6 SAFETY POLICY The Safety Policy establishes a proactive safety Programme which ensures All the employees are Accounted for safety and this includes disciplinary Process. Continuous monitoring of the System safety Programme to ensure that it provides the expected results.
7 BANGALORE METROPOLITAN TRANSPORT CORPORATION Safety Actions at BMTC Training for safe Driving - with a corporate vision at Divisional Level enforcement and Depot level implementation. Safety training methods- Defensive driving training, group discussions, Lectures, posters, case studies, short movies, Hand bills, family counseling, guest lectures & Adoption of best practices. The eye care and eye testing - organized for drivers at the age 40 years once in every 2 years by the Medical Officers coordinated by the CLWO of the Corporation at Depot level. The construction of TTMC s - where the traffic congestion is reduced there by ensuring the passenger safety. Introduction of - Low Floor and Semi-Low floor buses for easy boarding and alighting of passengers, especially aged and physically challenged.
8 The Road Safety Fortnight being observed during the first fortnight of every year at BMTC. The importance of the Road Safety and the Traffic discipline, safe driving to avoid accidents etc. is explained to the drivers and drivercum-conductors at depot and bus station. Emphasis on the importance of safe driving to keep the safety of the passengers by duly following the traffic rules and to safe guard the interest of the other road users. The Police officers/transport dept officers, are invited to the depots to interact with the crew and the supervisory staff and educate them.
9 Exhibiting the banners in all the bus stations /depots/offices about the Road Safety. Organizing the free eye test camps for the drivers who are 40 years and above in association with the Chief Medical Officer of the Corporation. The Divisional Controllers will visit the depots of their jurisdiction and will organize the discussions on the importance of safe driving and avoiding accidents. Deputing the drivers compulsorily from all the depots to Traffic Management Centre of Traffic Police department at Ashok Nagar for the training on following the traffic rules.
10 Safety Innovations at BMTC Chief Minister s Gold Medal and Silver Medal to accident free drivers annually. 1. The drivers with good records of accident free service are chosen for the Gold and Silver medal award. The criteria for the selection for Gold medal is as under: Drivers rendering accident free service for a period of 7 years in the city driving. The minimum attendance of 200 days in a year averaging to 240 days per year during the eligibility period of 7 years. The criteria for the selection for silver medal is as under: Drivers render accident free service for a period of 3 years in city driving. The minimum attendance of 200 days in a year averaging to 240 days per year during the eligibility period of 3 years. 2. The Gold medal awardees will be paid a one time cash award of Rs. 5000/- with a medal. 3. The Silver medal awardees will be paid a one time cash award of Rs.2000/- with a medal. 4. In addition the awardees will be paid a monthly allowance as incentive of Rs 100/- for Gold medal and Rs 50/- for Silver medal.

13 The commuter safety concern of BMTC. 1. Boarding and alighting of buses only when they are stationary by providing pneumatic doors which will be operated by driver. 2. Boarding and alighting of buses at designated bus stops only. Initiatives of BMTC for quality and safe service to commuters and traffic sanity on Bangalore Roads. 1. Stringent and transparent driver s recruitment procedure to get the best talent. 2. Rigorous pre-induction training for further honing of driving skills of the recruits. 3. On line pre-deployment training to boost confidence levels of the recruits. 4. Monitoring of new recruits driving habits/performance and regular counseling. 5. Special focus refresher courses to accident prone drivers. 6. Disciplinary action against erratic, rash, accident prone and non reforming drivers, even termination from services if situation demands.
14 SARATHI ROAD PATROL SQUADS: BMTC has introduced Road Patrols Squads branded as SARATHI with the following task: 1. Patrolling to make Drivers adhere to the traffic rules and also BMTC rules. 2. The squad is vested with the responsibility of detection of acts of traffic indiscipline by drivers. 3. Each Sarathi Squad is vested with responsibility to monitor the designated sector from the early hours of day till late night on all the days of the week. 4. The Sarathi squad is instrumental in public grievance redressal. 5. Each designated Sarathi vehicle is given with a designated telephone number and the same has been exhibited for the public information in major bus station, press release, hoardings etc. 6. The public complaints on non-closure of pneumatic doors, improper parking in bus stops, avoidable overtaking and rash driving can be made to Sarathi to take immediate action in curbing them.

16 JOINT OPERATION BY BMTC WITH THE TRAFFIC POLICE OF BANGALORE CITY To Monitor Traffic congestion at junction points and major circles. To Curb rash and negligent driving. To Curb Drunken Driving. To Ensure reserved seats for Ladies & Physically handicapped persons /Senior Citizens. To Look into the Public Complaints on Staff like Drivers/Conductors.
17 RECRUITMENT OF DRIVERS THROUGH AUTOMATED DRIVER S TESTING TRACK 1. The recruitment of drivers are done through advanced and automated driving test tracks. 2. The driving test for driving is done on S tracks, Zig-Zag tracks, gradient tracks, reverse parking and traffic signs, which helps in selecting the best drivers. 3. The Tracks are equipped with poles which are connected to the centrally located monitor which automatically identifies the mistakes of the drivers during the test. 4. The performance of driver is captured by server and marks sheet is generated automatically based on the driving skills they exhibit during the test.

19 TRAINING FOR SAFE DRIVING TO DRIVERS AND DRIVER CUM CONDUCTORS. BMTC has set up a Driver s Training Centre at Vaddarahalli with a cost of Rs 13 Crore in an area of 22 acres land. The training centre is established to provide state of art training to the drivers and other staff of BMTC. The facilities available in the Driver s Training Centre are: The Vast Administrative Block of 586 Sq Meter. The Training Center Class Room Built in a area of 796 Sq Meter. The Refreshment Room. Rest Room for the Participants. High Mast at an height of 16 Mtrs. Four Track Driving Testing Track with 8 Track, S Track, Hair pin Curve track, 3 point turning track, 5 point turning tracks
20 The training of the Drivers and Driver cum Conductors is focused on improving the driving skill/habits, safe driving as well as to achieve the better fuel efficiency. The curriculum of the training are: The training is of three days duration. The training will comprise the exhibiting of documentary films on good driving habits, causes of the accidents, traffic rules. The Practical training will be imparted by an instructor who is specially trained on the good driving and the bad driving habits are corrected on the spot. The last session of the training will be devoted to evaluate each driver on the lessons learnt during the training session. After the training the follow-up action will be taken at depot level by the Driver instructor. The training will be conducted in batches for about drivers in a week. During the course of training session the drivers are taken to the Traffic Management Centre to educate them on the traffic rules and the videos on signal jumping vehicle tracking system is shown.
21 DE-ADDICTION CAMP FOR THE BMTC EMPLOYEES WITH HABIT OF ALCOHOLISM The employees with habit of alcohol consumption will be identified at the depots. The information on such employees will be obtained by the Labour Dept and the de-addiction camps will be organized. The identified employee will be sent to the Hospital of KSRTC, Jayanagar, Bangalore in a cell called Chethana Kendra and will be treated there as in-patient for the period of 40 days. After the treatment and de-addiction the employee will be given counseling before deploying for duty. A Programme called WAPPA Workplace Alcohol Prevention Programme of Alcoholics. An amity is being organized to the employees to prevent the consumption of Alcohol.

23 BMTC INITIAVITVES TO PROVIDE REST ROOMS TO CREW. The Crew Rest Room has been built for the drivers and conductors at depots to ease the fatigue of driving. The Crew Rest Room have been provided with beds, Television, Hygienic toilets.

25 Best Bus Maintenance practices of vehicles in BMTC. 1. BMTC has the policy of replacing the old buses which have covered 8.00 lakh km or 10 years which ever is earlier. 2. The buses are fitted with automatic pneumatic doors which is operated by the driver. 3. The pneumatic doors fitted in the buses will be helpful to the passengers to board and alight the buses only in the designated bus stops since the doors can only be operated by the driver. 4. The pneumatic doors will not allow the passengers to travel on footboard thereby reducing the risk of falling from the running bus. 5. The fitness certificate of the vehicles are obtained compulsorily every year after re-conditioning of the vehicles as per the norms prescribed.
26 DOCUMENTARY The C.D s on the Safe Driving are prepared and are exhibited in the Depots for the benefit of the Crew to adopt the safe driving habits by them. Documentary on the role of passengers to help BMTC to help serve better Documentary on the role of Mechanics The Documentaries are Prepared in Kannada, English and Hindi- The C.D s are also circulated among the crew and mehanics to view them regularly.
27 THOUGHTS : 1. Options for providing the Safety Air Bags in buses. 2. Benchmarks for many other interventions are required by the authorities to improve the quality of urban transport. Pedestrian facilities need improvements in terms of footpaths, intersections and street lighting. NMT facilities are lacking and need major improvements. ITS facilities are inadequate in terms of ticketing system, signal,synchronization, GPS / GPRS etc. Significant delays and queuing of vehicles are common on major corridors. Parking facilities are inadequate; immediate actions needed towards parking management. The city roads are unsafe considerable improvements needed in road design. There exists a faint coherence between land use and transport planning efforts.
