4 Executive Summary 1 GENERAL This document briefly summarizes information and recommendations presented in subsequent chapters of the Hyattville Water Supply Project Level II. 2 STUDY AREA AND POPULATION GROWTH The Town of Hyattville is located along the eastern flank of the Big Horn Basin in the western foothills of the Big Horn Mountains. The Hyattville new No. 2 well is located approximately 1,800 feet south southeast of the community of Hyattville. The well is approximately 800 feet southwest of the existing 25,000- gallon water storage tank. Figure 1-1 identifies the location and proposed water distribution and transmission system. Population projections were performed previously in 2002 in the Town of Hyattville Water Supply Projecct Level I Master Plan Report by Lidstone and Associates, Inc. Estimations were forecast over the next 30 years, at the end of which resulted in a peak hourly demand of 55 gallons per minute with a projected population of 88 people based on an average demand of 197 gallons per capita per day. 3 EXISTING WATER SYSTEM In 1968, the Hyattville Water Company completed a well (Hyattville No. 1) on the north side of town to a depth of 2,895 feet in the Madison Formation. The well reportedly flowed 130 gallons per minute, but both flow rate and water quality has decreased over the years. The well has produced red silt and sand during periods of high demand. This sediment production; however, ceased. The production of this well has diminished to approximately gallons per minute and no longer satisfies the needs of the community. A downhole investigation of the Hyattvile Well No. 1 was performed to attempt to determine the cause of the reduced production and red, silty water. A geophysical log was conducted on November 3, A caliper tool was first ran into the hole which encountered an obstruction at 1,255 feet below ground level. The well may have been able to be rehabilitated, but it was felt that it was too risky as it was the community s only source of water. PVC pipelines were installed throughout most of town (4-inch solvent cemented PVC transmission pipeline and 2-inch and 3-inch diameter distribution piping). A Executive Summary - 1

6 25,000 gallon bolted steel storage tank was installed on a bluff on the south side of town. The pipelines installed were some of the very first pipelines after PVC came on the market and are reportedly very thin-walled. 4 LEVEL II, PHASE I STUDY RECOMMENDATIONS The Level I Study completed in 2002 recommended a test well site located about 1½ miles south-southwest of the community and another well was sited about 3 ½ to 4 miles southeast of the community based on the geologic structures in the area. This study also recommended replacement of the water lines in the community as well as the construction of a redundant tank. During Phase I of this Level II study, the hydrogeology was evaluated relative to potential well sites in the vicinity of the community. Existing Paleozoic wells were evaluated relative to their geologic location and yield. It was noted that several wells that were situated ideally relative to encountering high permeability through fractures and fissures were poor producers; whereas several Paleozoic wells that did not appear to be ideally situated from a geologic perspective were very good producers. With this in mind along with the relative small amount of water that was required to meet the community s future need, it was decided to drill as close to town as possible. One site was chosen near the community center and a second site was selected just south of the community. The site south of the community was the site that was selected for exploration. 5 LEVEL II, PHASE II WELL DRILLING A level II test well was drilled in November, The well was drilled to a total depth of 3,576 feet below ground level. The well was drilled into the Ordivician Big Horn Formation. The Paleozoic section from the upper Madison Formation through the middle section of the Big Horn Formation was completed as an open hole well which allows water to flow freely into the well cavity. During testing of the well, the well was able to flow slightly over three times the required flow rate of 55 gallons per minute even after a day with 60 PSI of back pressure. Because of the exceptional performance of the well, the construction of a second storage tank, as recommended in a previous study, will not be necessary as the well can sustain the peak flow rate allowing the existing tank to be taken offline for maintenance and repair. At the onset of this project, the residents of the Hyattville community had voiced their concerns about the potential for developing a water supply source of inferior quality or dissimilar quality to that which is produced from the existing well. The quality of the water from the Hyattville No. 2 well is very good and is nearly identical to that produced from the Hyattville No. 1 well. Overall, the quality of the water from the No. 2 well is slightly better than that produced from the existing No. 1 well. The water is hard with a hardness of 200 mg/l as CaCO 3. 7 is within all the primary and secondary EPA standards. The lab analysis also shows that the tests for total coliform and e-coli coliform were negative. Executive Summary - 4

9 6 COST ESTIMATES Three projects were outlined which varied in cost and the extent of required construction. A minimum project outline specified only the construction of a transmission pipeline between the new well and the nearest interface to the existing PVC transmission pipeline. A basic project extended the construction to include the replacement of all the existing distribution pipeline within the district boundary. An extended project added a transmission pipeline to the northwest of the town to accommodate further development in this region. The costs of these different levels of construction are show in Table 6-1. 10 All three of the alternatives shown in Table 6-1 include the cost for drilling the Hyattville No. 2 well. A breakdown of the well cost used in Table 6-1 is shown below in Table 6-2. The cost for the well has been adjusted by deleting the costs associated with geophysical logging of the well ($8,000) and the cost to furnish, install and remove the flow measuring equipment ($3,000). 11 The estimated cost replace the existing transmission pipeline is shown in Table 6-4. However, the cost of installing water meters is not eligible for funding from the Wyoming Water Development Commission. For the minimal project, which just involves connecting the well to the system, it was assumed that meters would not be required for this level of project. However, with the basic transmission and extended transmission alternatives, it was assumed that meters would be required. There are components of both the basic and extended transmission alternatives that are classified as distribution. Like the water meters, distribution components are not eligible for WWDC funding. The cost of installing meters in the community is shown on Table 6-5, and the cost of distribution replacement is shown on Table 6-6. In January, a community meeting was held and the costs shown in the report were presented to the residents. After a substantial amount of discussion, it was the unanimous consensus of the community to pursue the basic transmission option and not pursue the extended transmission pipeline.
