emission taxi, with range, performance and refuelling time similar to the standard diesel powered vehicle. Integrated into the vehicle, with no loss of passenger space, is a 30kW twin stack Proton Exchange Membrane fuel cell, a 152 litre, 350 bar hydrogen storage tank, a 14.5kWh lithium ion polymer battery pack and a 100kW electric drive system. The taxi has been designed to integrate all these system and still meet all the Public Carriage Office requirements. Efficient use of the power sources is achieved by active power sharing between the battery and the fuel cell. This is controlled by a Lotus developed hybrid controller which commands all the vehicle systems. The taxi incorporates TRW s slip boost control braking system to maximise energy recovering during vehicle retardation. 32 Dedicated battery testing A major challenge to the increasing electrification of vehicles lies in the creation of products that offer customers a similar performance and cost proposition to that of today s products. The battery system already represents a very significant proportion of the cost premium of today s hybrids, but in a plug-in vehicle the additional energy storage capacity required makes it considerably higher. The imperative to deliver robust, costoptimised and well engineered systems fully integrated with the vehicle and its control systems has been a key influence in Ricardo s decision to invest in its own dedicated battery test and development facilities. These are already in use for example taking cell technologies from specialist suppliers, designing and developing battery systems mechanically and thermally, and applying the latest in control electronics both in order to achieve the required operational characteristics and for monitoring cell health and state of charge. Battery costs can and will come down but there will be challenges beyond simply achieving production volumes at which economies of scale are likely to be realized. Ricardo has been active in a number of consortium projects investigating new lithium-ion cell chemistries. As a part of its work with QinetiQ on the Red-Lion (Reduced cost Lithium-ion) project a new battery management system has been developed by Ricardo based on a bespoke architecture, which is fully adaptable to a range of cell chemistries and battery systems. The system includes a number of innovations to improve performance and reduce cost, which are the subject of Ricardo patent applications. EBDI A highly optimized engine fuelled on renewable ethanol can provide a cost-effective, low-carbon, highfuel economy alternative to fossil fuel power. Ricardo s EBDI engine technology solves many of the shortcomings of current generation flex-fuel engines, which are typically only optimized for gasoline operation and do not make full use of the properties of ethanol. Unlike existing flex-fuel engines, EBDI takes full advantage of ethanol s properties of high octane and latent heat of vaporization to deliver near-diesel levels of engine efficiency at substantially reduced cost. For example, a flex-fuel product derived from a standard gasoline engine might suffer a fuel economy penalty of about 30 percent when operating on higher ethanol blends such as E85. The Ricardo EBDI engine addresses this problem by being able to adapt its operation to offer fully optimized flex-fuel performance on any blend of fuel from standard pump gasoline to E85 fuel. For a start, the efficiency improvements in the driveline may be overcome by the additional weight to be carried. If the engine is used to charge a battery which is later used to propel the vehicle, energy losses will occur along the chain of components from engine via battery to the wheels is this actually a less fuel efficient way of operating than driving using the engine? While the optimisation process could no doubt be solved by designing and simulating a whole range of configuration options, together with associated control characteristics, and with a huge investment of man-power, solutions that would enable this process to be done more effectively would clearly be beneficial. Romax have developed the capabilities to assist in the complex problem of optimising a hybrid vehicle design. The EMDA-funded project covered the development of the analytical methods, the software development and demonstration and validation of the technology on a test rig. The underlying methodologies are well developed, and we can now rapidly construct different driveline configurations, for the post-processing of recorded signals to be completed, and to identify the energy distributions and component efficiencies. Different operating conditions can be quickly compared, showing changes in energy use, the impact this has on overall fuel use, how and why the total fuel used changes as a result of small changes in the vehicle driveline. The test-rig will form a significant part of this project and will enable Romax to demonstrate the process of energy analysis and design optimisation. It will enable signals to be measured from the vehicle operating over a typical drive cycle. The data will be recorded and processed, allowing energy distribution in the vehicle to be understood, and help to identify the key areas in which improvements can be made.
