This assessment was undertaken for a 67-metre-long turbine blade (Vestas V136 wind turbine). swept path assessment was undertaken for both access points. Please see swept path analysis attached as an annex to this advice notice. For the purposes of this assessment, the following scenarios have been contemplated: Manually Steerable Rear Trailer - The first scenario assumes that the rear trailer of the haulage vehicle will be manually steerable. o This is a common method of hauling long turbine blades, and allows vehicles to travel around corners whilst staying more closely to the constructed road pavement. dvice received from the proposed haulage company suggests that the maximum articulation for the rear dolly in this instance is 2 degrees. Standard Rear Trailer - The second scenario contemplates a more traditional set up, with a rear dolly which follows the prime mover as it turns around the corner. o This is considered a more conservative approach with respect to the amount of road pavement modifications required for vehicles circulating around corners. Swept paths for each scenario have been undertaken for each access point into the subject site. oting the accessway design is yet to be confirmed, each swept path shows the approximate road pavement infill / access track required to facilitate the vehicle path. We note that there are existing power poles adjacent both access points. The approximate location of these poles has been shown on each sketch; these locations should be verified by a feature survey. ssessment Manually Steerable Rear Trailer By utilising a manually steerable trailer, vehicles can minimise their impact on the inside of the corner. PGE 1 Impact 218
3 IMPCT Traffic Engineering Pty Ltd B: Level 17, 31 Queen Street, Melbourne, Victoria 3 23 March 218 Reference: IMP1832C1F1 37 '12"S 144 8'33"E The attached swept paths show the path which requires the least amount of fill / access track to facilitate access into the subject site. In this instance, approximately 9 square metres of track / fill is required for the northern site access, and 1, square metres for the southern site access. Each of these swept paths can avoid the power poles located adjacent the intersection. We note however that the vehicle will have an impact on the vegetation on the inside of the corner of each of these access points. Temporary fill as shown will be required to facilitate this movement. The load will also marginally swing out to the southern side of Princetown Road. Given the height of vegetation in this area, we expect the blade will be able to swing out over the vegetation without any negative implications. Based on the above, we expect the following mitigation measures to facilitate this movement: Fill / access tracks constructed on the inside of the corners as shown. o pproximately 9 square metres for the northern access; and o pproximately 1, square metres for the southern access. We note that this will require the removal of vegetation in these areas. Standard Rear Trailer s mentioned previously, the standard trailer represents a conservative approach with regard to the amount of fill / track required to facilitate access. s shown in the attached swept paths, with the second more conservative assessment, the impact of vehicles on the inside of these corners is greater than the previous scenario. pproximately 1,4 square metres of fill / access track is required for the northern access; and pproximately 1,3 square metres of fill / access track is required for the southern access. s above, vehicles are able to avoid the power poles adjacent the access points in completing their manoeuvres into and out of the site. Blades will again swing out marginally over the southern side of Princetown Road when completing this movement. In this instance the swing is considered marginal and will have no impact on the vegetation or street furniture on this side of the road. ote: Height clearances for vehicles travelling around / beneath these power poles should be verified onsite. Conclusion Based on the above, access to the Ferguson Wind Farm by vehicles hauling 67 metre long blades is acceptable. Haulage vehicles are able to enter the site whilst avoiding power poles located adjacent each accessway. Vehicles will have negligible impact to vegetation on the southern side of Princetown Road. There will however be an impact on vegetation on the inside corners of each of the access points. Confirmation should be sought from an arborist as to whether this impact on vegetation is appropriate or not. PGE 2 Impact 218
